        농촌지도조직체계의 변화에 따른 농촌지도공무원의 역할모호성에 대한 인식

        The purpose of this study was to identify korean agricultural extension workers` Perception of role ambiguity according to restructuring of Agricultural Administrative Systems. The target population of this study was selected from 21 centers out of 156 centers. The subjects for study were 728 agricultural extension officers by the cluster sampling drawn from the sampled 21 agricultural extension centers in four clusters. A survey questionnaire was utilized to measure variables of this study. It consisted of role ambiguity scale and demographic items. In this study, role ambiguity scale was translated from the existing scale. Through a pilot test and final survey, reliability and validity of these scales were examined. The data were collected by mail. A total 420 questionnaires out of 728 from 21 agricultural extension centers were returned. After data cleaning, 410 responses were used for analysis. Both descriptive and inferential statistics were applied for data analysis. Major findings of the study were as follows. There were significant differences of the degree of role ambiguity among the local extension workers divided by four clusters. Especially, the degree of role ambiguity of restructured local administrative system were more higher than other clusters, comparatively. Thus, the factors causing the role ambiguity to agricultural extension officers need to be measured it in-depth.

        The objectives of this study were to review on the characteristics of the Agricultural Research-Extension Systems in the USA, Japan, and the Netherlands, and to draw up its implications on Korean agricultural extension system. This study was conducted by literature reviews. Based on the reviews, the following implications and recommendations should be considered at national and local level for improvement of agricultural extension system in Korea;(1) a systemic approach on the linkages of agricultural research, extension, and farmer education,(2) strengthening on-farm utilization of newly developed agricultural technology so as to promote agricultural research and development,(3) strategic partnership with agricultural administration,(4) close networking with stake-holders,(5) setting up the flexible organizational structure for carry out agricultural extension programs,(6) integration of agricultural extension service domain,(7) introduce a IPM(integrated performance management) system,(8) establish a long-term super-vision and strategic management,(9) setting up the customer-centered extension system.

        청소년의 야영활동 참여와 프로그램 개선방안에 관한 연구 -4-H 회원을 중심으로 -

        Youth will undergo many turning points in their times, and get opportunities to promote their physical, cognitive, social and affective development by participating in various programs. The purpose of this study were to analyze the farming 4-H club member`s participation in camping activity and suggest the improving directions for camping programs. This research was carried out by review of literature and survey. The data were collected from 170 youth who participated in the 4-H camping activity in 2002. The major findings of the study were as follows; 1)The prior learning for camping activity affected the level of youth`s camping satisfaction. 2)The rural youth expected that the camp fire and recreation program should be further improved. 3)To bring more youth`s participation in the camping, time and place should be taken into consideration. 4)The 4-H members who decided to participate in the camping for themselves showed higher satisfaction.

        주말농장 참여의 사회,경제적 효과에 관한 연구

        The purpose of this study was to explore socio-economic effects of participation in weekend farming. This study was carried out through review of literature and descriptive survey. The data for the study were gathered from 135 randomly sampled urban people who participated in the weekend farming activity. Small scale weekend farming activity of the urban people led them to better quality of life in terms of educational and socio-economic conditions. The major findings of the study were as follows; 1) Weekend farming supplied fresh vegetables to participating urban households, however, showed relatively low economic effects. 2) Participating urban people have experienced new relationships with other participants and could better understood their family members of weekend farming activity. 3) Participating urban people responded that they could improve their quality of life through weekend farming activity. 4) Weekend farming activity proved to be a useful educational experience for children and youth.

        농업인의 농업생산 역량 진단도구 개발

        급격하게 변화하는 환경에 대응할 수 있는 전문농업인을 체계적으로 육성해야하는 현 시점에서 농업인에게 실제적으로 요구되는 능력 및 역량을 표준화하고 농업인의 능력수준을 체계적으로 파악해야 할 필요성이 제기되고 있다. 이에 따라 본 연구는 농업생산 역량 진단도구 개발을 목적으로 하였다. 이를 위해 문헌 고찰, 전문가 협의회, 전문가 자문, 설문조사 등의 방법을 활용하여 23개 품목별 농업인의 성장단계 및 성취기준을 설정하고, 농업생산 역량모델을 개발한 후 이를 토대로 역량 진단도구를 개발하였다. 농업생산 역량모델은 직무분석 접근방법을 기반으로 하여 직무과제 분석을 실시하였고, 그 결과에 따라 역량 및 행동지표를 개발하였다. 역량 진단도구는 자가진단 방식으로 현재수준을 측정하도록 하였으며, 전문가 패널을 통해 설정한 개발목표 및 중요도와 비교할 수 있도록 구성하였다. 이 연구를 통해 도출된 주요 결과는 다음과 같다. 첫째, 농업인의 성장단계를 초보자, 준전문가, 전문가의 3단계로 규정하였다. 둘째, 농업인의 성장단계별 성취기준을 품목별로 설정하였다. 셋째, 23개 품목별 직무과제 분석을 통해 농업생산 역량모델을 개발하였다. 넷째, 품목별 역량모델의 행동지표를 활용한 문항개발을 통해 농업생산 역량 진단도구를 개발하였다. There are increasing needs to systematically foster professional farmers who can cope with the rapidly changing environment. Therefore, it is important to set competency standards for farmers and to systematically measure levels of farmers competencies. For this reason, the purpose of this study was to develop an assessment tool for farmers agriculture production competency. Through a literature review, council meetings, experts consultation and survey, we set developmental stages and achievement standards of farmers for 23 farming products, developed an agricultural production competency model, and finally developed an agricultural production competency assessment tool. A competency model for agricultural production was developed using job and task analysis, and competency behavioral indicators were developed according to the job analysis result. A competency assessment tool was made to measure farmers’present state of competency level by a self-assessment method and was designed to be able to compare themselves with developmental objectives and level of importance set by the expert panel. The result of this study is as follows: 1) Developmental stages of farmers were determined as three levels: beginners, semi-professionals and professionals; 2) Achievement standards for each developmental stage of farmers were set; 3) Agriculture production competency model was developed using job and task analysis for 23 farming products; 4) Assessment tool for agriculture production competency was developed by developing questionnaire items with competency behavioral indicators.

        농촌지도공무원의 역량수준 진단

        이 연구의 목적은 농촌지도공무원들의 역량을 진단하는데 있었다. 이를 위해 김진모(2006)가 제시한 농촌지도공무원의 역량모델을 바탕으로 개별 역량의 정의문을 질문문항으로 개발하였고,이를 전체 농촌지도공무원이 역량에 대한 숙련도 수준을 참고하여 각 문항별로 자신의 수준을 자기평가하도록 하였다. 이 연구의 주요 결과는 다음과 같다. 첫째,우리나라 농촌지도공무원의 역량수준은 개발목표 대비 그리 높은 수준은 아니었다. 따라서 현재의 역량수준을 획기적으로 제고할 수 있는 노력이 조직 및 개인 차원에서 시급히 이루어져야 한다. 오늘 날 농촌지도사업의 성패는 농촌지도공무원의 역량에 따라 좌우된다고 해도 과언이 아니기 때문이다. 둘째,연령과 근무기간이 많아질수록 역량지수는 상대적으로 낮았다. 이는 신규지도사의 선발 이후 전문성을 체계적으로 개발할 수 있는 조직적 차원의 지원이 필요함을 보여준다. 조직적 차원의 지원으로는 계층별로 맞춤화된 다양한 역량강화 방안 등을 고려할 수 있을 것이다. 셋째,역량진단을 통해 우선적으로 강화시켜야 할 역량들은 기초직무 역량군에 속하는 여러 역량들과 전문직무 역량군의 기술/주제 전문성 등이었다. 이러한 역량들을 효과적으로 개발하기 위해서는 정규교육만으로는 한계가 많기 때문에 다양한 형태의 육성방안을 모색해야 한다. 이상의 연구결과가 실제적으로 활용되기 위해서는,우선 농촌지도 공무원의 역량 중심 계충 교육과정을 개발하여 실시해야 한다. 또한,농촌지도공무원의 경력개발 체계를 수립하여 실시하고,이들의 부족한 역량을 강화시켜 줄 수 있는 다양한 방법들을 개발하여 실천하려는 노력이 수반되어야 한다. The purpose of this study was to evaluate the competency levels of rural extension workers in Korea. A survey questionnaire was developed using a Competency Model by Dr. Kim(2006), and a self-test was conducted for all of the extension workers in Korea. Based on the findings of this study, the major conclusions were as follows. First, the competency levels of rural extension workers in Korea were not so high for their development goal. The organizational and personal efforts were urgently made for dramatically raising the present competency level. Second, the higher the age and the working period were, the lower their competency index were. It shows that the organizational support is needed for systematically developing the expertise of rural extension workers after being employed as new rural extension workers. Third, the main competencies that should be first strengthened through competency assessment were several competencies in foundational competency cluster and a subject-matter expertise in technical competency cluster. Various forms of strategies for developing these competencies should be sought because the only formal training is not enough to effectively develop these competencies. To practically utilize the result of this study, the following measures should be taken. First, a competency-based curriculum by position level for rural extension workers was developed and implemented, In addition, career development systems for rural extension workers were set up and carried out, and the efforts to develop and apply the various approaches for their insufficient competencies should be made.

        농업인 평생학습체계 구축을 위한 농업인교육 발전방안 연구

        이 연구의 목적은 우리나라 농업인의 평생학습체계 구축을 위한 농촌진흥기관의 역할을 정립하고, 한국농업대학의 농업인대학 운영 본부화 방안을 수립하는데 있다. 이를 위해 관련 문헌고찰, 농업인 및 농촌진흥기관의 농업인 교육 담당자들의 인식 및 요구분석, 전문가 자문 및 협의회 등의 방법을 활용하였으며, 이를 토대로 도출된 연구의 결과를 제시하면 다음과 같다. 첫째, 농촌진흥기관의 농업인교육관련 연계를 위해서는 한국농업대학이 농업인평생교육기관으로 평가인정을 받고, 전국의 농업인대학을 총체적으로 지원하는 역할을 수행하는 것이 바람직하다. 이때 지역의 농업기술센터는 한국농업대학과 협력적 관계를 구축하여 학점은행제 운영에 소요되는 교육 및 이력관리를 지원하는 역할을 수행하는 것이 필요하다. 둘째, 한국농업대학의 농업인대학 운영본부화를 위하여 평생학습원의 조직이 추가되는 것이 바람직하다. 이에 따라 평생학습원의 비전, 미션 및 전략이 제시되었으며, 조직의 기능 및 세부과제가 제시되었다. 셋째, 농업인교육의 학점은행제를 도입을 위한 체계를 설정한 후, 농업관련 기존 표준교육과정 분석, 농업인 요구분석, 전국 농업인대학 교육과정 분석, 기존 농업관련 전공 교육과정 분석, 전문가 검토 등의 과정을 거쳐서 '영농 전문학사'와 '농업 경영 학사'의 표준교육과정을 개발하였다. 넷째, 고졸미만 농업인을 위한 사전학습제도화를 위하여 농업인교육의 평가인정을 통한 방안과 One-Stop 평생학습모델을 통한 방안을 제시하였다. The purposes of this research were to assign the role of rural development organizations, and to establish the strategy for the making headquarter of farmer's university. The study was performed as follows: (1) analyzing the related literatures, documents, records review, (2) need analysis of farmers and members ig rural development organizations in terms of farmer's lifelong learning, (3) consulting experts. The following four findings are the results of this study: (1) Korean national agricultural college should be headquarter of farmer's universities and be approve for lifelong learning credit. Also, agricultural technology & extension centers should run educational program for the lifelong learning credit. (2) For the doing role of headquarter of farmer's university, division of lifelong learning should be add to department of technology training in Korea agricultural college. In relation with this, vision, mission and strategy of division of lifelong learning were suggested. (3) Steps for introduction of credit bank system of farmer education were suggested. Also standard curriculums of 'farming associate degree' and 'agricultural management bachelor's degree' were developed through analyzing existing standard curriculum related with agriculture, analyzing need of farmer, analyzing curriculum of farmer's university, analyzing curriculum of agriculture major. (4) For farmer who do not have high school graduate, two solutions were suggested which are approving farmer's education and one-stop lifelong learning model.
