        The important requirements related to a risk management in the industrial sector are improvement in quality and effective of an inspection and costs reduction. In order to satisfy such requirements, there is RBI (Risk Based Inspection) as a high technology. The core purpose of this study is to acquire efficiency and costs reduction of the inspection by establishing a RBI Program. RBI is a method that basis the order of priority on risk about operation and efficiency of inspection program and is defined as combination of damage result and the corrosion rate. The TMSF (Technical Module SubFactor) value that based on the corrosion speed from a corrosion rate is the key factor to estimate the remaining life, and it is possible to estimate the quantized value and the flow rate value to estimate other quantized risk on the operating NCC plant as well as pipe or an apparatus that are difficult to acquire a corrosion rate by screen questioning the concerned specialists based on the substance information of the TMSF value. In the NCC plant, therefore, a study is needed on the effective risk by comparing the quantized corrosion rate value and screen questioning value using the RBI Program of a heat exchanger tube.
