This study surveys science information resources and science information resource services institutions existing in the field of scientific research to analyse their strengths and weaknesses, which provide theoretical foundation of planning an effective and efficient nation-wide science information transfer system for Korea. This study also suggests right directions of developing a centralised system of science information for Korea. 본 연구는 우리나라 학술정보의 효율적인 관리 및 원활한 유통체제를 확립하기 위한 방안으로 우리나라 학술분야의 정보력실태조사를 통하여 국내외 학술정보서비스 및 유통현황조사 및 문제점을 분석하였다. 또한 국가적 학술정보 유통시스템 확립을 위한 기본 연구방향과 카테고리를 설정하고 종합방안을 제시하였다.

라이센싱을 통한 전자 저널의 이용은 학술 정보의 제한적인 이용 및 보존 문제를 부각시켜 왔고 이에 대한 해결방안으로 현재 다양한 학술 커뮤니케이션 유형들이 시도되고 있다. 자유이용은 이러한 대안적인 학술 커뮤니케이션 유형 중의 하나로서 새롭게 제시된 모델이다. 본 논문에서는 자유이용의 등장 배경 및 발전의 역사를 짚어보고 자유이용의 확산을 위해 선결되어야 할 문제점들을 고찰한 뒤 자유이용의 발전을 위해 도서관에 기대되어지는 역할을 제시하였다. The serials pricing and licensing crises have caused the problem of limited access to scholarly information and the problem of its preservation. To cope with these crises, various types of scholarly communication models are under study now. Open Access is one of the possible solutions among these new trials. This study has investigated the history of Open Access, articulated the first considerations for the spread of Open Access, and proposed the role of librarians during the progress.

지식기반 사회에서 지식이 조직의 자산으로 인식되면서 지식의 효율적 관리 및 활용 필요성과 함께 지식경영이 주목을 끌게 되었다. 지식경영을 위해서는 조직구성원들이 업무를 수행하면서 얻은 노하우나 경험과 같은 지식을 조직 차원에서 공유하는 것이 중요하다. 그러나 자신의 지식은 자신만이 가지고 있기를 원하고, 다른 사람의 지식은 알아내서 갖고 싶어하는 것이 일반적인 사람의 성향이다. 그래서 조직 안에서 조직 구성원들 각자의 지식을 서로 공개하고 공유하려는 노력은 극히 부진한 것으로 나타났다. 본 연구는 조직 내에서 지식공유의 필요성에 대한 인식의 결여와 이를 위한 프로그램이나 공동의 노력이 극히 부진한 원인과 지식공유가 성공적으로 이루어질 수 있는 방안을 조직문화의 변화로부터 찾고자 하였다. In knowledge-based society, it is understood that the knowledge is an essential resources for effective management of the organization. Lately, knowledge management has been accepted by many organization as a new theory of management. But the problem is that people, a component of the organization tend not to open their own knowledge to others, but to keep seeking knowledge of others. It can be found in many research papers that there have been very little efforts for sharing knowledge among members of organization. The purpose of the study is to investigate the reasons for not sharing knowledge or ideas with others, to identify some cultural factors effecting their closed-minded attitude towards the sharing knowledge, and to find the solutions from the organizational culture.

오늘날 대부분의 도서관 전자자원 이용은 라이선스 계약에 의해 이루어지고 있다. 이용자의 전자자원 접속 및 이용은 라이선스 조건 범위 내에서 허용된다. 따라서 전자자원을 효율적으로 관리하고 적절한 서비스를 제공하기 위해서는 라이선스 관련 데이터요소를 체계적으로 관리할 필요가 있다. 이에 본 연구는 전자자원 관리를 위한 라이선스 관련 메타데이터를 설정하는데 그 목적이 있다. 본 연구방법으로 전자자원 메타데이터 스키마, 저작권 권리표현언어의 분석과 외국 대학도서관 전자자원 관리시스템의 라이선스 관련 데이터요소의 비교분석을 하였다. 이를 종합하여 최종적으로 전자자원 라이선스 관련 핵심요소와 선택요소로 구분하여 라이선스 관련 메타데이터를 설정하였다. Lately, most of the libraries subscribe electronic resources such as e-journals, under the license contracts for the access and use of these electronic resources. It was found that the management of licensed electronic resources in the library has become one of the major problems due to the lack of proper metadata elements in the existing management system of electronic resources. The purpose of the study is to establish metadata for licensed electronic resources.

본 연구의 목적은 생산과 이용측면에서 급증하고 있는 특수형태 기록물을 효율적으로 관리, 이용하기 위한 기술요소를 설정하는데 있다. 이를 위해 일반기록물 기술요소 외에 특수형태 기록물 기술요소를 제시하고 있는 각국의 기록물 기술규칙을 대상으로 특수형태 기록물 관리에 필요한 영역과 요소들을 조사. 분석하였다. 본 연구의 결과는 국제기술표준인 ISAD(G)에서 제시하고 있는 영역을 기준으로 기술요소들을 설정하였다. The purpose of this study is to investigate the description elements for the effective management of the special format archives. In this study, the existing description rules for data elements including that of both general archives and special format archives were analyzed in order to extract the core description elements for special format archives. The result of the study proposed overall description elements in accordance of the basic formats of ISAD(G).

본 연구는 공정이용, 최초판매의 원칙을 중심으로 전자저널의 도서관 상호이용과 관련한 문제점을 고찰하고, 현행 전자저널 라이선스상의 관련 조항을 분석함으로써 향후 도서관상호이용과 관련한 도서관의 대응방안을 모색하고자 하였다. 전자저널에 대한 도서관 상호이용 형태 파악을 위해 국내 현행 라이선스 계약 조항과 국외의 대표적인 라이선스 계약모델의 관련 조항을 분석하였다. The purpose of the study is to suggest preferable future strategies for interlibrary use of e-journal. For this purpose, the study reviewed the meaning of interlibrary use for e-journal in the digital environment and the disputes about it, and analyzed several license clauses for interlibrary use.
