      • 지방중소기업 자금기원 정책의 평가 - DEA기법의 활용 : 지방중소기업 자금기원 정책의 평가

        본 연구는 자료포락분석(Data Envelopment Analysis: DEA)을 이용하여 지방중소기업 육성자금이 지원된 기업들 간의 상대적 효율성뿐만 아니라, 주요 기업군 간에 효율성을 비교함으로써, 중소기업 지원자금의 성과평가를 직접 실수요자들의 성과를 중심으로 측정하려는 데에 목적이 있다. 먼저 기술효율성점수를 계산한 결과 상대적으로 규모가 큰 중소기업의 효율성이 높고, 아울러 이들 기업군에 속한 중화학공업기업의 효율성 이 높았다. 또한 육성자금 지원측면에서 지방중소기업 육성자금 지원 기업군에 비해 기타 정책자금 지원기업군의 기술효율성이 높은 것으로 나타났다. 지방중소기업 육성자금과 기타 정책자금 지원의 활용도를 살펴보면, 기타 정책자금의 활용도가 상대적으로 높은 것으로 나타났다. 구체적으로 총 요소생산성측면에서 관찰하면, 중소기업의 경우 생산성이 개선되고 있지만, 그 개선 폭이 점차 감소하고 있다. 생산성은 소규모 기업이 대규모 기업군에 비해 높게 개선되고 있으며, 자금지원에서 육성자금 지원기업군이 기타 정책자금 지원 기업군에 비해 약하게 개선되고 있는 것으로 나타났다. This study examines the performance evaluation of local small & medium size firm"s promotion fund and compares the firm’s technical efficiency, Malmquist index using DEA technique. The purpose of this paper is to measure the effectiveness of fund policy by direct evaluation of firm’s efficiency. Based on the performance evaluation, we can conclude that the promotion fund for local small & medium size firms is worse than other type of firm supported funds. The main contribution of this paper is to attempt a direct measurement of the effectiveness of fund policy using performance evaluation of the firms. Especially, this paper presents the effectiveness of fund policy on local small & medium size firm"s management. Reflecting the results and experiences from the implementation of fund policy, efficient allocation of future funds must be constituted and realized.

        동태적 Panel 분석을 통한 R&D투자의 지역효과 분석

        본 논문은 연구개발투자의 지방경제에 대한 효과와 관련한 논문이다. 연구개발투자는 구체적으로 피투자자의 고용증대와 생산성 증대를 통해 지역경제에 기여한다. 투자를 받은 기업과기관(피투자자)은 증가된 생산성과 매출액, 고용증가로 만족할 수 있다. R&D 차원에서는 중앙정부 R&D 펀드나 기업의 자체투자 등이 해당된다. 혁신은 기업 내에서만 존재하는 것이 아니라 regional innovation도 연구대상이며 연구개발투자가 한 지역에서 중앙정부 펀드건 기업체 자금이건 진행되면 지역 내 연구 인력, 연구기관 등이 작동되고 성과로 지역 내에 특허, 지적 재산권 등이 증가될 것으로 가정할 수 있다. 좀 더 진전된 긍정적인 효과는 지역산업과 내재적인 관계에서 출발한다. 이 연구는 한국의 panel 데이터를 사용하여 연구개발투자의 지방경제에 대한 효과와 관련한 실증분석 사항이다. Lag 종속변수를 가진 Autoregressive 모형을 통해 Dynamic Panel 추정치가 구해졌으며, Da Silva 방법을 사용하여 혼합된Variance-component moving average error process가 추정되었다. 연구개발투자는 지역의 생산성을 향상시키는 데 매우 중요한 요소이며 효과의 크기는 한국경제 역사에서 기간에 크게 의존한다. This paper analyses the effect of R&D investment on local economies. R&D investment contributes to the regional local economy by increasing employment and production activity of the investees. The investees may end up with increased productivity, sales and employment. At the regional R&D level, the central government R&D fund and firm self R&D budget will be the source of R&D investment. Further positive effects are inter-related with local industries. This study carried out an empirical analysis on the effect of R&D investment on local economies using Korean panel data after comparing international literatures. The dynamic panel estimator is used to estimate an autoregressive model with lagged dependent variable. Using the Da Silva method, mixed variance-component moving-average error process is estimated and selected. R&D investment is very important factor to improve the productivity of a region and the size of the effect is dependent on the time periods within the Korean economic history.

        부동산시장 전망과 관련 정책변수의 영향분석 연구: 아파트시장을 중심으로

        This paper focuses on analyzing the effects of price change caused by the government intervention. To acquire the solution, the market was divided into large, medium and small sizes for analysis. ARIMA model was used to find the estimate price for each market. According to the analysis results, the capital gains tax was more effective on the medium market than on the large size market in reducing the price increase; furthermore, as expected, the capital gains tax and property tax turned out to have negative effects on all three market types. To be more specifically, the flexibility of the capital gains tax in the medium market is -0.81, which is greater than that of the large size market, which is -0.49. And the absolute value of the property tax`s flexibility is bigger for the standard medium size market than the large size market, which leads to the conclusion that the increase in capital gains tax and property tax will have a greater impact in slowing down the apartment price increase of medium markets than that of large size markets. Thus, the capital gains tax cannot be declared as an effective government tool for curbing the apartment price rise in the large size market in South Korea. As expected, capital gains tax and gains tax displayed negative price change effects in medium quality markets. Furthermore, the important difference between the high quality market and medium quality market is that the housing`s future price makes an impact on the rise of housing price in large size markets, while the housing price has a greater impact in medium markets. This indicates that the apartments of the large size markets take the future value of the asset more into consideration than the previous term`s housing price. However, as the urban regeneration has recently become an important issue not only in Korea but also in other nations, lowly-estimated sections can be reflected to cause a great increase in the value by enacting redevelopments with the mid-sized multiplex houses. The flexibility of capital gains tax and property tax had negative effects on small size markets as well, and contrary to the large size markets, the previous term`s apartment price rate had bigger effect on the future value of the housing. The analysis results appeared to be applicable for finding a political solution. It can be thought that the political solution can be specifically achieved through simulation analyses for each situation such as tax variables. The market separation attempted in this research can be said to be adequate for the Korean situation. The sensitivity level for each policy variable for the income class with insufficient purchasing power has a big effect on the current policies that emphasize the aspects of supply. Thus, the aspects of demand and supply are simultaneously taken into consideration, and the need for a policy that reflects the market`s dynamics is urgent.

      • 交通投資財源 配分의 問題點과 改善方向

        Many problems such as the delay and increasing fuel consumption by traffic congestion, the weaknesses of the international competitiveness by demurrage are caused by insufficient transportation facility according to the rapid increase of traffic demand. Though the enlargement of the transportation funds as one method of solving those problems has suggested many times, the allocation system of that funds was not our major issues. This paper aims at finding the problems and improving the existing transportation fund allocation system. We suggest the expected of the amount of transportation fund by 2011 and the future excess and deficiency of fund based on the expected investment. In order to reasonably allot the fund among transportation modes, the basic directions of transportation fund allotment are suggested.

      • 韓國 都市인프라 生産費用隔差에 관한 實證的 分析

        Collapsed bridges, unreliable mass transit and tap water, jammed and worn-out road, all offer eloquent testimony regarding the deterioration of Korea's public works infrastructure. Also the physical, technological and fiscal foundations offer an other testimony of system failure of urban infrastructure in Korea. This paper mainly aims at drawing the urban infrastructure provision cost disparity index using public goods theory. Starting from reviewing the various approaches for public goods provision in the literature, theoretical models are selected for our empirical estimation. Besides fiscal capability of city, the effects of socio-economic and environmental factors for urban infrastructure provision are analyzed. Average land price which is calculated through 449,925 standard lots across nations, number of automobiles per road length within city, etc are used for empirical estimation. It is very important to improve efficiency in allocating government budget across regions as well as activating private participation projects. The major findings will be helpful in managing budget in relation with the intergovernmental grants and expenditures.
