제8회 FANEA 국제심포지엄은 2012년 6월 12일 중국 산동성 제녕시 동방유가화원(東方儒家花園) 호텔에서 개최하였으며, ‘농업지원정책과 농촌경제사회의 발전’, ‘농산물 가공·유통의 발전과 농가소득 제고’라는 두 가지 어젠다별로 한ㆍ중ㆍ일 3개국 관련 전문가가 총 6개의 논문을 발표하고 토론하였다. 우리 연구원에서는 이동필 원장을 비롯한 7명이 국제심포지엄에 좌장, 발표자 및 토론자로 참석하였으며, 중국농업과학원 농업경제발전연구소는 진푸 소장을 포함한 6명, 일본은 농림수산정책연구소 타케모토 토시히코 소장을 비롯해 5명이 참석하였다. 심포지엄 개최 전에 3개 기관의 기관장이 모여 한ㆍ중ㆍ일 공동연구 추진, 연구협력 방안, 인적 교류 확대 등에 관해 사전 토의 시간을 가졌으며, 제9회 FANEA 국제심포지엄 테마에 대해 논의하였다. 논의 결과, 대주제를 “동북아농업 농촌의 지속발전”으로 설정하고 일본측이 제안한 “농업재해 복구대책”과 한국측이 제안한 “한 중 일 FTA시대 식품안전”을 세부주제로 설정하는 데 합의하였다. 제9회 FANEA 국제심포지엄은 일본측이 2013년 7월 초순경 일본미야기현(宮城縣) 센다이(仙台) 개최안을 제시하여 3국이 잠정 합의하였다. 3개 기관의 기관장 회의에서는 한국 측이 한 중 일 3국의 농업정책 관련 지식정보의 교류를 활성화할 수 있는 방안으로 각 기관이 수행하는 주요 연구과제와 기수행된 연구과제의 결과를 상호 간 공유하는 방안을 제안하였다. 또한 한ㆍ중ㆍ일 FTA, 동북아 식품안전과 같이 3국의 공통관심사에 대해 공동연구를 추진할 것을 제안하였다. 일본과 중국 측은 내부 논의를 거쳐 추진 여부를 한국 측에 통보하기로 하였다. The eighth FANEA international symposium was held on June 12, 2012 at the Oriental Confucian Garden Hotel, Jining, Shandong, China. Six theses were presented and discussions ensued among experts from Korea, China and Japan on two agendas, namely ‘Enhancing Agricultural Policy Support to Promote Rural Economic and Social Development’ and ‘Developing Processing and Circulation of Agricultural Products to Increase Farmers’ Income.’ Participating in the symposium from the Korean side were President Lee Dong-Phil of Korea Rural Economic Institute and six researchers from the institute. China and Japan also took part with six panelists each. Among them were Qin Fu, director of the Institute of Agricultural Economics and Development (Chinese Academy of Agricultural Sciences), Toshihiko Takemoto, director of Japan’s Policy Research Institute (Ministry of Agriculture, Forestry and Fisheries). Prior to the symposium, the three heads of the institutes had discussions on how to conduct joint research and promote research cooperation and human exchanges among them. They also had a discussion on the theme of the 9th FANEA symposium and set the main theme as “Sustainable Development of Agriculture and Rural Areas in Northeast Asia” and session themes as “Compensational Measures for Agricultural Damages” as proposed by the Japanese side and “Food Safety in an FTA Period in Northeast Asia” as proposed by the Korean side. They tentatively agreed to hold the 9th FANEA symposium in Sendai, Miyagi Prefecture of Japan in early July, 2013, as proposed by the Japanese side. In order to spur information exchange among the three institutes, the Korean side made a proposal on sharing information about major ongoing research projects and past research results of each institute. The Korean side also proposed that the three institutes pursue joint research on issues of common interest, such as Northeast Asian FTA and food safety in the region. The Chinese and Japanese side said that they will inform the Korean side the decision as to whether or not to accept the proposal after internal discussions.

Agricultural trade between Korea and China shows a clear one-way trade from China to Korea and consists mainly of inter-industry trade. The products available to intra-industry trade are rare with the exception of several processed foods. This overwhelmingly unbalanced trade structure makes it difficult for the two countries to avoid severe competition and build a mutually beneficial cooperative relationship in agricultural sector, and is not expected to change in the near future. Since the establishment of diplomatic relations between Korea and China in 1992, the share of grain in their bilateral agricultural trade has decreased, but the shares of vegetables and processed foods have increased. The pattern will set in because grain trade is quite restrictive to the supply and demand in the Chinese domestic market and most of fruits, vegetables, and livestock products trade are not allowed to trade because of inspection and quarantine barriers, which is not expected to be completely removed in the near future. The implications from our analyses on relevant issues in the agricultural trade structure between Korea and China are summarized as follows: First, Chinese agriculture is now on the stage of labor productivity-led growth and changes its production structure to the one relying on intermediate inputs gradually. Hence, the rises of input prices including agricultural wage and land rent are likely to threaten the price competitiveness of Chinese agricultural export. Second, China is a young market economy and the economy is not yet sophisticated enough due to the government"s frequent interventionist economic policies. Most of all, China still clings to the socialist system in politics. Thus, resource allocation in Chinese agricultural sector would be distorted by other factors rather than market principles. In this case, the prospect that the structural change in Chinese agriculture will follow a stylized path, through which developed countries already passed, will lead to a mistaken prediction of its change and then fail to properly act in the light of Korean agricultural sector. Third, the two countries have a similar production structure and a development course of agriculture, but also have distinctive resource endowments and growth stages, which led to the current overwhelming one-way trade that is expected to leave not much room for a complementary relation in the near future. It is necessary to find constructive cooperation plans between the trading partners towards co-prosperity under a more liberalized trade in the future, focusing on the establishment of a specialization system reflecting their comparative advantages in agricultural production.

As an import of fruits is consistently increasing in Korea, it has a significant effect on domestic fruit market. The objective of this study is to inspect restaurateurs` perceptions and willingness to buy on both the imported and Chinese fruits. In addition the study investigates the relationship between fresh and frozen-processed fruits in terms of restaurateurs` purchase behavior. The results show that respondents have concerns of safety and quality of both imported and Chinese fruits whereas they are very sensitive on price. One out of two restaurateurs are interested in buying fresh fruits, but their purchase intention of frozen-processed fruits is relatively low. The empirical results demonstrate that restaurateur purchase behavior of two types of fruits is not independent but correlated. The Korean government needs to establish a monitering structure by products for building an appropriate demand and supply system. Moreover, the Korean government deserves consideration to set up a goal of self-sufficiency rate of fruit, helping sustain fruits industry infrastructure.

Copper electrodeposits annealed at 80 ℃ were investigated by electrical resistance measurement, X-ray diffraction and electron backscattered diffraction analyses. The decrease of electrical resistivity had a linear relationship with the re-crystallized area. Interestingly, the texture coefficient of (200) orientation increased as the re-crystallization occurred. Such appearance of (200) texture during annealing seemed to be related to the residual strain in the copper electrodeposits. It is possible to evaluate the progress of grain growth by measuring the electrical resistivity or texture coefficient in copper electrodeposits. (Received July 23, 2013)
한-중 FTA 협상 관점에서 바라본 지역화(Regionalization) 규정의 적용과 의미

This paper analyzes the ``regionalization`` regulations under the World Trade Organization, and the World Organization for Animal Health and suggests its implications in the context of the Korea-China Free Trade Agreement negotiations. Regionalization recognizes different status of risk managements across regions and allows differentiated sanitary and phytosanitary measures in agricultural trades. Although some vagueness remains and few trade disputes are pending, regionalization is likely to be the norm of trade and be sought by China during the FTA negotiations. This paper suggests that Korea meet the challenge with only a minimal amount of rule specifications. This paper, however, identifies the so-called ``functional regionalization`` could be a beneficial strategy in the long run.
