Analysis of the Financial Behaviors of North Korean Refugees in South Korea

본 연구에서는 북한이탈주민의 신용행태를 분석하기 위해 신용정보 데이터(Credit Bureau data)를 이용하였다. 신용정보 데이터에서 북한이탈주민과 소득수준, 성별, 연령, 신용등급, 신용거래 기간 등이 북한이탈주민과 유사한 국내에서 계속 거주하던 기존주민 대조군을 추출하여 패널 데이터를 구축하였다. 패널모형 분석 결과 북한이탈주민은 대조군에 비해 연체 및 채무불이행 건수가유의하게 높게 추정되었다. 그러나, 북한이탈주민은 신용거래 기간이 증가함에따라 대조군에 비해 연체 건수는 더 빠르게 감소하는 것으로 나타났다. 이는북한이탈주민의 경우 금융경험이 축적됨에 따라 신용관리 능력이 향상되기 때문으로 보인다. 이러한 결과는 북한이탈주민의 경우 오랜 기간 사회주의 사회에서의 거주 경험으로 인한 금융지식 부족으로 국내 정착 직후 개인 신용관리에 어려움을 겪을 수 있음을 시사한다. 따라서 북한이탈주민에 대한 금융 포용성(financial inclusion) 확대를 위해서는 별도의 금융교육 등 지원정책을 고려할필요가 있다. North Korean refugees born and raised under the socialist economy have faced challenges in adapting to the advanced consumer financial market in South Korea. We construct individual-level panel data on the refugees and native-born individuals sharing similar characteristics in terms of demographic and economic variables using the Korean credit bureau (CB) data. Panel analysis reveals a significantly higher number of delinquencies by the refugees than the native-born control group. These findings suggest that the lack of financial knowledge stemming from prolonged residence in a socialist society has a negative impact on defectors’ financial adaptation in South Korea. However, as the length of credit history which is a proxy of financial literacy increases, the number of delinquencies of the refuges drops much faster than that of the control group. Additional support, such as financial education, must therefore be considered to facilitate economic integration for the refugees.

This paper presents the implementation and control of a quadro copter system. Control hardware and algorithm are implemented in a DSP chip. Sensor fusion and filtering process are done to obtain accurate angle data. Experimental studies of hovering control are demonstrated.

In this paper, a simple design of a DOB (Disturbance Observer) for attitude control of a quad-rotor system is presented. A modified DOB structure from the conventional DOB is introduced to eliminate time-delay in the calculation. The proposed simple modification in the DOB configuration provides an efficiency in the calculation of the disturbance term such that the delayed calculation is not required. The performance of the modified DOB is evaluated through simulation studies. To confirm the simulation results, experimental studies of the attitude control of a quad-rotor system are conducted.
LPG BLEVE 피해분석 및 안전거리 설정에 관한 연구

Boiling Liquid Expanding Vapor Explosion(BLEVE) can cause not only economic damage to the plant but also serious casualties. LPG accidents account for 89.6 percent of all accidents caused by gas leaks in Korea over the past nine years, while casualties from accidents also account for 73 percent of all accidents, according to statistics from the Korea Gas Safety Corporation. In addition, a potential explosion and a fire accident from one LPG storage tank may affect the nearby storage tanks, causing secondary and tertiary damage (domino effect). The safety distance standards for LPG used by LPG workplaces, charging stations, and homes in Korea have become stricter following the explosion of LPG charging stations in Bucheon. The safety distance regulation is divided into regulations based on the distance damage and the risk including frequency. This study suggests two approaches to optimizing the safety distance based on the just consequence and risk including frequencies. Using the Phast 7.2 Risk Assessment software by DNV GL, the explosion overpressure and heat radiation were derived according to the distance caused by BLEVE in the worst-case scenario, and accident and damage probability were derived by considering the probit function and domino effect. In addition, the safety distance between LPG tanks or LPG charging stations was derived to minimize damage effects by utilizing these measures.

가스 배관을 공동구 내에 수용하는 것은 단순 매설하는 것보다 부식의 위험이 적고, 외부인의 출입이나 굴착공사 등으로부터 오는 물리적 손상을 예방할 수 있다는 점에서 편의성이 크다. 그러나 밀폐된 공간이라는 특성상 개방된 공간에서의 폭발보다 폭발 과압에 의한 피해가 크다. 그럼에도 공동구에 대한 연구는 화재 사고에 국한되어 진행되었고, 폭발로 인한 위험성에 관한 연구가 부족한 실정이다. 본 연구는 지하 공동구 내부의 가스배관으로부터 누출된 메탄가스가 원인모를 점화원에 의해 폭발을 일으켰을 경우를 가정하여 피해결과 관점에서 공동구 내부의 폭발이 상부 시설물에 미치는 영향을 살펴보았다. 안전설비의 작동상태에 따른 2가지의 시나리오를 선정하여 CFD tool인 FLACS를 사용하여 영향성 평가를 진행한 결과 대부분의 건축물을 전파 시킬 수 있을 정도의 폭발 과압이 예측되었다. 이 결과를 활용하여서 사고 발생 빈도를 감소시켜 안전성을 확보할 수 있는 추가 대책을 제시하였다. Keeping the gas pipelines in the common utility tunnel is useful because it has a lower risk of corrosion than conventional burial, and can prevent from excavating construction. But, explosions in common utility tunnels can cause greater damage from the blast overpressure compared to outdoor explosions, due to nature of the confined environment. Despite this fact, however, research on common utility tunnels has been limited to fire hazard and little has been studied on the dangers of explosions. This study developed scenarios of methane gas explosion caused by gas leak from gas piping within the common utility tunnel followed by unknown ignition; the study then calculated the extent of the impact of the explosion on the facilities above, and suggested the needs for designing additional safety measures. Two scenarios were selected per operating condition of safety devices and the consequence analysis was carried out with FLACS, one of the CFD tools for explosion simulation. The overpressures for all scenarios are substantial enough to completely destroy most of the buildings. In addition, we have provided additional measures to secure safety especially reducing incident frequency.
