        산업간 체화 및 비체화 지식파급을 통한 한국 혁신시스템 분석

        This paper investigates interindustry knowledge spillovers using input-output (IO) data and patent information, since spillovers can arise from different types of sources and linkages. Economic transactions of intermediate goods are used to track embodied knowledge flows with the data derived from Korean IO tables. In terms of disembodied knowledge flows, a technology proximity matrix is constructed using patent information. The empirical results show that patterns of interdependences among industries are different and this implies that policymakers should take into account the interdependences between industries even when planning industry-specific policies. Moreover, excessive concentration of R&D investment needs to be improved.

        TETRA 시스템에서 Decision-directed 기법을 이용한 채널 추정 기법

        TETRA Enhanced Data Service (TEDS) 는 기존의 협대역 ETSI TETRA Release 1 표준안을 개선하여 주파수 선택적인 페이딩 채널에서 고속의 패킷 데이터 전송이 가능한 표준 규격이다. TEDS 표준에서 사용하는 M-QAM 변조방식의 성능은 채널 추정 성능에 크게 영향을 받는다. 본 논문에서는 Per-Survivor Processing (PSP) 기법을 사용하여 고속 채널 환경에 적합한 새로운 decision-directed 채널 추정 기법을 제안한다. 제안된 채널 추정기법은 이동 환경에서 기존 파일럿 신호 기반의 채널 추정 기법에 비해 TETRA 수신 성능을 향상시킬 수 있음을 전산 모의 실험을 통해 보인다. TETRA Enhanced Data Service (TEDS), which is an upgrade version of narrow-band ETSI TETRA Release 1 system, can support high speed packet data services in frequency selected fading channel. The performance of M-QAM transceivers employed in the TEDS is significantly affected by the accuracy of channel estimation. In this paper, we consider the design of a decision-directed channel estimation scheme robust to fast fading by estimating the channel by means of a per-survivor processing (PSP) method. The performance of the proposed channel estimation scheme is verified by computer simulation.

        나노융합산업의 경제적 파급효과 분석: 나노융합2020사업을 중심으로

        본 연구는 나노융합산업의 경제적 파급효과를 분석하기 위해 실제 구체적인 정부 R&D사업인 「나노융합2020사업」을 대상으로 산업연관분석을 수행하였다. 다년간에 걸친 사업의 성과를 분석을 위해 사업 수행기간 동안 연도별 산업연관분석을 수행하였으며, 이를 위해 RAS 방법을 사용하여 최근의 투입산출표를 구성하였다. 분석을 통해 도출된 결과에 따르면, 정부출연금 10억원을 나노융합산업에 투입 시 전산업에 걸쳐 약 80억원의 생산액 증가와 약 30억원의 부가가치를 유발하는 것으로 분석되었고, 20명 이상의 일자리를 창출한 것으로 드러났다. 뿐만 아니라 나노융합산업이 소재, 부품과 같은 핵심적인 중간재의 혁신을 유발하고 전방연쇄효과가 강한 산업임을 감안하면, 나노융합산업의 산업·경제적 중요성은 더욱 커진다고 할 수 있다. The purpose of this study is to investigate the economic impacts of nano-convergence industry, focusing on the large national project,「Nano-Convergence 2020 Program」, from 2012 to 2020. To obtain many years’ economic effects of the project, input-output analyses are conducted for each year, building the latest input-output tables by RAS methodology. According to the analysis results, an increase of governmental investment by one billion KRW has induced an increase of production by around eight billion KRW across the industries, an increase of value-added by around three billion KRW and an employment of more than 20 workers. Moreover, considering that nano-covergence plays a key role on intermediate goods as various material and crucial components, it has been growing in importance for Korean economy.

        There have been many academic researches conducted by various researchers on impact assessment(IA) of STI policies. But still we could not have reached to sufficient theoretical and empirical backgrounds on which to institutionalize IA of STI policies as a routinized governments’ activity. In this report the basic conception, theories, empirical methodologies are reviewed and aligned in order to set up an institutionalized framework of IA of STI policies. Considering a logic model of impact generation process, we put the concept of IA in order to be distinguished from traditional performance evaluation of R&D programs. Traditional R&D evaluations are carried out based on direct outputs (academic papers, patents, etc.) and outcomes (goal accomplishment). IA, meanwhile, is conducted based on economic spill over effects, social impacts and also academic impacts. Economic growth, employment, quality of life and social change are main impacts to be analyzed and assessed, to name a few. In terms of institutionalization of IA, this report suggests a framework which has many components such as targets, goals, time frame, assessment indicators, methodologies, the agency in charge of conducting IA, feedback mechanism, infrastructure, and so on. The framework of social impact assessment of R&D investment, most of all, have to be designed on the almost zero base, because there are not that many relevant references or former researches which have fully covered overall impacts on a society from wide range of R&D investments (policy level), not just a single R&D program/project. We classifies 15 areas of life and society and develop a frame of social IA with many relevant indicators which could expectedly identify the impacts of public R&D investment on each area of those life and society. This is an early stage pilot study and there are many things to be researched in the future to build up a more credible framework for IA of STI policies. Among those future researches, first of all, applying the framework of IA and conducting empirical works are the most important and urgent.

        정부 연구개발투자의 과학기술개발 촉진 효과 분석

        Due to the scarcity of public expenditure in the era of low growth and ageing population, governments are paying attention to how to use public resources in more efficient and effective ways. In particular, while debates on the effectiveness of public R&D investment in Korea have been proceeding, it is a matter of great concern to both economists and policy makers to compare the efficiency of public R&D expenditures among many countries investigating impacts of public R&D investment on the national economy. In this paper, we analyzed and compared efficiency of public R&D investment among many countries focusing on promotion for the private R&D investment. In addition, we conducted quantitative analyses to investigate how Korean government’s R&D expenditure improve competitiveness in the cutting-edge technologies. From the empirical results, public R&D investment in Korea is so efficient for promoting private R&D investment as well as outcomes such as academic papers, patents and commercialization that it is thought to be significantly helpful to science and technology development.

        나노융합 분야 정부 R&BD 지원의 효과성 분석 : 나노융합2020사업을 중심으로

        나노기술 및 나노융합산업은 산업구조 및 생산방식, 제품구조, 생산자원 결합방식에 관한 산업 패러다임을 변화시킴으로써 기존 제조업의 고부가가치화(化)와 차세대 성장동력 신산업 창출에 있어서 중추적인 역할을 수행할 것으로 기대되는 분야이다. 따라서 기개발된 나노융합기술을 산업에 착근시켜 다양한 경제적 파급효과를 발생시키려는 노력이 필요하다. 이를 위해 정부는 나노융합분야에 대한 R&BD 사업을 수행하고 있는데, 이 중 대표적인 정부사업으로는 지난 10년간 이루어진 ‘나노융합2020사업’을 들 수 있다. 본 연구에서는 나노융합2020사업의 성과를 ‘부가성’ 관점에서 살펴보고, 요인분석을 통해 향후 이러한 성과를 높이기 위한 정책 방향을 제시하고자 하였다. 방법론 측면에서는 정부 정책 효과 분석 시발생하는 선택편의를 해결하기 위해 성향점수매칭법과 이중차분법을 동시에 적용한 방법론을 활용하였다. 분석 결과를 살펴보면 나노융합2020사업의 지원을 받은 수혜기업들의 매출 및 자산 증가, 고용 증가, 혁신 성과(R&D투자 증가 및 특허 증가)에서 통계적으로 유의한 양의 성과가 나타남을 확인할 수 있었다. 또한, 회귀분석을 통해 기업 특성 및 과제 특성이 사업 성과에 통계적으로 유의한 영향을 미친다는 것을 발견하였다. 본 연구에서는 이러한 결과를 바탕으로 나노융합2020사업을 포함한 정부의 R&BD 사업에 대해 다양한 정책적 시사점을 도출하였다. Nanotechnology and nano convergence industries are expected to play a important role in creating new industries with high value-added existing manufacturing and next-generation growth engines by changing the industry paradigm on industrial structure, production methods, product structure, and production resource combination. Therefore, various efforts should be made to create economic effects for attaching the developed nano convergence technology to the industry. To achieve this goal, the government has being carried out R&BD projects in the nano convergence sector, and one of the most representative government projects is the ‘Nano-Convergence 2020 Program’. In this study, we analyse the performance of ‘Nano Convergence 2020 Program’ from the ‘additionality’ perspective, and suggest policy directions to enhance this performance through regression analysis. In terms of methodology, propensity score matching and difference-in-difference methods are simultaneously utilised to solve the selection bias problem. The results showed that beneficiaries have statistically significant positive effect in economic performance (increase in sales and assets), social performance (employment creation) and innovation performance (increase in R&D investment and patent growth). Furthermore we found that the firm"s characteristics and project characteristics have statistically significant effects on these performances. Based on these results, various policy implications for the government"s R&BD projects, including the Nano-Convergence 2020 program, were drawn.
