규제의 역설: 국가혁신성에 대한 기술창업의 영향 및 규제환경의 조절효과

본 연구는 국가별 규제환경이 기술창업과 국가혁신성의 긍정적 상관관계를 어떻게 조절하는지 분석했다. 국가내 기술창업 비중이 국가혁신성에 미치는 영향을 패널데이터 회귀분석기법으로 분석하고, 환경 변수로서 국가별 규제수준의 조절효과를 측정했다. 84개 국가의 기술창업, 국가혁신성, 규제환경에 대한 데이터로 분석한 결과, 국가 내 기술창업비율이 높을수록 국가의 혁신성이 향상되는 것으로 나타났다. 또한 이러한 기술창업의 긍정적 효과를 규제수준이 어떻게 조절하는지를 분석했다. 규제가 강할수록 국가혁신성에 대한 기술창업의 긍정적 효과는 약화되는 것으로 나타났다. 이 연구는 우리나라가 혁신경쟁력을 확보하기 위해 양질의 기술창업을 확대하는 것이 중요함을 제시한다. 또한 정부 규제는 기술창업에 의한 혁신을 억제하는 효과가 있기 때문에 정교한 접근을 통해 시행해야 함을 시사한다. This study analyzes how the regulatory environment of each country moderates the relationship between the technological entrepreneurship in countries and national-level innovativeness. This study analyzes the effect of the ratio of technology based on entrepreneurial activities on national innovativeness by the regression analysis of panel data, and also analyzes the moderating effect of regulation as an environmental variable on the relationship. Our analysis with the data of global entrepreneurship, national innovation and regulatory environments in 84 countries shows that the higher the ratio of technology based on entrepreneurial activities in the country leads the greater innovation of the country and the regulatory level of the country negatively moderates the effect of technological entrepreneurial activities on innovation.

오늘날 고용창출은 대한민국에게 주어진 핵심과제 중 하나다. 정부가 다양한 고용 정책을 추진하고 있지만, 고용문제를 해결하는 게 쉽지 않은 상황이다. 이 연구는 고용창출에 대한 효과적인 정책적 수단으로서 지식재산기반창업(이하 IP 창업)의 효과에 대해 분석한다. 2018년 전국 창업자 및 예비창업자 353명을 대상으로 실시한 설문조사 데이터를 토대로, 일반 창업에 비해 IP창업이 갖는 고용창출 효과를 분석한다. IP창업이 고용창출을 일으키게 하는 세부적인 메커니즘을 이해하기 위해 자금조달, 제품판매증가율 및 R&D투자 등 IP창업이 만들어내는 핵심 가치들을 매개변수로 설정, IP창업에서 고용성과가 창출되는 구체적 과정을 분석한다. 이 연구의 분석결과 고용성과에 대한 IP창업의 직접효과는 긍정적으로 나타났으며, 자금조달, 제품판매증가율, R&D투자가 매개 역할을 하여 IP창업이 고용성과에 미치는 영향을 간접적으로 높이는 것으로 나타났다. 이 연구는 지식재산에 기반한 창업을 증진시키는 것이 현재 대한민국이 직면한 고용창출 문제를 해결하는 효과적인 방법이 될 수 있음을 보여준다. Today, job creation is one of the important challenges that South Korea needs to address. This study analyzes the effectiveness of intellectual property-based startups(i.e. IP based startups) on job creation. Based on the survey data of a total of 353 startups and prospective startups nationwide in 2018, this study analyzes how IP based startups enhance employment performance. To understand the mechanism of employment enhancement in more detail, we also analyze the mediating effect of financing, product sales increase rate and R&D investment on the relationship of IP based start up and employment performance. The result of this study shows that the direct effects of IP based startups have a positive relationship with employment performance. This study also indicates that financing, product sales increase rate and R&D investment played a significant role as mediators, indirectly increasing the impact of IP based startups on employment performance. The study provide the evidence that promoting intellectual property-based startups can be the useful solutions for enhancing the employment creation in South Korea.

UHD 방송 표준 환경의 생방송 이어보기 서비스 제공을 위한 모델 설계 및 구현

최근 국내 지상파 UHD 방송이 시작됨에 따라 시청 중에 방송망과 브로드밴드 망을 통해 IBB 실시간 부가 서비스를 제공 받을 수 있게 되었다. 이에 따라 사업자는 IBB 서비스 표준 중 컴패니언 스크린 서비스 표준에 따라 지상파 UHD 방송 시청자들이 방송 수신기의 컴패니언 디바이스를 사용하여 연관 콘텐츠를 수신할 수 있는 기능을 제공해야 한다. 이에 본 논문에서는 IBB 부가서비스 중 생방송 이어보기 서비스를 컴패니언 디바이스를 통해 제공할 수 있는 시나리오 및 모델을 제시한다. 본 논문의 서비스 모델은 ATSC 3.0 과 HbbTV 2.0 표준의 방송 환경 시스템에서 동작함을 상정한다. 오픈소스 소프트웨어를 사용하여 해당 시스템의 설계 및 구현하여 서비스 동작을 보인다.

The purpose of this study is to develop an aged-housing envelope remodeling software for supporting decision-making in the early stages of the design process. With the growing demands for aesthetic value and high-performance building envelop in the aged-housing remodeling, the requirements in the early stages of the design process are more diversified and sophisticated. Under this circumstance, the expenses caused by the inefficient design process hinder the business value of the remodeling so that studies on the technical development for the envelop remodeling are more important than ever. In this regard, this study introduces an integrated architectural design assistant program using generative design as a guideline to an efficient design process for the aged-housing envelope remodeling.
