With the end of the Cold War and changes in the material and ideational structures of world politics, human society in the 21st century is witnessing the emergence of a new diplomatic paradigm. A typical example is public diplomacy, which has emerged as a great strategic option for not only great powers but also middle-powers, with the increasing importance of soft power. As such, not only the great change in the content and method of diplomacy, but also the diversification of the diplomatic actors can be seen as innovative in the context of a paradigm shift in diplomacy. In particular, the emergence of diplomacy at the sub-national level such as local government, especially city diplomacy, is a very interesting phenomenon. This study aims to examine the city diplomacy of Busan in the context of paradiplomacy. This paper also subsequently draws future challenges and implications for Busan’s city diplomacy.
원심 오일 정화기의 유동 특성 및 여과효율 증대를 위한 개선연구

The centrifugal oil purifier is used in ships for purifying the engine lubrication oil. The momentum needed for the rotation of the cylindrical chamber is obtained by jet injections. The dust particles in the oil are separated by the centrifugal forces moving to the inner wall of the rotating cylindrical chamber body. The dust particles are eliminated when the particles are adsorbed onto the surface of the inner wall of the chamber body. the flow characteristics and the physical behaviours of particles in this centrifugal oil purifier have been investigated numerically and the filtration efficiencies have been evaluated. For the calculations, a commercial code has been used and the SST k-ω turbulence model has been adopted. the MRF(Multiple Reference Frame) method has been introduced to consider the rotating effect of the flows.

Under various variables, such as particle size, particle density and rotating speed, the filtration efficiencies have been evaluated. It has been verified that the filtration efficiency is increased with the increments of the particle size, the particle density and the rotating speed of the cylindrical chamber.

The purpose of this study is to find out the effect of the shield gas distribution on the melting efficiency and penetration shape in TIG welding using the results of the experiment and numerical simulation. A diffusion angle of the shield gas nozzle was changed 5, 10 and 15 degree. Also a convergence diameter of the shield gas nozzle was changed 6, 7 and 8㎜. And 100% Ar gas were used as shield gas in this study. When the shield gas regions become large with decrease of the diffusion angle of the shield gas nozzle. The region of the shield gas is enlarged with increase of the convergent diameters. However, the forces given by the shield gas becomes weak.

A numerical study has been carried out to investigate the heat and mass transfer of an oil pumping system with a variable shape of the housing using the CFD method. Especially, the electric motor and the pump combined together, accomplishes a research about the oil supplying system. In this study, the temperature and velocity distribution of the oil pumping system by varying the flow rate of supplying oil has been investigated. And the temperature changes with the change of each five conditions(flow rate of supply oil : 2, 4, 8, 12, 16 liter/min) has also been studied. The numerical results shows that the exhaust temperature decreases as the flow rate of the supplying oil increases. It also reveals that the temperatures changes differently with the change of the housing shape.
지역사회주민의 생활 만족도와 이에 영향을 미치는 건강관련요인 연구

The current study was conducted to produce basic data for the policy establishment to improve the life satisfaction of residents in regional communities. The study subjected total 1,400 residents living in youngnam province in our nation for the survey by using convenience sampling. The survey took about 4 months started from March 1, 2007 to June 30, 2007. The abstract and conclusion of the result could be summarized as in below. 1. In subjective health status, 45.4% responded as normal, and the health status scored $2.68{\pm}0.67$ in 5 point scale(53.6 in 100 point scale). 2. The level of life satisfaction was found to show the score of $19.57{\pm}3.39$ in 30 point scale(65.2 in 100 point scale). Characteristically, the highest score was found in male in both age groups younger than 19 and in 20s, but lowest score was found in the age group in 40s(p<0.001). In the level of life satisfaction, 29.6% responded as satisfactory and 11.9% responded as not satisfactory. 3. In reviewing the life satisfaction by the health related characteristics, 65.7% of whom responded as very healthy answered satisfactory in life, and the life satisfaction was significantly high in peoples who do not smoke. However, the level was significantly higher in alcohol drinker than no alcohol drinker. People who have enough sleep tended to satisfy in their life, and the life satisfaction level of whom have leisure turned out to show superiorly high satisfaction level. 4. As the variables affecting on the life satisfaction, sex, age, education level, marital status, health status, stress level, life satisfaction level, healthy life activities and depression level were found, and the influence of these variables was 19.6%. As the above results demonstrate, the life satisfaction of residents in regional community was proportional to health status and highly affected by daily health life. So, the more attentions have to be made on health management and the self effort should not be neglected. Especially, since stress, depression level and leisure life did have effects on life satisfaction, more attentions have to be made on stress solving and on the development of leisure life programs. For the goal, the governments, related private organizations and specialized workforces have to make integrated efforts along with the health improvement project in large perspectives.
