        농협 출하조직과 대형유통업체간 불공정 거래 실태에 관한 연구

        The purpose of this research is to study the current "unfair transaction" cases of Agricultral Cooperatives` sales system to promote "fair transaction" on retail industries and Agricultural Cooperatives` sales systems. Based on the survey of primary agricultural cooperatives` 33 sales organizations, the main reasons of partnership with major retail industries were found out to be, ① stable transaction(56.6%), ② higher price(18.9%), and ③ brand value consideration(9.4%), and about the rate of satisfaction, 57.6% of sales organizations answered that they are satisfied about their transaction, and 90.9% of sales organizaton said they will maintain the current level of business(36.4%) or increase the transaction within their business (54.5%), which concludes that the transaction with those major retailers will continue to increase, and as a result, the effect will also increase as well. On the other hand, most of primary agricultural cooperatives`s sales organization have experienced unfair transaction of major retailers in the rate of (69.7%). The most frequent unfair practices are in the orders of ① demanding unfair promotions on discount or special sales(95.7%), ② unreasonable returns of goods(34.8%), ③ decrease in price which is unreasonable and interruption of business activities(26.1% each), and ④ unfair changes of agreement(17.4%). Also, the sales organizations of primary agricultural cooperatives are accepting the current unjustice because of ① fear of losing business partner (35.9%) and ② they are the major place of customers` consumption(25.6%)·(73.3%) of them would. About the need of appropriate system to make the fair practice of businesses, 84.8% of primary agricultural cooperatives agreed that it is necessary, and the first assignment to be completed in order to improve and promote the fair practice of business is ① decreasing the price in case of demanding special promotion(69.7%) ② the act of demanding low unit price and decrease(63.6%), and ③ unreasonable returns and demanding promotion fee (51.5% each). On the other hand, the actions that government must take came out to be ① legalizing the conflict resolution and agricultural goods protection(78.8%), ② active promotion of reporting center for unfair practice of business transaction(75.8%), and ③ enforcing the previous business transaction laws(69.7%).

        무자격 조합원 문제에 관한 농협 조합장의 인식

        이 논문은 농협 조합장의 조합원 자격문제에 대한 인식을 조사하여 그 결과를 제시하는 동시에 조합원 자격문제 개선을 위한 조합장의 의사결정 행태를 분석·유형화 하는데 이 연구의 목적을 두었다. 무자격 조합원(①사망, ②이주, ③파산, ④자격상실, ⑤기타 사유 등) 정리에 대한 조합장의 인식을 조사한 바, 설문에 응한 조합장의 56.0%가 중요성을 인식하고 있는 것으로 조사되었고, 조합원자격문제로 가장 우려되는 상황으로 ①응답 조합장의 29.5%가 “조합사업은 이용하지 않으면서 혜택만 누리는 문제(무임승차)와 ②협동조합의 정체성 하락(18.6%), ③이용실적이 많은 조합원과 적은 조합원의 갈등과 대립 심화(17.0%)의 순으로 우려하고 있는 것으로 나타났다. 조합원 자격문제 해결을 위해 가장 시급한 과제로 응답 조합장의 30.9%가 “무자격 조합원에 대한 정기적인 실태조사 및 재정비”라고 가장 많은 응답을 하였다. This paper aims to investigate the awareness of the qualification issue of members of regional agricultural cooperatives; this paper also aims to analyze and classify the decision-making behaviors of presidents of regional agricultural cooperatives for improving the qualification issue for members. In accordance with the investigation of the awareness of presidents on the definition on unqualified members, 50.6% of the presidents participating in the questionnaires were aware of the importance of the qualification of members. The most serious concern related to the qualification of members among the presidents was “unqualified members getting only the benefits without using the businesses by regional agricultural cooperatives”, which was selected by 29.5% of the respondents.

        악성 가축질병에 대한 소비자의 위험지각이 소비자 태도 및 구매의도에 미치는 영향 -농협 유통매장 이용고객을 중심으로-

        이 연구는 악성 가축질병에 대한 소비자의 위험지각이 소비자 태도 및 구매의도에 미치는 영향을 분석하여 축산업에 대한 소비자의 부정적 인식 해소방안을 수립하는데 이 연구의 목적을 두었다. 악성 가축질병에 대한 소비자의 위험지각이 소비자의 축산물 소비태도 및 구매의도에 미치는 영향에 대하여 구조방정식 모형을 이용하여 분석한 결과, ① 언론보도 및 사회적통념 등과 같은 사회적 요인이 소비자의 위험지각에 유의적인 영향(β=1.212, t=3.902)을 미치는 것으로 분석되었으며, ② 건강에 대한 악영향, 질병에 대한 두려움 등의 심리적 요인이 소비자 위험지각에 유의적인 영향(β=.695, t=2.331)을 미치는 것으로 분석되었다. ③ 소비자의 심리적 요인이 소비자의 축산물 소비태도에 유의적인 영향(β=1.072, t=3.707)을 미치는 것으로 분석되어 일시적인 이슈에 대한 언론보도 보다는 심리적 요인이 소비자의 태도를 결정짓는 것으로 판단된다. ④ 광우병의 위험성에 대한 사전 지식, 광우병 통제에 대한 안전성 신뢰 등의 위험지각 수준은 구매의도에 유의적인 영향(β=.348, t=2.940)을 미치는 것으로 분석되었다. ⑤ 미국산 쇠고기 및 다른 축산물 섭취에 대한 두려움, 축산업 및 축산물에 대한 혐오감 등의 소비자태도는 구매의도(미국산 쇠고기에 대한 지속 구매, 다른 수입산 쇠고기 구매의사, 국내산 쇠고기 구매의사, 축산물 불매 및 비소비 등)에 유의적인 영향(β=.563, t=5.628)을 미치는 것으로 분석되었다. 미국의 광우병 발생에 대한 소비자의 위험지각이 소비 태도에 미치는 영향은 미국산 수입 쇠고기뿐만 아니라 더 나아가서 국내산 쇠고기를 포함한 다른 축산물의 소비와 축산업 자체에 대한 부정적 인식과 태도를 유발 한다는 점에 그 중요성이 있다. 결론적으로 축산물 및 축산업에 대한 소비자의 부정적 인식은 어느 특정 축종 및 산업을 떠나 축산업 전체의 전후방 산업과 연계된 문제로서 인식되어져야 하며, 지속가능한 축산을 위한 선결 과제이며 축산업계 공동의 과제임에 틀림이 없다. 따라서 그 중요성에 대한 올바른 인식과 소비자의 부정적 인식의 최소화 노력을 위한 축산업계 전체의 고민과 공동의 협력이 필요한 시점이다. solution to eliminate this kind of consumers`negative perspective on livestock industry. According to analysis on the effects of consumers`perception of risk of malignant livestock disease on their consumption attitudes and purchase intention using a structural equation model, ① social factors such as the press release and social norms had a significant effect on consumers`risk perception (β=1.212, t=3.902). In addition, ② psychological factors including negative effect on health and fear of disease had a significant effect on consumers`risk perception (β=.695, t=2.331). ③ Because it was confirmed that consumers` psychological factors had a significant effect on their livestock consumption attitudes (β=1.072, t=3.707), psychological factors rather than press release on current issues were more influential on determining consumers` attitudes. ④ Consumers`perception of the risk of Bovine Spongiform Encephalopathy (BSE) and importance of BSE control had a significant effect on their purchase intention (β=.348, t=2.940). Lastly, consumers attitudes such as concern about the safety of American beef other livestock products and disliking of livestock industry and livestock goods had a significant effect (β=.563, t=5.628) on their purchase intention (ex: Willingness to keep purchasing American beef, intention to buy other imported beef, unwillingness to buy livestock products, etc.). The consumers` perception of risk of American BSE on their consumption attitudes is important because it can build a negative perspective on Korean beef, other livestock products and even livestock industry as well as the U.S. beef. In conclusion, consumers` negative perception of livestock products and industry is directly related with whole livestock industry, not just a certain field. Correcting this prejudice is essential for sustainable livestock business, and it should be promoted throughout the livestock industry. Therefore, it is time to reexamine livestock industry and work together to take this matter seriously and minimize consumers` negative view on livestock industry.

        농업·농촌 분야 ICT융복합 확산을 위한 농업인의 기술수용 요인 분석과 농협의 역할 - 스마트팜 참여 농가를 중심으로-

        이 연구는 농업·농촌 부문의 ICT융복합 확산과 정착을 위한 대안과 제 문제 해결을 위한 개선안을 제시하는데 연구의 목적을 두었다. 이를 위해, ICT융복합 기술을 선험적으로 현장에 적용하고 이용 중에 있는 124농가를 대상으로 ICT융복합 기술수용에 미치는 요인을 분석하였다. 분석 결과, ①사용자 혁신성은 지각된 용이성에 긍정적인 영향을 미치는 것으로 분석되었으며, ②자기효능감, 사회적 영향, 네트워크 효과, 지각된 용이성은 지각된 유용성에 긍정적인 영향을 미치는 것으로 나타났다. ③지각된 유용성은 지각된 가치태도에 긍정적인 영향을 미치고, ④지각된 가치태도는 기술 수용의도에 긍정적인 영향을 미치는 것으로 분석되었다. 따라서 정부는 기술수용 농가들이 체감할 수 있는 ICT융복합 기초 인프라 조성과 혁신모델을 만들어 가는 것이 중요하다. 그리고 농협은 정책동반자로써 교육 확대 등 현재의 역할을 지속적으로 확대해 나갈 필요가 있다. This study proposes an approach to problem-solving and some alternatives for expanding and establishing convergence ICT (Information and Communication Technology) among farmers and agricultural cooperatives. To this end, the study analyzed the factors affecting the acceptance of convergence ICT and investigated the status of 124 farms applying the convergence ICT a priori. The analysis found that innovation on the part of users positively affected the perceived ease of use. In addition, self-efficacy, social influence, the network effect, and the perceived ease of use positively affected perceived usefulness. Furthermore, perceived usefulness positively affected perceived value attitude, and perceived value attitude positively affected the intention to accept technology. These results indicate that it is important for the government to develop both ICT infrastructure and innovative models that can be used by the farms. In addition, the NACF (National Agricultural Cooperative Federation) should continue to expand its current role as a policy partner.

        합병 지역농협의 효율성 및 생산성 분석

        The purpose of this paper is to improve the merging of the regional agricultural cooperatives through empirical analysis. This paper ① limited the scope of the study to regional agricultural cooperatives, ② narrowed the subjects to 17 regional agricultural cooperatives which were merged in 2006 and 111 non-merged regional agricultural cooperatives among the 129 regional agricultural cooperatives in Jeon-Nam and ③ set the analysis period to four (4) years, from 2006 to 2009. After applying the Data Envelopment Analysis (DEA) model, the management efficiency of both merged and non-merged regional agricultural cooperatives in Jeon-Nam was measured by type of location (agricultural, semi-agricultural), number of member farmers and size of equity. According to the Mann-Whitney U-test on difference in efficiency, no difference was observed in overall efficiency (CCR) and technical efficiency (BCC) between merged and non-merged regional agricultural cooperatives. The difference in productivity change trends between merged and non-merged regional agricultural cooperatives has been analyzed in regional agricultural cooperatives in Jeon- Nam using MPI. According to the analysis, merged cooperatives were 0.899 while non-merged cooperatives were 1.513 in terms of annual mean productivity changes. Therefore, it appears that non-merged regional agricultural cooperatives are greater than merged regional agricultural cooperatives. In order to create synergy after merger, in addition, it is necessary to develop and launch a merging program focusing on the Post Merger Integration (PMI) system. There has been no synergy after merger because two or three poor or ailing cooperatives have been included in the merger. Therefore, the synergy is very limited even though relatively sound cooperatives have been merged.

        육계 계열화사업의 사육평가 유형에 따른 생산성 분석

        This study aimed to contribute to devising approaches for developing a broiler integration system and a method for evaluation by examining evaluation methods using empirical analysis and conducting an analysis and management efficiency and productivity. Overall efficiency in the CCR model was higher in the order of relative performance measure, absolute performance measure and portion relative performance measure. Technical efficiency in the BCC model was higher in the order of relative performance measure, absolute performance measure and portion relative performance measure. Scale efficiency was higher in the order of absolute performance measure, relative performance measure and portion relative performance measure. In accordance with the analysis results on the yearly change of the Malmquist Productivity Index (MPI), a relatively effective frontier change was caused by the improvement of management efficiency rather than technical production change in all three performance measures. It could be concluded that feeding and management by farms had a more significant impact on productivity than the improvement of a Feed Conversion Ration (FCR) by integration companies. As a result, the establishment of broiler integration system performance measure indexes, which are unique for Korea, is needed. a change from the present relative performance measure to performance measures which eliminate the top and bottom 10% is required.

        Since the economic system of capitalism is a society established on the basis of efficiency and competition, the class of people either inefficient or falling behind in competition will gradually weed out. Such principles of the market economy will apply, without exception, to the basic nucleus of the distribution system of the agricultural products, and it is evident that the agricultural products wholesale market companies being managed comparatively inefficiently run the risk of weeding out by themselves. At this point of time when the distribution system of agricultural products becomes diversified and large-sized, and differentiated, the relatively inefficients elements of the agricultural products wholesale market companies may most probably endanger the wholesale market companies, the nucleus of the agricultural products distribution system. The producers and intermediary wholesalers being the main customers of the wholesale market companies, the problems resulting from the conflicts of interest between them are very difficult to compromise and it takes a great deal of efforts and time to satisfy the needs of the producers and the intermediary wholesalers. Nevertheless, it is the hard realities that amid such difficulties, the agricultural products wholesale market companies can not neglect to meet the desires of their main customers, the producers and intermediary wholesalers. Since, however, the wholesale market companies are business entities themselves, it is also evident that they will eventually weed out, if they go against the trend of the times wherein all business entities should pursue "customer emotion" beyond "customer satisfaction". It would, therefore, be very opportune to gauge how the producers and intermediary wholesalers, the two main customers of the wholesale market companies evaluate the use of the wholesale market companies, and how satisfied they are with the services offered by the wholesale market companies. At the same time, such research seems to provide the useful basic materials to establish the survival strategies of the wholesale market companies. The examination of the evaluation, by the producers and intermediary wholesalers, the two main customers of the wholesale market companies, of the use of the wholesale market companies shows that both the producers and the intermediary wholesalers have favorably evaluated the items on (1) improvement of the order of business transactions, (2) rationalization of the level of the market rates such as the commission for sale on consignment, loading and unloading charges and bounties (3) impartiality of auctions, (4) level of satisfaction with reliability and diversity of the information of business transactions, (5) efforts of the employees of the wholesale market companies for collection and sales of the goods and (6) level of satisfaction with the services offered by the employees of the wholesale market companies to main customers. At the same time, when asked whether the use of the wholesale market companies improved their business revenues, the producers (25.0%) and intermediary wholesalers (30.0%) evaluated negatively. Such negative results may very likely lead to threatening factors hampering the growth and development of the wholesale market companies. The above negative results may be even more conspicuous especially under the circumstances where the agricultural products distribution system gets diverse and large-sized and differentiated through revitalization of direct transactions between the producers and large-scale discount marts and the competitions among the companies engaged in the same category of industry are very keen. From the viewpoint of the survival strategy of the wholesale market companies, approaches should be so made as the efforts to improve on the earnings of the producers and wholesale market companies may precede. In the evaluation of the payment methods, most of the producers (90.0%) were affirmative, while intermediary wholesalers were negative (35.0%). However, in consideration of the characteristics of the wholesale market companies having the producers and intermediary wholesalers as their customers, it seems that the methods and procedures for the payments should be improved by all means. In particular, if the wholesale market companies should approach this matter from WIN-WIN strategy, it seems that this matter might be resolved more easily. The changes in the environments faced in management activities of enterprises are quickening and at the same time, the growth or weeding out of enterprises is also quickly determined. Amid such changes, the gauging and satisfying of enterprise desires as the survival strategy must be definitely an extremely important element. The wholesale market company being an business entity itself, should be keen to such changes, and needs to make strategic approaches to its customers, if it does not want to weed out amid such changes.
