        가짜석유제품 제조 유독물 유통 감시 방안 연구

        Recently, as the prices of gasoline and diesel go up, the distribution of illegal petroleum products is increasing. The illegal petroleum products are manufactured by simply mixing solvent with benzene, toluene, etc, and they cause the degradation of vehicle performance and have a bad effect on environment and health. The more serious problem is the illegal distribution of the toxic chemicals and the frequent occurrence of fire/explosion accidents. Therefore we should grasp the distribution channel of the toxic chemicals for manufacturing illegal petroleum products and block the illegal distribution of the toxic chemicals. This study suggests the revision of the Year"s Business Results Reporting System in accordance with Toxic Chemicals Control Act and the upgradation of related systems as the distribution monitoring measures of the toxic chemicals for manufacturing illegal petroleum products

        CBRN 재난에 대한 국민보호기능 강화방안 연구

        In this study, we researched measures for strengthening the function to protect people within the current CBRN disaster response system, in preparation for CBRN threats from North Korea and emergency situation such as biochemical terrorism and leakage of poisonous gas and radioactive substances. The primary responsibility to protect people falls on the local government in case of CBRN disater. We proposed the enactment of Nation Protection Act against CBRN disaster, the alignment of responsible organizations, the extensive diffusion of chemical and radioactive response system, and the development of risk communication model in the local, as measures for enhancing the function of civilian protection to CBRN Disaster.

        IED 제조가능 화학물질 관리 우선순위 선정 알고리즘 연구

        Improvised explosive devices (IED) have become an alternative choice for terrorists or criminals who face difficulties in obtaining traditional explosives as a threatening tool. In this study we proposed systematic methods of identifying and prioritizing the potential precursors from commercial chemicals which are under controls of Korean regulations. Here we identified 25 potential precursors from 3,980 candidate chemicals, which can be diverted to IED or homemade bombs. We also developed the prioritizing methods of management by screening - scaling & scoring - expert evaluation the basis of CRS system. This study selected 25 priority chemicals list and applied the list to the prioritizing of management through screening - scaling & scoring phase.

        암모니아수의 농도별 간이 영향평가 방법 연구

        암모니아 수용액은 탈질, 의류의 얼룩제거 등 생활전반에 광범위하게 사용되면서 누출사고도 빈번하게 발생하고 있다. 여기에서는 누출사고 시 비상대응에 필요한 영향범위를 비교적 정확하면서 신속하게 계산할 수 있는 간이 산정표와 산정식을 개발하였다. ALOHA 프로그램을 이용하여 일반적으로 유통되는 암모니아 수용액의 농도(10 % ~ 30 %)에 따른 영향거리를 액면의 크기(1 m²~500 m²)별로 산정하여 제시하였다. 또한, 농도와 액면의 크기가 영향거리에 미치는 상관관계를 분석하여 해당 값에서 영향거리를 쉽게 계산할 수 있는 산정식을 개발하였다. Aqueous ammonia is widely used in household cleaners, fertilizers and denitrification process. It is usually treated in concentrations from 10 % to 30 %, and release accidents have occurred frequently. In this study, we developed a simplified estimating method and equation to calculate threat zone easily in case of emergency due to release accident of aqueous ammonia. We calculated the consequence distance for toxic endpoints of aqueous ammonia(concentration 10 % ~ 30 %) at different puddle areas(1 m² ~ 500 m²) using the ALOHA program. Based on the result, we analyzed the relationship between concentration and puddle area with the threat zone and created the equation.

        염화수소 및 불화수소 영향범위 예측을 위한 간이 방법 개발

        Ministry of Environment has been designated 69 accident prevent materials, of which explosiveness or acute toxity is strong so that would cause explosion or serious accidents, as substances requiring preparation for accidents in Chemical Management Act. Among them are toxic and spread out in short time 22 chemicals, which can cause serious damage to the human body and the environment. Prevent measure from chemical release is can be the best practice, however it is also important to estimate the effect distance and minimize the damage for emergency response. In this study, we selected hydrogen chloride and hydrogen fluoride for developing the simplified estimating method and equation to calculate effect distance. Also we calculated the effect distance for toxic endpoints of hydrogen chloride and hydrogen fluoride(release rate 0.001 ㎥/s ~ 10 ㎥/s) at different ground roughness(open country and urban) based on the worst/ alternative case scenario by using the ALOHA, KORA and PHAST programs. Finally, we find the dispersion trends and suggest a simplified quick estimate formula such as y=Ax<SUP>B</SUP> (R² 0.95). The new method of this research will be easy and useful for estimating effect distance without simulating risk assessment tools.

        자체방제계획서는 위험물질의 등급 주위환경의 피해, 사고대응계획 등으로 구성된 체계적인 관리제도이다. 자체방제계획서 작성지원 프로그램의 개발 목적은 사고를 예방하고, 사고를 제어할 수 있도록 안전관리 시스템을 각 시설에 제공하는 것이다. 이 프로그램은 MSDS(Material Safety Data Sheet), SOP(Standard Operation Procedure), ERP(Emergency Response Plan) 등 일반적인 안전관련 자료를 포함하고 있다. 자체방제계획서는 위험 확인, 평가, 예방 계획, 안전 분석 등으로 구성되어있다. 또한, 자체방제계획서 작성지원 프로그램은 정부 또는 관련 기관이 중소기업에서 발생 가능한 사고를 관리하는데 유용하다. Emergency preparedness plan (EPP) is the systematic management of activities that involve a material degree of risk of loss or other damage to the surroundings (people, property and environment), and the boundary of accident recovery plan (ARP). The main purpose of the program is to provide a safety management system to each facility in order to enable to prevent accident and to control accident immediately. The EPP includes not only typical safety-related documentations such as material safety data sheet (MSDS), standard operation procedure (SOP), emergency response plan (ERP). EPP is established basis of the preliminary safety analysis involving risk identification, assessment and prevention plans. The program is also helpful for government or related agencies to control a number of accidents in small-scale companies in the whole country.

        비상대응자를 위한 교육 프로그램 연구

        Every year, the demands for specialized education against hazardous chemicals are increasing due to increased chemical disasters and increased circulation amount of hazardous chemicals. With these reasons, special disaster response organizations such as Fire Services, Environment, Military, etc are operating chemical disaster response courses. However, it is very doubtful if there is any efficiency among related organizations in case of emergency because each related organization has their own response purpose, education target and different curriculum. To solve this problem, National Institute of Environmental Research has recently developed ‘Chemical Disaster Response Standard Education Program’ to gather the scattered educations and make better education program on chemical disasters.

        유해화학물질 안전교육 체계화 및 표준화 방안 연구

        화학사고는 인체 및 환경에 치명적인 영향을 미칠 수 있기 때문에 물질의 취급과 관리를 통한 예방이 중요하다. 효과적인 사고의 예방과 대응을 위한 인적요인 관리의 일환으로 유해화학물질 취급자및 관리·감독자에 대한 안전교육이 관련 법령을 기반으로 이루어지고 있으나 표준지침, 세부 콘텐츠 등의 부재로 표준화된 교육체계 마련에 대한 필요성이 제기되고 있다. 따라서 본 연구에서는화학물질관리법에 명시된 유해화학물질 안전교육 대상자별 교육내용을 기반으로 국·내외 유해화학물질 안전교육 현황과 유사 교육현황을 분석하여 시사점을 도출하고, 대상자별 직무 및 역할분석, 요구역량 및 필요기술의 도출 과정을 거쳐 표준 교육지침을 개발하였으며, 도출된 필요기술 등을종합하여 세부 콘텐츠를 개발하고 교육과정을 설계함으로써 유해화학물질 안전교육의 기준을 마련하고 체계를 확립하는 표준화 방안을 제시하였다. Preventing chemical accidents by safe handling and management of hazardous materials is important because the accidents could have fatal impact on the human and the environment. Safety education for hazardous substance handlers, managers and supervisors has been legally supported in South Korea as part of the personnel management for effective prevention and response to accidents. However, the absence of standard guidelines and detailed contents raises the need for a standardized education system. In this study, based on the contents for each type of safety training for hazardous chemicals as specified in the Chemical Substance Control Act, we analyzed the current status of safety education on hazardous chemicals in South Korea and similar educational programs in other countries to derive the implications. The standard educational guidelines were developed based on the analysis of duty and roles, required competencies, and necessary skills for each educational target. A standardization plan was also proposed to establish a system and prepare standards for safety education on hazardous substances, including contents development and curriculum design integrated with required technologies.
