Recently, the urban planning has become more important due to increasing demands of sustainable urban development and human-oriented residential environments. This is main reason to require a future strategy to manage the human resources in urban planning area in order to make them correspond to new market circumstances. A systematic and long-term strategy is needed linked with professional education and training in fostering excellent urban planning engineers efficiently. Establishing the engineering career development program(CDP) could be an essential step to provide the basis of these strategies. In this research, we analyzed jobs of urban planning engineers in order to develope CDP considering the importance of well-trained urban planning engineers. Job analysis was conducted employing DACUM method and unit engineering skill matrix. Job analysis results were used for identifying the current status and defining requirements in CDP development. The established CDP should be supported and diffused in association with engineers, engineering companies, related institutes and government, eventually contributing to improving competitiveness of engineering industry.
시스템다이내믹스를 이용한 공공건설사업 시공단계 VE 활성화 방안

Recently, the application of Value Engineering(VE) has become the center of industrial interest for an improvement of productivity and efficiency through a construction technology development, an advancement of project management and the removal of wasting factors in construction projects. In Korea, government implemented 'technology development rewarding system' to encourage cost reduction in construction phase like VECP(value engineering change proposal) in U.S. However, it hasn't got intended result by analogy the fact that there are only 5 cases which has accepted and rewarded for over 10 years because it didn't motivate the contractor and public owner properly. So, this study deduced variables through antecedent research and survey of recognition and then analyzed the causes of problems in an integrated point of view by modeling feedback loop using system dynamics methodology. And then derived from the simulation, it proposed policy alternatives for boosting VE in construction phase by raising recognition degree of project participants.

By prosperous condition of construction economy in the early 90s in Korea, the government needed a lot of the qualified professional engineers (PE) to manage the construction site. In order to meet the high demand of P.E., Government has established the admitted engineer systems(AES) in 1995 that give the authority of principal engineers to the admitted engineers who do not take the written examination but have equivalent working experience. Since 2000, professional $engineer^{\circ}{\phi}s$ shortage has been resolved. however, the opposite situation, which is serious over-supply of construction engineers has occurred. Thus, Government announced that would abolish the admitted engineer systems as recognized the existent admitted engineers(about 1,000,000 persons) from 2007. However, Professional Engineers Institution has strongly insisted that Government should not recognize existent admitted engineers. From this point of view, it is critical to make the supply-demand forecast systems as a derivative approach of System Dynamics also, that is useful in comparing the argument between Government and Professional Engineers Institution. This paper describes about principal $engineer^{\circ}{\phi}s$ supply change by admitted engineer system abrogation and suggests the idea to regulate the supply and demand with the improvement of the regal system. 90년대 초 한국의 건설 경기가 호황을 누리면서 건설현장을 관리할 수 있는 특급기술자에 대한 수요가 커졌었다. 이러한 특급기술자의 수요를 맞추기 위해 정부는 1995년에 기술사 시험에 의하지 않고 단지 경력 년 수만으로 특급기술자 자격을 부여하는 인정기술자제도를 만들었다. 그러나 2000년 이후 특급기술자의 부족 현상은 해소되었고, 그 반대로 특급기술자의 심각한 과잉공급이 초래되었다. 따라서 정부는 인정경력자제도를 폐지(기존의 인정경력자를 인정)하는 개정법을 시행하고 있다. 그러나 여전히 기술인 협회에서는 기존의 인정기술자까지도 인정하지 말아야한다며 대립된 주장을 펴고 있다. 본 연구에서는 이러한 대립 관점에서 시스템 다이내믹스 방법론을 이용하여 수요공급 예측 모델을 통해 정부와 기술인협회 사이의 대립된 주장을 해결할 수 있는 실마리를 제공할 것이다. 본 논문은 각 시나리오를 통해 인정기술자제도의 폐지이전(개정법 이전)과 개정법에 따른 인정기술자제도 폐지 후의 특급기술자의 공급 변화를 비교하고 있으며, 차후의 정책 입안자가 특급기술자의 수요와 공급의 균형을 위한 제안점을 시사하고 있다.
건설공사 참여주체간 협력체계 향상을 위한 웹 기반 EDI 모델 개발

Information management in construction fieldwork have high cost and low efficiency, because construction work involves various participants and informal data that circulate among them. In particular, the effort to link and share knowledge and information of the participants with each other is not inefficient. The existing EDI (Electronic Data Interchange) was developed only for each company not for all of construction participants. Thus, it is necessary to develop the model for efficient methodology for abstracting and applying information of documents that flow among participants in construction project. To meet these requirements, this research proposes the Web-based EDI Model. Using proposed model, we can easily express information, manage versions and retrieve information and extract from documents. Furthermore, the model can create, settle, receive, dispatch, store, and remove document by using the Web. In essence, the model would coordinate the information exchange among the construction participants.

These days the safety management is on construction companies'front burner because disaster ratio weighs a lot with the pre-qualification. However, the severe disaster ratio has been increasing although the overall construction disaster ratio in Korea seems to have been falling since 1984(Jung, 1996). No research based on management process was performed to make disaster ratio reduced while it was demonstrated by Bird that improving management was more effective than uncertain situations. Moreover current safety management process is still not focusing on disaster prevention but on disaster treatment. The purpose of this study is to analyze current safety management processes including safety risk management process, safety activity management process and safety disaster management process, and to suggest the integrated safety management process which orients risk management. By extension, this paper proposes the integrated safety management framework for construction job site and head office of the company.
