This research is to analyze the determinants or critical factors of the underground economy through 11 (eleven) major determinants, namely: aspects of taxation, technology, education, cash on demand, GDP (Gross Domestic Product), real interest rate as well as aspects of law enforcement, regulatory quality, Government performance, political stability, and corruption in APEC countries which include, China, Indonesia, South Korea, Malaysia, Singapore, Thailand, Australia, Russia, Japan, Philippines, Chile, Mexico, and United States. By knowing the underground economy determinants, the magnitude and growth can be prevented by formulating specific policies related to their determinants. This research uses panel data regression method. To deal with heteroscedasticity and autocorrelation problems, state weighting and diagonal correction of standard errors will also be used. The results of the panel data analysis will provide the shadow economy main determinants estimation and then can be used as a comparison between countries to get an estimate of the performance of each country. This study proves that 11 (eleven) major determinants have a noteworthy effect on the underground economy extent.
