이 논문의 목적은 지리정보시스템(GIS)에 기반을 둔 분쟁데이터를 통해 미래에 발생할 무력분쟁의 위치를 예측하는데 있다. 이에 본 연구는 1997년부터 2012년까지 아프리카에서 발생한 모든 형태의 분쟁정보를 활용하여 2013년 1월의 분쟁지역을 예측해 보았다. 연구는 다음의 순서로 진행되었다. 먼저 아프리카대륙을 바둑판무늬와 같은 동일한 크기의 (55×55km) 그리드로 나눈 후 월별로 각각의 그리드 안에서 발생한 폭력사건의 수를 기록했다. 다음으로, 현 위치와 이웃지역에서 과거에 발생한 폭력사건의 수, 소득수준, 정치적 차별, 인구밀도 등의 변수들을 포함하여 등식을 설정한 후, 패널 로지스틱 모델을 활용 2013년 1월에 각각의 그리드 내에서 폭력사건이 발생할 확률을 도출하였다. 그 결과, 예측을 위한 기준 확률을 0.5로 정했을 경우, 2013년 1월에 실제로 발생한 분쟁 중 44%가 예측 가능한 장소에서 일어났음을 발견했다. 분쟁을 완벽히 예측하기란 불가능하다. 하지만 불확실성이 높은 내전상황에서 통계와 확률을 활용한 예측은 미래의 위기에 대비할 수 있는 기회를 제공할 것이다. Ensuring the safety of civilians and security personnel in conflict zones remain one of the most significant challenges to the United Nations and troop contributors. This study addresses this issue by predicting future locations of violent event based on empirical investigation of rebel activities. Making such predictions includes a three-step process. First, diffusion patterns of rebel activities are analysed using the contagion model of near-repeat victimization. This method enables to assess how the risk of violent events at a given location is transmitted to neighbouring locations within a limited time. Next, an autoregressive distributed lag model is specified based on diffusion patterns of violence identified in the first stage. This model is then applied to monthly, disaggregated data on African civil wars over the period 1997-2012. Finally, estimation results are used to predict the location of conflict in the following month at the level of 55×55km grids. The generated predictions pose both promises and challenges of conflict prediction, with the potential to provide security personnel with timely and policy-relevant information on future conflict.
