소년법원에서 시민참가형 재판제도에 관한 일고찰 - 프랑스와 영국의 소년재판을 중심으로 하여 -

There are certainly some merits in obtaining reasonable judgements as well as in getting appropriate treatments for the young offenders when civil and community people directly take part in the juvenile court trials. Likewise, the French and British juvenile courts are also practicing the Civic Participation System by Continental Mixed System and the Magistrates(Lay Judges)' Court System respectively, and their judgements show that the major purpose of youth trials is providing better education and rehabilitation for young offenders rather than just punishing them. The brief summary of the research paper is as follows. First, there is a major thing in common in the French Juvenile Courts and British youth courts: They have the closed-door and confrontation trials in the form of Civic Participation System. Second, the French Civic Participation System by Continental Mixed Jury System is composed of two civic judges and one professional judge. And the civic judges' experiences and the legal judge's professional knowledge seem to be harmoniously combined and pass careful and fair judgements for young offenders. In the same manner, the British Youth Courts also manage the traditional Magistrates-centered trials, and it shows that they conduct the juvenile justice deeply related to community and civil participation. Third, an Educateur plays a very important role in the sense of examining and supporting youth offenders in the French Juvenile Courts. Just like the French Educateur, the British Youth Courts also have the similar system called Youth Offending Team. Both systems can be highly appraised because they are actively supporting for the youth offenders' social environment and practical rehabilitation. Finally, it is definitely worthwhile for the better Korean juvenile justice to review some points of French and British juvenile justice systems based on civic participation trials, such as civic judges and prosecutors attendance and Educateur and Youth Offending Team's participation in the juvenile trials.

정량펌프는 모터로 구동되며, 펌프 내에 공급된 원액을 혼합 장치부로 전달한다. 본 연구에서는 정량펌프의 시험시간을 계산하기 위해서 무고장시험 기법을 적용하였으며, 시험시간 단축을 위해 가속인자가 압력인 가속수명시험 기법을 적용하였다. 또한 정량펌프의 개선 전후 제품에 대한 신뢰성 시험데이터의 통계적 분석을 통하여 정량펌프의 와이블 분포의 형상모수는 유사하고, 특성수명 및 B5 수명은 개선 후 제품에서 증가함을 알 수 있었다. 가속수명시험 기법을 적용을 통해 정량유압펌프의 가속인자로 압력을 설정하고 압력파형의 적용을 현장조건을 재현할 수 있도록 한 것은 향후 유압펌프 수명특성시험에 유용한 정보로 활용될 수 있다. A metering hydraulic pump driven by an electric motor transfers the flow of the pump to the mixing unit. This study adopted a no-failure life test method to calculate the test time of a metering pump. In addition, an accelerated life test method that applies the acceleration factor of the test method, which was set to pressure, was used to reduce the test time. A statistical analysis of reliability test data indicated that the shape parameter of the Weibull distribution was similar before and after the hydraulic pump was improved, and both the characteristic life and B5 life were extended after this improvement. Determining the acceleration factor as the pressure applying the pressure wave adopting the field operating condition through the acceleration test method was deemed a useful method to test the durability of the hydraulic pump for use in many applications.

The counter weight is a heavy material installed in equipment to balance the center of gravity of construction machinery or special equipment. When the connection part of the counter weight, which is connected to the construction machinery such as a excavator or a fork lift, is broken to be separated, it can be very risky due to the loss of the center of gravity and its overturn. So, it is necessary to secure its reliability. However, to perform the life testing of the counter weight, it is required to have very large-sized exciter which simulates the vibration to the about 2-ton heavy material similar to that occurring in the real field. In this paper, the stress of the broken part of the counter weight is analyzed using FEM analysis and failure analysis is performed for the major components. The field data acquired in the site is applied to the life testing of the counter weight and the evaluation to secure reliability is performed by constructing test equipment simulating real service condition with a rotational vibrator using a electric motor.
