The SW-centered battlefield management information system R&D project takes a long period of 5-10 years or more by applying a complex and rigid batch acquisition strategy. In order to solve this problem, it is necessary to institutionalize a rapid and flexible battlefield management information system R&D project management procedure applying agile development methodology, and a government project management organization and contract management method to support it In this study, we analyzed the case of applying the Agile development method centered on Scrum to the US SW-centered weapon system R&D project and the characteristics and problems of the battlefield management information system R&D project in Korea, and suggested improvement measures as follows. First, the battlefield management information system R&D model applies the hybrid development method, and the system requirements analysis and system structure design use the existing waterfall development procedure, and the agile method is applied from the SW requirements analysis to the system integration stage. Second, flexible adjustment of performance, schedule, and cost by organizing an Agile IPT in which military (requirements)–DAPA (project management)–developer–functional specialized organizations (test and evaluation, quality, government research institutes, etc.) participate. Third, improving the Basic Order Agreement so that it can be applied to agile R&D.
A Roadmap for Developing Digital Content Distribution Infrastructure

Unlike physical products, the distribution of digital content has involved many participants in all distribution phases from providers to consumers. The longer the distribution channel for services is, or the more participants that take part in it, the more the added value of the content increases. Consequently, the customer usefulness has been maximized. In order to enhance the values of digital content, it is utterly urgent to implement a service infrastructure that could be shared by all participants along the distribution path. Digital content is distributed from a creator to a final user through complex value chain stages. All the participants along the value chain exchange information about copyrights, marketing, and contents themselves, through the distribution channel. Recently, the more the distributed Information Technology environment has been widely used, the more the necessity of an identifier for digital content has been increased. In this paper, we examine the current status of the Korean distribution market of digital content, identify necessary distribution services of digital content, and establish a systematic roadmap to implement these services.
중국 지역 간의 모바일 정보격차가 G2C전자정부서비스의 이용의도에 미치는 영향에 관한 실증연구

Facing the era of intelligence, the demands for changes of e-Government system appears to be rising upon the development of AI, VR, IoT and other new technologies. However, it also comes with the increasing possibility of mobile digital divide among regions, ethnicities and social classes. As the e-Government Service is only available for specific groups, the national government should proactively build an information environment to promote the convenient access and use of e-Government Service comprehensively by all the people. In the light of the sociodemographic characteristics, this study tests whether the difference is statistically significant involving the mobile digital divide between different groups with the analysis of variance, while determining the relationship between the mobile digital divide and the usage intention of e-Government Service through multiple regression analysis. The main findings of this study are as follows. First, there are differences and statistical significance between groups of different ethnicities and regions on accessibility with electronic products and networks. Second, there are obvious differences and statistical significance between groups of different ages, educational levels and ethnicities on the competency and usability of electronic products and networks. Third, the accessibility to electronic products and networks has no effect on the usage intention of e-Government Service, while the competency and usability of electronic products and networks have a strong positive impact on the usage intention of e-Government Service. The author hopes that the research findings of this paper can provide reference suggestions and opinions for bridging the digital divide among regions in China and promoting the popularization of the e-Government Service.

본 연구에서는 국내외 영화기술에 관련 논문 및 특허 데이터를 수집하여 비교분석(Gap Analysis)을 통한 영화기술 트렌드를 파악하고자 한다. 4차 산업혁명 시대에 대비하여 한국영화기술 발전방향 및 정책을 제시하는 데 기초자료를 제공할 수 있다. 연구결과를 바탕으로 4차 산업혁명 기술 경쟁력 확보를 통해 영화기술 강국이 실현될 것으로 기대된다.
