최근 들어 도시와 관련하여 세계적인 주목의 대상이 되고 있는 것 가운데 하나가 창조도시(creative city)이다. 이 연구는 최근 국내외적으로 왕성하게 제기되고 있는 창조도시 담론을 통해 그것이 공공정책(재정 시스템)적으로 던지는 시사점을 찾는다. 창조도시의 탄생 배경을 우선적으로 살펴본 다음, 지역을 달리함에 따라 창조도시가 어떠한 발달과정을 겪어 왔는가를 정리한다. 이러한 논의를 바탕으로 창조도시를 둘러싼 국내외 담론의 쟁점 사항을 창조도시의 정의, 전제조건, 도시창조성의 측정 등 세 가지 관점에서 이끌어낸다. 지역축제가 지니는 과정이나 네트워크적인 접근은 창조도시로 가는 여정과 유사하다는 측면에서 지역축제에 대한 재정적인 접근을 사례 조사 하였다. 마지막으로 이상의 담론이 재정학 커뮤니티에 던지는 메시지가 있다면 그것이 무엇인지를 도출한다. 이상의 논의를 통해, 창조성과 문화정책의 관점에서 도시와 산업 및 재정 시스템을 통합적으로 바라볼 필요성을 제기한다. The paper tries to find major issues through conversations with creative city and to derive fiscal implications. For the aim, firstly, the paper digs out the backgrounds of the creative city. Secondly, the paper traces out the lineages of the creative city focusing on Landy, Sasaki and Florida. Thirdly, the paper derives out the three issues of the creative city and then to try to explain the academic and policy implications in recent Korea. Fourth, as for case study, we study the role of local festivals as a mediator that will allow Korean cities to become creative ones and then to derive fiscal implications. Lastly, the paper derives out the theoretic and policy implications for the public finance professional community. In conclusion, it suggests that the creative city will be a good research topic for the cultural economics and public finance professional community in the near future.

이 논문에서는 예술가 지원정책이 가장 체계적으로 이루어지고 있는 유럽을 대상으로 예술가 지원정책의 실태와 특성을 파악한 다음, 우리에게 주는 시사점을 찾는다. 이 논문에서는 문화의 사회적 순환과정에 입각하여 유럽의 예술가 지원정책의 실태를 분석한다. 최근 유럽에서는 직접지원 못지않게 세제와 저작권 등을 통한 간접지원, 그리고 시장을 통한 지원을 강조하는 쪽으로 정책의 중심이 이동하고 있다. The paper considers some of the mainstream measures making up creativity policies for artists adopted by governments throughout Europe, and then derives their implications. The paper approaches the issue based on a perspective of the social cycle of culture. The paper examines three different forms of public support for artists. The first is national direct funding measures given to individuals or groups of artists as grants or awards for a short or longer period of time. The second is the legal and social frameworks which support artistic practice in the labor market. The third is some measures which provide indirect support to enable artists to function in arts markets and the cultural industries well.

본 논문에서는 코드 영역을 분리하기 위한 전처리 과정 중 코드 추출에 적합한 자동 이진화 알고리즘을 제안하여, 반복과정을 제거하고 정확한 코드영역 추출로 인식률 및 속도를 향상 시켰다. 배경이 복잡한 이미지가 들어 올 경우 기존의 전역 평균 임계값이나 클래스간의 분산을 이용한 방법으로는 이미지 코드 영역을 찾아 낼 수 없었던 문제를 해결하기 위하여 이미지 코드 주변에 배경과 구분을 두기 위한 흰색 영역이 있다는 점을 착안, 상하좌우 방향 바깥쪽에서 안쪽으로 탐색하여 가장 밝은 값을 갖는 값을 찾아내고 찾아낸 그룹 중 가장 낮은 값을 임계값으로 선택하여 최적의 임계값을 찾아 내었고 이를 통해 복잡한 영상 내에서도 이미지 코드 영역을 찾아낼 수 있다. 제안된 이진화 알고리즘의 성능을 평가하기 위하여 2000장의 테스트 이미지에 적용한 결과, 기존의 이진화 알고리즘들 보다 정확성뿐만 아니라 속도 면에서도 우수한 것을 확인하였다.

정책논단(政策論壇) : 문화경제학이 재정학 커뮤니티에 던지는 메시지

이 논문에서는 문화경제학이 재정학 커뮤니티에 던지는 메시지가 무엇인가를 탐색한다. 이러한 목적을 달성하기 위하여, 이 논문에서는 국제문화경제학계를 둘러싼 주류와 반주류 간의 대화를 살펴본다. 이 논문의 시사점은 예술과 문화의 긍정적 예부효과에 주목할 필요가 있다는 점, 장기적 관점에서 저작권제도 그 자체가 문화 서비스의 공급을 창출하는 인프라가 될 수 있다는 점, 비영리조직(NPO)을 포합한 사회적 영역(the social sphere)을 재정학 체계 속에 보다 적극적으로 자리 메김 할 필요가 있다는 점, 한 나라의 문화가 발전하기 위해서는 문화 소비자인 시민의 문화향수능력이 발달되지 않고서는 이루어지기 어렵다는 점 등이다. The paper tries to derive public policy implications of cultural economics in public finance. Toward this aim, the paper traces a multitude of conversations between main-stream and anti-mainstream cultural economists. What kinds of messages can be derived from the conversations? It needs, firstly, to notice externalities, especially positive ones, which can be generated in the production, dissemination and consumption of the arts. Secondly, the indirect supply system of the cultural goods through e.g. tax or copyright can be much better than direct supply system of the cultural goods. A final suggestion concerns the roles of the 3rd sphere in the society in question.

서울시는 문화를 통해 도시의 경쟁력을 높이고 시민들에게 보다 수준 높은 문화생활을 향유할 수 있도록 문화산업의 육성과 다양한 공연과 전시 공간 건설 및 행사 개최, 공공 디자인 개선 등을 주 내용으로 하는 창의문화도시 조성사업을 추진 중이다. 이에 본 연구는 문화 예술 향유 수준의 향상, 문화 및 여가활동 여건 개선, 문화생활의 만족도 증가와 같은 일반시민들에 대한 창의문화도시 조성사업의 혜택을 계량화함으로써 창의문화도시 조성사업에 대한 서울시민들의 지불의사를 가시적으로 분석 도출하여 향후 문화시정의 정책방향 결정의 기초자료를 제공하고자 한다. 조건부 가치측정법을 활용하여 분석한 결과, 창의문화도시사업으로 인해 시민들이 누리게 되는 문화적 가치는 연간 약 1,452억 원에 달하는 것으로 나타났다. 이러한 분석결과는 창의문화도시 조성사업의 경제적 타당성에 대한 정량적 정보로서 활용가능하며, 본 연구의 분석방법론은 향후 유사 사업의 경제적 효과 분석에 적용 가능할 것으로 기대된다. Seoul metropolitan government has promoted the creative cultural city project. This is expected to provide seoul citizen with various cultural facilities and events. However, as it is needed huge amount of investment, it is essential for the creative cultural city project to examine the cost-benefit analysis. This paper applies the contingent valuation methode to measuring the citizen's willingness to pay for the creative cultural city project. According to estimating results, monthly WTP per household of Seoul is 2,990 Korean Won Conwdquently, the annual benefit of the creative cultural city project is about 14.5 billion Korean won. This paper contributes to complementing the existing valuation methods by estimating the economic benefits of the creative cultural city project in Seoul and providing policy-makers with useful methodological framework and quantitative information in the decision-making process related to the policy of cultural project.
