        The purpose of this study is to demonstrate strategic design and available tasks for regional development through balanced development and decentralization, including practices of Gyeongsangnam-do, Province. The vision for decentralization and balanced development are in the making of frames for decentralized advanced country through the vitality of the locality including the government close to residents. In the conclusion, this study suggests objective and desirable direction and relevant strategies and tasks for balanced regional development through decentralization. The tasks for balanced regional development will be paradigmatic turnabout toward development policy, law-making procedures, and other preparations for balanced regional development.

        향토산업육성사업의 성과관리를 위한 PDCA Cycle의 적용

        This study verified for the necessity for the comprehensive analysis of outcomes resulting from the local industry promotion project in many respects. To analyze the operation planning for performance management of local industry promotion project, this study redesigns the so-called PDCA(Plan→Do→Check→Act) model which is also known as Deming Cycle and verifies some hypotheses. To accomplish study purposes, 169 response samples from 85 project groups which drive the local industry promotion project were verified using SPSS 12.0. The findings are as follows: First, there was a positive relationship between the planing phase and the implementation phase. Second, there was also a positive relationship between the implementation phase and completion of the project phase. Third, there was a positive relationship between the planing phase and completion of the project phase. Finally, the implementation phase was a partial mediator on the relationship between the planing phase and completion of the project phase. Based on these findings, the implications and the limitations of the research findings were discussed, and recommendations for future research were provided.

        윤리적 리더십이 조직시민행동에 미치는 영향

        본 연구는 윤리적 리더십이 상사신뢰와 조직시민행동에 미치는 영향과 상사신뢰의 매개효과와 윤리풍토의 조절효과를 연구했다. 연구목적을 달성하기 위해 창원시에 근무하고 있는 종사원 277명의 응답을 표본으로 SPSS 12.0을 이용하여 검증되었다. 연구결과, 윤리적 리더십은 상사신뢰에 정(+)의 영향을 미쳤고, 상사신뢰는 조직시민행동에 정(+)의 영향을 미쳤다. 상사신뢰는 윤리적 리더십과 조직시민행동 간에 완전매개효과가 있는 것으로 나타났으며, 윤리풍토는 윤리적 리더십과 조직시민행동 간에 조절효과가 있는 것으로 나타났다. 연구결과를 바탕으로 시사점과 연구의 한계점 및 향후 연구방향을 제시하였다. The purpose of this study was to examine the effects of ethical leadership on trust in supervisor and organizational citizenship behavior, and to examine the mediating effects of the trust in supervisor, and to examine the moderating effects of the ethical climate. In order to verify the relationships, mediating effect, and moderating effect. data were collected from 277 employees working in firms at Changwon City. SPSS 12.0. and AMOS 5.0. The findings are as follows: Firstly, there was a positive relationship between ethical leadership and trust in supervisor. Secondly, there was also a positive relationship between trust in supervisor and organizational citizenship behavior. Thirdly, trust in supervisor was a full mediating effect on the relationship between ethical leadership and organizational citizenship behavior. Finally, the ethical climate was a moderating effect on the relationship between ethical leadership and organizational citizenship behavior.

        농촌계획 : 내생적 지역발전을 위한 향토산업육성사업의 정책모형에 관한 연구

        This study postulates a partial mediation model(study model Ⅰ) and a whole mediation model(study model Ⅱ) to examine the effect on endogenous rural development of local innovation capability strengthening in the local industry promotion project, the establishment of promotion system, and the revitalization of local economy. To accomplish study purposes, 169 response samples from 85 project groups which drive the local industry promotion project were verified using SPSS 12.0 and AMOS 5.0. The results showed that in the partial mediation model, the local innovation capability strengthening had a significantly positive effect on the establishment of promotion system, the establishment of promotion system had a significant effect on the revitalization of local economy, and the revitalization of local economy had a significant effect on the endogenous rural development, while the establishment of promotion system and local innovation capability strengthening didn`t have effect on the endogenous rural development. In the whole mediation model, the local innovation capability strengthening had a significant effect on the revitalization of local economy, the establishment of promotion system on the revitalization of local economy, and the revitalization of local economy on the endogenous rural development. According to the verifications of study model Ⅰ and Ⅱ, the endogenous rural development is achieved after the revitalization of local economy through the establishment of promotion system and the local innovation capability strengthening. From these results, this study presents suggestions, limits of study and directions in the future study.

        셀프리더십이 서비스품질에 미치는 영향에 대한 상사신뢰의 매개효과 검증

        The purpose of this study verifies: the relationships between self-leadership and service quality, and mediator effect of the trust in supervisor. In order to verify the relationships and mediator effect, data obtained from 572 workers engaged in medical institutions at Ulsan Metropolitan City were analyzed by using SPSS 12.0, AMOS 5.0. The findings are as follows: First, the relationships between self-leadership and trust in supervisor is positively related. Second, there was also a positive correlation between the trust in supervisor and service quality. Third, the relationships between self-leadership and service quality is positively related. Finally, the trust in supervisor played as a partial mediator on the relationship between self-leadership and service quality. Based on these findings, the implications and the limitations of the study were presented including some directions for future studies.

        향토산업육성사업의 자가진단모델 개발에 관한 연구

        This study proposes a self-assessment model and its implementing procedure for the local industry promotion project, the purpose of which is to develop strategies for successful carrying-out of the project by diagnosing carrying capacities of its interested parties. The model, developed principally based on Eckes` Q ×A=E Evaluation Model, was applied to 85 project-concerned persons which had been participated in the local industry promotion project from 2009 to 2011. Through the applicability test works of this model, its usefulness and importance for better implementation of the project was ascertained, especially to reflect cultural changes of project actors positively. The actors` recognition level of the project should be one of the critical factors for the successful implementation of the local industry promotion project. So, the higher understanding in the local industry promotion project, the more positive assessment in all respects of the project. Finally, it should be considered that the assessment results might differ for the same assessment standards from assessers` different perspectives.

        윤리적 리더십과 심리적 임파워먼트 및 조직몰입과의 관련성 연구

        본 연구는 윤리적 리더십이 심리적 임파워먼트와 조직몰입에 미치는 영향과 심리적 임파워먼트의 매개작용을 연구했다. 연구목적을 달성하기 위해 창원시의 제조업 종사자 277명의 응답을 표본으로 SPSS 12.0와 AMOS 5.0을 이용하여 검증하였다. 연구결과, 윤리적 리더십이 심리적 임파워먼트와 조직몰입에 정(+)의 영향을 미쳤으며, 심리적 임파워먼트도 조직몰입에 정(+)의 영향을 미쳤다. 그리고 심리적 임파워먼트는 윤리적 리더십과 조직몰입 간의 관계에 있어서 부분 매개작용을 하였다. 연구결과를 바탕으로 시사점과 연구의 한계점 및 향후 연구방향을 제시하였다. The purpose of this study was to examine the effects of ethical leadership on psychological empowerment and organizational commitment, and to examine the mediating effects of the psychological empowerment on the relationships between the ethical leadership and organizational commitment. In order to verify the relationships and mediating effect, data were obtained from 277 employees working in firms at Changwon City were analyzed by using SPSS 12.0. and AMOS 5.0. The findings are as follows: First, there was a positive relationship between the ethical leadership and the psychological empowerment. Second, there was also a positive relationship between the psychological empowerment and the organizational commitment. Third, there was a positive relationship between the ethical leadership and the organizational commitment. Finally, the psychological empowerment was a partial mediator on the relationship between the ethical leadership and the organizational commitment. Based on these findings, the implications and the limitations of the research findings were discussed, and recommendations for future research were provided.

        특별지방자치단체의 독립성에 관한 연구 : 한국·일본·독일·스위스 사례분석을 중심으로

        본 연구는 유연한 권역별 균형발전전략인 메가시티(Mega City)구축의 추진체계인 특별지방자치단체의 독립성 수준을 분석하는 것에 일차적 목적이 있으며, 그 분석결과를 바탕으로 특별지방자치단체 규약의 제도디자인 과정에 대안적 시사점을 제시하고자 하였다. 연구목적 달성을 위해 본 연구는 한국, 일본, 독일, 스위스 4개국의 대표적인 특별지방자치단체의 독립성에 영향을 미치는 제도적 요인들 법적지위, 구성원, 의결기관, 집행기관, 사무기구, 사무체계, 재정수입원 등의 차원에서 분석하였다. 그 분석결과를 한국 특별지방자치단체를 중심으로 요약하면 다음과 같다. 첫째, 한국 특별지방자치단체는 공법인으로 설치하고 있으며, 법적지위 차원의 독립성은 일본, 독일, 스위스 등과 유사한 수준에 있다. 둘째, 한국 특별지방자치단체는 지방자치단체를 그 구성원으로 하고 있으며, 구성원 차원의 독립성은 일본과 유사한 수준에 있다. 셋째, 한국 특별지방자치단체 의결기관은 구성자치단체의회에 의해 선출된 의원들로 구성하고 있으며, 의결기관 차원의 독립성은 역시 일본과 유사한 수준에 있다. 넷째, 한국 특별지방자치단체 집행기관은 의결기관에 의해 선출하고 있는데, 집행기관 차원의 독립성은 구성자치단체장 스스로 집행기관을 선출 하고 있는 일본보다는 그 수준이 더 높다. 다섯째, 한국 특별지방자치단체 사무기구는 자체직원과 파견직원으로 구성하고 있는데, 사무기구 차원의 독립성은 파견직원을 근간으로 구성하고 있는 일본보다는 그 수준이 더 높다. 여섯째, 한국 특별지방자치단체 사무체계는 위임사무 중심으로 구성하고 있는데, 역시 위임사무중심의 일본 독립성과 유사한 수준이다. 일곱 번째, 한국 특별지방자치단체 재정수입원의 근간은 구성자치단체의 분담금인데, 그 재정수입 독립성 역시 분담금을 근간으로 하고 일본과 유사한 수준이다. 이러한 독립성 수준을 제고할 대안으로 독일과 같은 사무총장제도, 목적교부금제도 등의 도입을 고려할 수 있을 것이다. The main purpose of this study is to analyze the level of independence of special local governments, which is the promotion system for the establishment of a mega city, a flexible regional balanced development strategy, and based on the analysis results, It was intended to suggest alternative implications for the institutional design process. In order to achieve the research purpose, this study examines the institutional factors affecting the independence of representative special local governments in Korea, Japan, Germany, and Switzerland. Analyzed in terms of income sources, etc.

        경영품질의 선행요인과 결과요인: 제조업 종사자를 대상으로

        The objective of this study ware to explore the antecedent and consequences of management quality and to examine the mediating effects of the management quality on the relationship between antecedent and consequences. In order to verify the relationships and mediating effect, data were obtained from 328 employees working in firms at Jinju, Masan, Changwon City were analyzed by using SPSS 12.0. and AMOS 5.0. The findings are as follows: First, antecedent(psychological ownership) was positively related to management quality. Second, there were also positive relationship between management quality and consequences(employee`s attitude). Third, there were also positive relationship between psychological ownership and employee`s attitude(job satisfaction, organizational commitment). Finally, management quality was a partial mediating effect on the relationship between psychological ownership and employee`s attitude. Based on these findings, the theoretical and practical implications and limitations are discussed in conclusion.

        심리적 자본이 사회적 지지와 심리적 안녕감에 미치는 영향

        본 연구는 종사원의 심리적 자본이 사회적 지지와 심리적 안녕감에 어떠한 영향을 미치는지와 심리적 자본과 심리적 안녕감 간의 관계에서 사회적 지지가 매개작용을 하는지를 파악하여 기업이 나아가야 할 방향을 제시하였다. 연구목적을 달성하기 위해 창원시의 제조업 종사자 275명의 응답을 표본으로 SPSS 12.0과 AMOS 5.0을 이용하여 검증되었다. 연구결과, 심리적 자본은 사회적 지지와 심리적 안녕감 각각에 정(+)의 영향을 미쳤으며, 사회적 지지도 심리적 안녕감에 정(+)의 영향을 미쳤다. 그리고 사회적 지지는 심리적 자본과 심리적 안녕감 간의 관계에 있어서 부분 매개작용을 하였다. 본 연구는 심리적 자본에 대한 이론을 보완하고 확장하였으며, 동시에 조직구성원들의 심리적 안녕감을 높이기 위한 새로운 모델을 제시하였다. 또한 실무적으로, 기업은 조직구성원의 심리적 안녕감을 제고하기 위해 개인의 심리적 자본을 개발하고 관리하며 사회적 지지를 증가시켜야 함을 시사한다. 연구결과를 바탕으로 연구의 한계점 및 향후 연구방향을 제시하였다. This study had two purposes. The first purpose was to examine the effect of psychological capital on social support and psychological well-being. The second purpose was to examine mediating effect of the social support between psychological capital and psychological well-being. For the study, the data was collected from convenient sample of 275 employees working in firms at Changwon City. The research was conducted by using SPSS 12.0. and AMOS 5.0. The results of the study are as follows: First, psychological capital positively affects social support. Second, social support positively affects psychological well-being. Third, psychological capital positively affects psychological well-being. Finally, the social support was a partial mediating effect on the relationship between psychological capital and psychological well-being. This study contributes to our understanding of psychological capital and psychological well-being research by suggesting an alternative analytical model, highlighting the role of psychological capital and social support. This study suggests that developing the psychological capital of employees in a organization and effective social support system are required for better psychological well-being. Based on these findings, the limitations of the study and some directions for future studies were presented.
