      • An Empirical Study on the Correlation among Innovative Strategies, Motivation, Level of Implementing Innovative Activities and Business Performance in Taiwan's High-tech Manufacturers

        This study explores the influence of Taiwan's high-tech manufacturers' innovative strategy and innovation motivation concerning the implementation of innovative activities, as well as the influence of innovative activities implementation on business performance. The two intermediate variables, industry group and enterprise scale are also considered. Through a review of the relevant literature, a theoretical model of the influence relationship is developed, while an empirical analysis is simultaneously conducted on Taiwan's high-tech manufacturers. The research result shows that the internal driving force of innovative activities has a significant impact on the level of implementing technological innovative activities and cultural innovative activities. The external driving force of innovative activities has a significant impact on the level of implementing market innovative activities and management innovative activities. Companies adopting self-developed technology and purchased as well as self-developed technology strategies, perform better than those adopting purchased new technology or those with neither purchased nor self-developed technology strategies, at implementing technological innovative activities and cultural innovative activities. The level of implementing innovative activities has a significant influence on business performance (cost reduction and product/service differentiation). For the intermediate variables of "industry group" and "enterprise scale", it is proven in this study that they have no significant influence on the level of innovative activity implementation or business performance.

      • Using Balanced Scorecard to Explore Learning Performance of Enterprise Organization

        In the early industrial age which with high intensity of machine and labor, using financial measurement index was good enough to tie in company`s mechanization and philosophy of management and been in efficiency. But being comply with "New Economic age," a new economic environment is full of knowledge and information, the enterprise competition had changed from tangible assets, plants to intangible innovation ability of knowledge. As recognizing the new tendency by enterprise, they value gradually the growth and influence from learning. Practice of organization learning not only needs firm structure and be in coordination with both hardware and software, but also needs an affect measurement model to offer enterprise to estimate learning performance. It`s a good instrument of financial performance measure mold in the past years, But it`s for measuring the past, couldn`t formulate enterprise trend to future, hard to estimate investment for future, such as development of products, organization learning, knowledge management etc, as which intangible assets and knowledge ability just the key factors of being win around competition environment in the future. In 1992, Kaplan and Norton brought up Balance Scorecard (BSC) on Harvard Business Review, as an instrument helping enterprise to measure performance, which is being considered to be a most influence management instrument. It added non-financial index such as customer, internal process and learning growth besides traditional financial index, as offering enterprise an index to measure and manage intangible assets and intellectual property. As being aware of organization learning is hard to be ignored in the new economic age, this research is based on learning and growth of BSC, and citing one national material company try to let the most difficult measurement performance of organization learning, to be estimate through BSC, analyze of factor and individual case, to discuss the company how to make the related strategy and vision of organization learning to develop learning and growth of the structure of BSC, subject the matter of out put factors to be discussed, and measure the outcomes as a result of research. The research affect offers (1) the base implement procedure of carrying out BSC; (2) the reference of formulating measurement index while enterprise using BSC to estimate performance of organization learning; (3) the possibility bottleneck maybe forcing while carrying out BSC, to be an improvement or preventive for enterprise.

      • Research on the Relationship Between the OHSAS 18000 System Implementation and Competitiveness in Taiwan's Industries

        In recent years, the labor consciousness is gradually valued. During the process of pursuing sustainable operation, the enterprises treat occupational hazard risk as the waste of cost. The purpose of OHSAS 18000 occupational security and health management system is to systematically establish the business managerial measures in terms of occupational security and calamity prevention. This research proceeded with questionnaire analysis with respect to the relationship between the OHSAS 18000 system implementation and competitiveness in Taiwan's industries. The research result revealed that there was significant relationship between Taiwan firms' execution of OHSAS 18000 system and industry competitiveness. Thus, the enterprises can decide the proper managerial plans according to the result of their own risk evaluation to prevent the happening of accidents and reduce the operational cost. They can thus completely control business occupational hazard risk through "systematic" management.

      • Well-Organized Mesoporous TiO<sub>2</sub> Photoanode by Using Amphiphilic Graft Copolymer for Efficient Perovskite Solar Cells

        <P>The control of the thickness and porosity of a mesoporous TiO2 layer is important to improve the photovoltaic performance of perovskite solar cells. We produced organized mesoporous TiO2 (om-TiO2) layers using a low-cost amphiphilic graft copolymer, poly(vinyl chloride)-graft-poly(oxyethylene methacrylate) (PVC-g-POEM), as a sacrificial template. This simple but effective synthetic approach generates highly mesoporous and well-organized TiO2 nanostructures with interconnected and size-tunable features. Specifically, the average pore size increased with the amount of hydrophobic PVC main chain in the graft copolymer, which acted as the pore forming agent. Perovskite layers were prepared on top of an om-TiO2 layer according to a two-step sequential deposition: after coating the PbI2, solution in dimethylformamide (DMF) on an om-TiO2 substrate, the substrate was prewetted in isopropyl alcohol (IPA) solvent before immersing into a CH3NH3I/IPA solution. This prewetting treatment not only improves the yields of conversion from PbI2, to CH3NH3PbI3, but also increases the size of perovskite crystals with cuboid morphology. On varying the pore size and the film thickness of the om-TiO2 layer, the device performance attained 11.9% of power conversion efficiency (PCE) at pore size 70 nm and film thickness 300 nm. We measured extracted charge densities and decays of transient photovoltage to understand the kinetics of charge recombination in relation to the corresponding device performance.</P>

        70 Years after WW2: The Dynamics of the Northeast Asian Security Environment : The 70th Anniversary of the End of World War 2 and the Diplomatic Security Strategy of Taiwan

        In the closing stages of the Second World War, the world was divided into the capitalist side led by the United States and the communist side commanded by the USSR. A new bipolar structure called the “Cold War” was gradually established in the second part of the twentieth century. Basically this “cold” war structure was maintained between the two superpowers in the major areas of the world like Europe, but neither in the Korean peninsula nor in Vietnam, nor in Taiwan Strait since several “hot” wars took place in these regions.1 During that period, South Korea, South Vietnam and Taiwan all had the support of the United States to resist the military threat of the other side supported by the communist USSR and China. Later, the capitalist South Vietnam was unable to resist the invasion of the North and collapsed. On the other hand, South Korea succeeded in developing the strength of the country and became a major middle power in the world. For strategic reasons, Taiwan lost formal political recognition of the world to the profit of Communist China, but continues to flourish until now. The two Vietnams and the two Koreas all have similar sizes in term of territory and population. By contrast, China is 268 times larger than Taiwan calculated by territorial size, 60 times bigger by population power, and is actually the second largest global economic power after the United States. Without diplomatic allies, besides some smaller states, Taiwan still continues to prosper with its special security strategy. Seventy years after the end of the Second World War, this article aims to provide an understanding of the geopolitical strategy of Taiwan that continues to guarantee its future.

        Effect of a Carbon Additive on the TbCu7-type Melt-spun Sm(Co, M)7 (M=Ti, Zr, Hf, V and Ge) Ribbons

        The effect of a carbon additive on the microstructure and the magnetic properties of melt-spunSmCo7−xMxCy (M=Ti, Zr, Hf, V and Ge; x = 0 - 0.3 and y = 0 - 0.1) ribbons was studied. Based on the XRD and the TEM analyses, a pure 1:7 phase could be formed for the C-containingribbons with M= Ti and Ge. However, carbide phases, i.e., Sm2C3 for M=Zr and Hf, and SmCoC2for M=V, respectively, were found. Nevertheless, a slight C addition may effectively refine themicrostructure and improve both the intrinsic coercvity and the magnetic energy product in all thestudied ribbons. Among them, the SmCo6.9V0.1C0.1 ribbons with r = 58.7 emu/g, iHc = 13.5kOe and (BH)max = 9.3 MGOe, and the SmCo6.9Hf0.1C0.1 ribbons with r = 61.6 emu/g, iHc =11.8 kOe and (BH)max = 10.3 MGOe are most suitable for the bonded magnet applications.

        Effects of nitrogen and carbon doping on properties and photocatalytic activity of TiO2-In2O3 composite

        TiO2-In2O3 (Ti-In) was synthesized by the sol-gel method and the composite was further doped with nitrogen and carbon to create Ti-In-N and Ti-In-C, respectively. The dye C.I. Reactive Red 2 (RR2) was used a model compound to be subjected to various composites and measured for removal by photocatalytic degradation and adsorption. Ti-In-N possessed a larger mean diameter than Ti-In-C, while the latter possessed a greater anatase content and surface area than the former. After N or C doping, the spectra of corresponding Ti-In-N and Ti-In-C showed absorption edges at longer wavelengths than the parent Ti-In. Ti-N-O and Ti-O-C bonds were found in Ti-In-N and Ti-In-C composites, respectively. Ti-In-N was more effective for RR2 photodegradation than Ti-In-C, and the Ti-In-C removed more RR2 by adsorption than Ti-In-N.

        Overexpression of Ornithine Decarboxylase Suppresses Thapsigargin-Induced Apoptosis

        Ornithine decarboxylase (ODC), the key enzyme of poly-amine biosynthesis, has paradoxical roles in apoptosis. Our published papers show overexpression of ODC pre-vents the apoptosis induced by many cytotoxic drugs. Thapsigargin (TG) is an inhibitor of the sarcoplasmic/en-doplasmic reticulum (ER) Ca2+ ATPase (SERCA) pumps and causes ER stress-induced apoptosis. We used ODC overexpressing cell lines to examine whether overexpres-sion of ODC inhibits TG-induced apoptosis. Our results indicated overexpression of ODC attenuated TG-induced apoptosis. Overexpression of ODC blocked procaspse-4 cleavage and phosphorylation of protein kinase-like ER-resident kinase (PERK), triggered by TG. It also attenuated the increase in CAAT/enhancer binding protein homolo-gous protein (CHOP). Cells with overexpressed ODC had greater Bcl-2 expression. Overexpression of ODC pre-served the expression of Bcl-2, inhibited the increase in Bak and stabilized mitochondrial membrane potential without the influences of TG. Cytochrome c release and downstream caspase activation were blocked. That is, overexpression of ODC inhibits the mitochondria-medi-ated apoptotic pathway, induced by TG. Finally, overex-pression of ODC maintains the protein and mRNA expres-sion of SERCA. In conclusion, overexpression of ODC suppresses TG-induced apoptosis by blocking caspase-4 activation and PERK phosphorylation, attenuating CHOP expression and inhibiting the mitochondria-mediated apoptotic pathway.

      • Study molded part quality of plastic injection process by melt viscosity evaluation

        A study that demonstrates how to investigate the molded part quality and the consistency of injection process based on the rheological concept is proposed. It is important for plastic material whose melt viscosity is variable with respect to the processing condition. The formulations to couple the melt viscosity with injection pressure and fill time are derived first. Taking calculations of the measured pressure and the time by using these formulations, the melt viscosity in injection process can be determined on machine. As the relation between the injection speed and the melt viscosity is constructed, the influences of the setting parameter of injection machine on the molded part quality can be investigated through evaluating the state of the melt viscosity. In addition, a pressure sensor bushing (PSB) designed with a quick installation feature is also provided and validated. The results show that a higher injection speed improves the tensile strength of the molded part but also the consistency of the molded part quality. This work provides an alternative to evaluate the molding quality scientifically.
