This paper proposes an optimization of output power stage for DC-DC converter. Firstly, to remove the current sensor of output power stage components, an output current estimation method using output voltage of current transformer is suggested. Secondly, a multi-layer ceramic capacitor is developed and adopted as an output filter instead of a film capacitor. It achieves high performance such as output voltage ripple. With this optimization of the output stage of DC-DC converter, the cost is lower and the size is smaller.

As consumer demand for well-being livestock products increases, the regulation of government on livestock products has been tightened. In this context, as an alternative to meet both internal and external needs of the industry, livestock farming in mountain areas was proposed. However, despite the aforementioned advantages and support, livestock farming in the mountain area has not been actively pursued. In this study, simulation analysis is conducted to find out why livestock farming in mountain areas is not widely adopted. The analytical results indicate that land cost is the most important factor for livestock farmer in making the decision of adopting livestock farming in mountain areas since it requires a large land area. The best livestock species for the mountainous area is identified to be Hanwoo.

주요 국가의 다원적 기능 관련 법 · 제도 현황 분석 및 국내 활용 방안 연구

이 연구에서는 다원적 기능의 개념과 논의 동향을 정리하고, 주요국에서 헌법이나 기본법 등에 다원적 기능을 어떠한 식으로 규정하였는지를 살펴보았다. 여기서 도출한 시사점을 한국 「헌법」 및 「농업 · 농촌 및 식품산업 기본법」 (이하 「기본법」과 비교하여 다원적 기능을 법제화해야 하는 필요성과 논거를 도출하였다. 다원적 기능의 개념과 외국에서 이를 법 · 제도에 반영하는 과정을 살펴보면서 다음과 같은 시사점을 얻을 수 있었다. 첫째, 식량안보, 환경 보전, 농촌 활력 증진 등을 공통적으로 다원적 기능에 포함시키되, 한국 여건을 고려하여 범위를 구체화하고 우선순위를 정할 필요가 있다. 둘째, 농정 패러다임 전환 측면에서 다원적 기능은 향후 농정 핵심 목표 중 하나로 자리매김할 수 있다. 셋째, 과거 농정 기조의 한계를 돌아보면서 동시에 농업이 왜 필요한가라는 질문에 대한 답을 찾아야 한다. 그 과정에서 다원적 기능이 하나의 실마리가 될 수 있다. 넷째, 농정 기조와 방향을 전환해야 하고 다원적 기능이 중요한 위상을 가진다면, 한국에서 다원적 기능의 정의와 범주를 명확하게 하고 이를 달성할 수 있는 방향으로 정책을 운영해야 한다. 농정 이념과 목표를 바꾸면 정책 집행방식도 변해야 하므로, 법 제도 등의 토대를 다져야 한다. 다원적 기능이 헌법 가치에 부합하는지와 다원적 기능을 제공하고자 할 때 국가 책무가 발생하는지를 살펴보고, 「헌법」제123조와 제121조를 중심으로 논의를 구체화하였다. 사회복지국가원리와 사회적 시장경제질서(주의)를 기초로 제119조 이하 경제조항의 의미를 파악하였다. 경제조항에서 제시한 구조정책 목표 등을 고려할때 다원적 기능을 이념이나 지향점 또는 국가 등의 책무로 규정하면 사회복지 국가원리라는 기본 가치에 부합하다고 판단했다. 「헌법」제121조에서 규정한 경자유전 원칙을 다원적 기능을 적극적으로 제공할 수 있는 수단의 하나로 이해하고 접근하였다. 개헌 과정을 거치면서도 제헌 헌법 이후 유지해 온 경자유전 원칙은 여전히 규범성을 지니고 있다. 다원적 기능이 헌법 가치에 부합하기 때문에, 다원적 기능 발현의 전제 중 하나인 경자유전 원칙을 유지하는 것 역시 타당하다고 판단한다. 「헌법」과 「기본법」에 농업 농촌의 다원적 기능 조항을 신설하거나 개정할때 고려할 방향성과 과제는 다음과 같다. 「헌법」에 다원적 기능의 가치를 담아내는 방안을 신설, 기존 조문 재구성, 기존 조문 수정 등으로 나누어 제시하였다. 조문은 다원적 가치와 사회복지국가원리의 관계를 명확히 하면서, 정부 생산자 소비자 등의 책무를 규정한다. 다원적 기능을 발현할 수 있도록 국가 의무를 수행하고 재원을 마련하는 근거를 제시하는 방안을 검토한다. 「기본법」 을 개정할 때 헌법 에서 제시한 가치와 이념을 반영하고, 농업 부문 기본 이념으로 규정한다. 다원적 기능을 한국 맥락에 맞추어 조정하고, 법적구속력과 실효성을 갖추도록 한다. 과제는 다음과 같다. 첫째, 다원적 기능의 개념과 범위를 명확하게 설정한다. 둘째, 농업 농촌 및 식품산업 기본법 내에서 다원적 기능 관련 조항을 독립된 절로 편성할 필요가 있다. 셋째, 다원적 기능 제공을 활성화할 수 있도록 실효성을 확보해야 한다. 책무 규정, 관련 기본계획 수립, 제도 확충 등 구체적 내용을 포함할 수 있다. 위의 과제와 함께 한국 농업법 체계 전반을 정비하여야 한다.

북한의 농산물 무역 및 매체동향 분석을 통한 남북협력유망품목 발굴에 대한 연구

Due to international sanctions against North Korea, North Korea is suffering from agricultural difficulties due to a decrease in food aid and a lack of supply of agricultural equipment, and food shortages and economic difficulties are increasing. Currently, inter-Korean and North American relations are in a cooling-off period, but if they improve in the future, inter-Korean cooperation projects in the agricultural sector are the areas with the highest feasibility and probability of success. This study examined the items and business areas that North Korea needs through analysis of North Korea’s agricultural trade trends, trade competitiveness index, and North Korea’s media. As a result of the analysis, there were some differences between the items derived through trade data analysis and media trend analysis, but this study is meaningful in that inter-Korean cooperation items were derived from various perspectives. Inter-Korean agricultural cooperation projects to solve North Korea’s low agricultural productivity and food problems are very important areas for humanitarian purposes, so higher attention is needed for future inter-Korean cooperation projects.
