현재 문화체육관광부, 보건복지부, 농림축산식품부와 광역·기초지방자치단체, 경찰은 합동으로 8월 14일까지 8주간 불법숙박업 영업에 대한 단속을 진행하고 있다. 특히 문화체육관광부는 네이버, 에어비앤비 등 주요 포털과 숙박 중개 사이트 등을 대상으로 온라인 조사도 실시해 불법 영업 의심업소를 발굴하고 있다. 만약 공유경제를 실현할 수 있는 제대로 된 숙박모델이 우리나라에서도 제도화 되어 자리 잡을 수 있다면 충분히 적법할 수 있는 공유숙박의 형태임에도 불구하고 정부에서 공유숙박제도를 만들지 못하여 호스트들이 불법단속에 걸릴 수밖에 없는 현상이 발생하고 있다. 우리나라에서 아직도 입법자가 제대로 된 입법모델을 만들지 못하는 사이에 해외에서는 많은 논의를 거쳐 다양한 공유숙박 모델이 제시되고 있다. 본 연구는 이러한 공유숙박에 대한 니즈를 반영한 호스트들의 요구에 발맞추어 입법이 된 대표적인 입법례를 참조하여 다음과 같은 쟁점에 대하여 고찰해 보려고 한다. 본 연구에서는 우선 공유경제를 실현하는 숙박업과 진정한 공유숙박의 차이에 대하여 살펴보려고 한다. 그리고 진정한 공유숙박이 실현될 수 있는 입법모델을 제시해보려고 한다. 둘째, 진정한 공유숙박을 실현시키기 위하여 숙박 중개플랫폼이 갖는 역할에 대하여 살펴보려고 한다. 사업목적을 갖지 않은 공유숙박을 실현하려고 하면 숙박 중개플랫폼에 다양한 규제중개자로서의 역할을 부여하는 것이 타당한 것이기 때문이다. Recently, the government has declared that it will make various efforts to expand the sharing economy. However, the government’s attitude of thinking that sharing accommodation will be allowed and promoted in the true sense of the word if a new private lodging business is established through discussion is very regrettable. This is because the hosts’ needs for deregulation of shared accommodation have not been fully met, even if a new type of private lodging business is newly established and partially deregulated. The Ministry of Culture, Sports and Tourism, the Ministry of Health, Welfare, the Ministry of Agriculture, Food and Rural Affairs, the metropolitan and basic local governments, and the police are jointly cracking down on illegal lodging business for eight weeks until August 14. 2020. In particular, the Ministry of Culture, Sports and Tourism is also conducting online surveys on major portals such as Naver and Airbnb and other lodging brokerage sites to find suspected illegal businesses. Because of the failure of the government setting proper sharing accommodation models and systems, hosts are keeping caught in illegal crackdowns. While lawmakers have yet to create a proper legislative model in Korea, various sharing accommodation models are being presented after much discussion abroad. This study considers the following issues by referring to representative legislative practices that have been legislated in line with the needs of hosts that reflect these sharing accommodation needs. In this study, we will first look at the difference between accommodation and real shared accommodation that enables a sharing economy (II). And I would like to present a legislative model in which true shared accommodation can be realized. Second, we would like to explore the role of accommodation brokerage platforms in order to realize true shared accommodation (III). This is because it is reasonable to assign various regulatory intermediaries to the accommodation brokerage platform when it is intended to realize sharing accommodation that does not have business purposes.
BWS based Interactive Streaming Service in T-DMB/WiBro Converged Mobile Environment

In this paper, we propose new BWS (Broadcasting WebSite) based interactive streaming service in consideration of the T-DMB/WiBro converged mobile environment. The BWS service specified in T-DMB is similar to web services through the internet. Therefore, it is expected to become one of useful data broadcasting services in T-DMB. We verify the proposed interactive BWS service supporting to link with the WiBro network by designing and implementing the test receiving platform and the return channel server. From the results, we present the technical possibility of new interactive broadcasting services on the move by utilizing the mobility of T-DMB and WiBro.
Closed-loop Multi-rate Identification with zone-MPC using Constrained Subspace Method

In many industrial processes, process variables have different sampling intervals and they are referred to as multi-rate (MR) systems. When these systems are controlled by model predictive control which is useful to control of constrained multivariable process, model mismatch can occur because of changing in process dynamics. Thus, identification of a new model is necessary. The new model should be identified in closed-loop if the process needs to comply particular operating range for product specification or safety requirement. In this paper, the re-identification problem of a MR system in a closed-loop with a MPC controller is addressed, considering the lifted system and known dynamic characteristics. In comparison with the existing approach, the proposed identification method provides more accurate and realistic model.
Multimodal System by Data Fusion and Synergetic Neural Network

In this paper, we present the multimodal system based on the fusion of two user-friendly biometric modalities: Iris and Face. In order to reach robust identification and verification we are going to combine two different biometric features. we specifically apply 2-D discrete wavelet transform to extract the feature sets of low dimensionality from iris and face. And then to obtain Reduced Joint Feature Vector(RJFV) from these feature sets, Direct Linear Discriminant Analysis (DLDA) is used in our multimodal system. In addition, the Synergetic Neural Network(SNN) is used to obtain matching score of the preprocessed data. This system can operate in two modes: to identify a particular person or to verify a person's claimed identity. Our results for both cases show that the proposed method leads to a reliable person authentication system.
Microstructure and Residual Stress of Metallic Thin Films According to Deposition Parameters

In general; the microstructure in thin films was known to evolve in similar manner according to the energy striking the condensing film at similar homologous temperature, Th for the materials of the same crystal structure. The fundamental factors affecting particle energy are a function of processing parameters such as working pressure, bias voltage, target/sputtering gas mass ratio, cathode shape, and substrate orientation. In this study, Al, Cu, Pt films of the same crystal structure of face centered cubic (FCC) have been prepared under various processing parameters. The influence of processing variables on the microstructures and residual stress states in the films has been studied.
