문재인정부 가계통신비 인하 정책을 위한 단말기 유통 구조 개선법의 실효성에 관한 연구

문재인정부의 ‘교통, 통신비 절감으로 국민 생활비 경감’이라는 국정 과제를 연구 주제로 선정하였다. 특히 통신비 관련 정책의 핵심이라 할 수 있는 단말기 유통구조 개선법에 대해 알아보고, 그 실효성을 투명성, 효과성, 체감성 측면에서 분석하고자 하였다. 분석결과 먼저, 투명성측면에서 단말기유통구조개선법 도입 후부터 지금까지 핵심 조항들인 지원금의 차별 지급 금지, 지원금의 과다지급 제한 및 공시, 지원금을 받지 아니한 이용자에 대한 혜택 제공, 공정한 유통환경 조성 등은 대체로 잘 지켜지고 있어 유통 과정상의 투명성이 개선되었다. 두 번째, 효과성 측면에서 평균 가계 통신비 지출액이 통계상 꾸준히 감소하였으므로 정책이 가계 통신비 절감이라는 효과성 측면에서도 어느 정도 도움이 되고 있는 것으로 나타났다. 끝으로 체감성 측면에서 통신장비(단말기) 지원금의 감소로 인한 비용의 상승 및 대다수 일반요금제 이용자들의 가용 트래픽 감소로 국민이 체감하는 효과가 크지 않고, 이에 따라 가계통신비에 대한 국민들의 부담감은 크게 줄어들지 않고 있다고 할 수 있다. This study focuses on one of national agendas in Moon Jae-in administration, ‘Saving Households Expenditure by Reducing Transportation and Communication Expenditure.’ In particulare, we attempts to understand and analyze the Mobile Terminal Distribution Act (MTDA) in terms of transparency, effectiveness, and sensitivity because this act is core part of communication expenditure related policies. As a result of analysis, main articles of the MTDA (ban on promotion subsidy discrimination, restriction and announcement on overpayment of promotion subsidy, benefit for the users not receiving promotion subsidy) have been well observed, so transparency of mobile terminal distribution has been improved. Second, the effectiveness through MTDA is proved since average household communication expenditure have reduced after MTDA. Finally, however, sensitivity of the households on the reduction of communication expenditure is weak because there is communication expenditure increase by promotion subsidy decrease and available wife data traffic decrease.

The renewable energy sources can be thought of one of the major measures to reduce greenhouse gas emissions in the industries. However, the utilization technology for those sources is approaching in the different matters. One of them, thermoelectric generation might be applicable to fishing industry. A various of internal combustion engines are used in a wide range of fisheries. After the ignition process, the heat passed out from the exhaust outlet. Recycling the heat could be not only an energy source but also reduction of green gas emission. Therefore, this study was designed to verify the feasibility of generation from wasted exhaust gas and analyze the performance. The designed experiment devices were connected with a data logger and an electric loader to quantify the currency and voltage. The devices were installed in a coastal fishing vessel for a gillnet fishery. During the whole fishing trips, the amount of generation was measured by engine rpm and the fishing operation procedures including vessel operations. At the maximum 1,500 rpm in the practical range, the generation amount was 113.6 W. The amount difference in relation to connection method was within 5 W: serial connection was 111.4 W and parallel connection was 115.8 W.
차량 밸브용 내열강 STR3과 STR35 이종 마찰용접부의 피로수명 예측에 관한 연구

The fatigue lifes were investigated and predicted for two kind of heat-resisting steels. STR3 and STR35, to look over the fatigue life of dissimilar friction welding zone by rotary bending fatigue test. A small circular defect were worked at weld interface, 0.5㎜ and 1.0㎜ distance from the interface to look over the fatigue crack propagation behavior according to the notch position.<br/> From the experiment, the fatigue limits of the STR3 and STR35 base metal were 429.0MPa and 409.4MPa respectably. The fatigue life of the STR3 showed about 99% for 1.0㎜ HAZ specimen, about 640% for 0.5㎜ HAZ specimen higher than that of the base metal. And the fatigue life of the STR35 showed about 25% for 1.0㎜ HAZ specimen, about 82% for 0.5㎜ HAZ specimen higher than that of the base metal. But the weld interface specimen was much lower fatigue life than the other specimens because of the weld interface separation.<br/> The fatigue lifes were predicted with an equation of the fatigue crack propagation proposed by Nisitani, d(da/dN) =C(2a)??, the results were found to be within about 5.0% error by comparison with experimented results.<br/> <br/> <br/>

A compiler for the subset of CHILL (CCITT High Level Language) is designed and implemented, considering the developing environment of ESS (Electronic Switching Systems). The compiler developed provides a basis for developing the production quality CHILL compiler KAIST CHILL compiler is developed using the powerful compiler-compiler tools, such as KAIST Parser Generating System and Amsterdam Compiler Kits. 본 연구에서는 ESS 개발환경을 고려하여 production quality CHILL compiler개발의 환경조성을 위한 CHILL subset compiler를 설계 제작하였다. KAIST Parser Generating System 등을 이용하여 front end를 설계 제작하였으며 Amsterdam Compiler Kit로 부터 back end와 intermediate machine의 환경을 제공받아 CHILL subset을 위한 compiler를 설계 제작하였다.

Owing to the increase in the elderly population at aquaculture farm and decrease in the number of aquaculture farm-ers, the need to improve aquaculture production system is increasing. In addition, asvirtual interactions become new normal after COVID-19 pandemic, the speed at which science and technology such as the internet of things (IoT), information and communications technology (ICT), and artificial intelligence (AI) are applied to each field is accel-erating. Efforts are being made to enhance the quality of life of aquaculture farmer and competitiveness of the aqua-culture industry by incorporating digital technology. This study analyzed national and global aquaculture technology development and policy trends, smart aquaculture terminology application scenarios, and prior research cases to propose smart aquaculture industrialization models and technology development directions considering technology, economy, and environment. This study can also provide valuable reference for promoting smart and efficient devel-opment of aquaculture.
