한국 ODA 사업의 정책일관성 연구: 영국, 네덜란드와 비교분석을 중심으로

2015년 9월 UN은 2030년을 목표 년도로 하는 지속가능발전목표(SDGs)를 채택하였다. 17개 분야의 광범위한 개발의제를 포함하고 있는 SDGs는 국가의 대외정책(무역, 투자, 농업, 환경, 안보, 이민 등)이 원조정책과 모순되지 않도록 하는 개발을 위한 정책 일관성(PCD)의 중요성을 더욱 강조하고 있다. 이러한 문제의식에서 PCD 국제동향과 규범, 그리고 구체적인 사례로서 영국과 네덜란드의 PCD 분석하였다. 이를 바탕으로 2012년 한국의 동료검토 검토 보고서에서 지적한 PCD 분야의 개선요소를 검토하고, 향후 국제개발협력분야에서 국제규범으로 자리매김한 PCD의 국내 내재화를 위한 정책적 시사점을 도출하고자 하였다. 결론적으로 우리나라는 PCD와 관련하여 잠재력을 보유하고 있지만, 여전히 개발을 위한 정책일관성에 대한 법적 기반과 정치적 선언 등이 부재하며, 비일관성을 해소와 각 부처 간의 의견들을 조율하고 조정할 수 있는 권한을 가진 조정기제 또한 부재 하였다. 이로 인해 PCD 조정 기제가 비원조 분야의 정책일관성에 대한 논의로까지 확대되지 못하였으며, 모니터링 및 분석, 보고 체계의 경우 평가소위가 존재 하였지만, 원조분야의 평가에 그쳤고, PCD에 관한 모니터링 분석 및 보고 기능은 수행하지 못하였던 것을 확인하였다. In September 2015, the United Nations adopted Sustainable Development Goals(SDGs) with a target date of 2030. The SDGs, which encompass a broad range of development agendas in 17 sectors, further emphasize the importance of Policy Coherence for Development(PCD) in coordinating foreign policy such as trade, investment, agriculture, environment, security, and immigration to comply with aid policies. Against its backdrop, the global trend of PCD norms and the cases of PCD in England and the Netherlands are analyzed. Based on the OECD DAC Peer Review of South Korea in 2012, we examine the improved areas of the PCD and search for policy implications to internalize the PCD which has become the international agenda in international development cooperation. To summarize our findings, Korea has potential for PCD, but there is still no legal basis and political declaration for PDC, and it does not establish the authoritative mechanism to resolve inconsistencies and to coordinate differences among the ministries. As a result, the PCD has not been extended to discuss the coherence between aid and non-aid external policies. PCD Monitoring and analysis, and reporting system are yet to be implemented

A Critical Review of Alternative Pathways to New Social Policy in Development Context

세기말 개발도상국과 선진국의 사회정책은 금융, 식량, 에너지, 기후분야 등의 복합적인 위기로 인해 새로운 도전에 직면하면서, 대응해야할 위기 구조의 변화가 명확해졌다. 2008년부터 시작된 전세계적 금융, 경제 위기로 인해 세계정치경제 구조의 새로운 조건이 만들어지기도 했다. 이에 많은 발전도상국과 선진국들은 새로운 위기와 도전에 응하기 위해 사회정책의 개혁을 다양한 방식으로 추구하기 시작했다. 이들 개혁들은 어떤 특정한 위기와 도전에 대응하였는가? 이러한 다양한 개혁방안들은 사회정책 개혁을 추구하는 국가들, 특히 세계화와 불확실성 시대인 21세기에 경제성장과 사회개발을 동시에 추구해야하는 개발도상국에 어떤 교훈을 주는가? 본 논문은 새로운 도전과 위기에 대응하기 위한 사회정책 개혁 담론과 정책에서 발견되는 새로운 동향을 비판적으로 평가하는 것을 그 목적으로 한다. 이를 위해 본 논문은 첫째, 사회정책이 대응해야 할 새로운 위기와 도전의 본질과 다양한 형태를 분석한다. 둘째, 개혁담론과 정책의 한계점을 논의한 후, 신흥부국의 사회정책 개혁이 주는 긍정적인 측면과 그 정책적 시사점을 밝힌다. 이를 토대로 새로운 위기와 도전에 대응할 수 있는 사회정책의 근간이 되는 원칙과 핵심요소를 제시한다. At the turn of the century, social policy in both developed and developing countries confronts new challenges and risks caused by the multiple crises in finance, food, energy and climate change. Changes in the structures of risks are particularly significant. In addition, the global economic crisis starting in 2008 has provided a new context of the global political economy. Both developed and developing countries have responded to these new challenges and risks differently. What risks do these responses aim to address? How can these responses address these risks? Can these diverse responses offer lessons for lower income economies attempting to address social development challenges alongside economic growth in the globalised and increasingly uncertain 21st century context? This paper aims to provide a critical review of the new trends, phenomena or directions of social policy discourse and practice to respond to the new risks in the context of development. Explaining the nature and forms of new challenges and risks and pointing out the potentials and limitations of social policy discourse, it introduces the key points of the previous research we have to keep in mind in formulating alternative social policy approaches. General principles and core elements of social policy in addressing new challenges and risks in the 21<SUP>st</SUP> century, which are particularly visible in social policy reforms in emerging economies, are highlighted as a conclusion.
