중국 ‘1개 중심 2개 기본점 원칙’의 인터넷 발전전략과 북한에의 적용

본 논문은 ‘정보화에 기반한 지식경제 강국’을 위한 인터넷 발전을 지속 강조하는 김정은 체제의 정보화 담론이 점점 더 중국의 인터넷 발전 담론을 닮아가는 점에 주목한다. 중국은 1978년 개혁개방 이후 경제발전을 핵심목표로 하고, 개혁개방과 4항 기본원칙(사회주의 노선 견지, 인민민주독재 견지, 공산당 영도원칙, 맑시즘과 레니니즘.마오쩌둥 사상)을 두 개의 기본 원칙으로 하는 ‘1개 중심 2개 기본점(一个中心两个基本点) 원칙’을 중국공산당의 기본노선으로 견지해 오고 있다. 이러한 ‘1개 중심 2개 기본점 원칙’이라는 중국공산당의 노선은 ‘인터넷 강국’을 목표로 인터넷 발전을 적극 추진하면서 한편으로는 사이버 안보강화를 명분으로 각종 사이버 안보 법제와 통제제도를 강화해 가고 있는 인터넷 발전전략에도 그대로 적용되고 있다. 이러한 경제발전을 위한 인터넷 육성정책과 체제유지를 위한 인터넷 통제라는 중국의 양면전략은 북한의 ‘정보화에 기반한 지식경제강국’ 이라는 인터넷 발전전략에도 적용되고 있다. 따라서, 본 논문은 최근 북한의 개혁개방 의지와 정보화에 대한 강조가 점차 확대되고 있는 상황에서, 북한의 개혁개방이 본격화될 경우 ‘정보화 강국’과 ‘사이버 안보 강화’를 동시에 추진하는 ‘중국식 정보화 발전의 길’을 추종할 가능성이 높다는 점에서 중국과의 비교연구를 통해 북한의 정보화 발전전략을 분석·전망하고자 한다. This paper notes that Kim Jong-Un regime’s informatization discourse, which continues to emphasize the development of the Internet for ‘A knowledge economy based on informatization’ is increasingly resembling that of China’s. Under Xi Jinping regime, China is strengthening its cyber security system as well as its informatization development strategy, which is to strengthen its policy of managing regime threats. This shows that ‘One central task, two basic point principles’, which are the core of China’s national development strategy, are applied to the Internet area as well. Therefore, this paper notes the possibility that North Korea’s recent willingness to reform and opening-up and its emphasis on informatization will be gradually realized, given that it is likely to follow ‘A path of development of informatization in Chinese style’ that pursues both ‘powerful state based on informatization’ and ‘strengthening cyber security’, if reform and opening up can be accelerated, we seek to analyze and forecast North Korea’s informatization development strategy through comparative research with China.

Characteristics of Occupational Accidents by Type of Parking Lot

Objective: This study aims to analyze occupational accidents of parking lot attendants by parking lot type. Background: Recently, efforts are made to analyze accident characteristics by occupation type targeting the workers engaged in the same work. Method: This study analyzes 303 occupational accidents of parking lot attendants occurring from 2010 to 2012. Parking lots are grouped into two groups according to the work environment. One is public/ground type which comprises road side or open area parking lots and the other is building/mechanical type which comprises a multi-story parking building with connecting ramps and/or mechanical parking system. The characteristics of occupational accidents by parking lot type are analyzed. Results: Accident characteristics showed the difference between public/ground type and building/mechanical type on the size of enterprise, age, gender and work experience of the injured. Also the accident type, source of accident and parts of body affected are different between the two parking lot types. Conclusion and Application: The findings of accident characteristics according to parking lot types can be used as baseline data for establishing systemized preventative policies for occupational accidents of parking lot attendants.
