국제적 추세와 사례를 감안하여 볼 때, 웹 접근성 문제는 점점 더 중요한 이슈로 부각될 것이 자명하다. 정보기술이 한국사회 전반에 걸쳐 폭넓게, 빠르게 변화시키고 있지만, 장애인, 노인 등은 정보 서비스의 활용에서 소외되고 있다. 그들이 직면한 가장 큰 장애 중의 하나가 웹 서비스의 접근성 부재라고 할 수 있다. 이러한 사회적 문제들은 정보기술과 복지정책과 관련해서 연구되어야 할 매우 중요한 과제로 부각되고 있음에도 불구하고 이에 대한 연구 노력은 아직 매우 부족한 실정에 있다. 본 연구의 목표는 무선 인터넷 사용자 인터페이스 설계 지침을 개발함으로써 정보격차 해소에 기여하고, 시각장애인들이 웹 접근권을 보장받을 수 있도록 하는 데 있다. 본 논문에서는 국내외 웹 접근성 관련 법률 및 정책동향을 살펴보고 시각장애인의 웹 접근성 향상을 위한 몇 가지 새로운 무선인터넷 사용자 인터페이스 설계지침을 제안하였다. Considering international trends and foreign cases, it can be easily expected that web accessibility issue is becoming more and more important. While information technology has changed Korean society rapidly and widely, there are many people who have difficulties in using information services such as the elderly and persons with disabilities. One of the big barriers they face is the lack of accessibility of web services. These social problems have been rarely studied in Korea but surface as very import subjects to be addressed concerning IT and welfare policy. The objective of this study is to ensure web accessibility right for visually handicapped and reduce digital divide through development of a recommendation guideline of mobile internet user interface. In this study, the trends of politics and laws related to web accessibility in developed countries are surveyed and some advisable recommendation guidelines of mobile internet user interface for visually handicapped to improve web accessibility are proposed.
