        서울시 매입임대주택 거주자 특성 및 정책효과 실증분석

        The purpose of this study is to identify the characteristics of residents for purchased public housing in Seoul, using empirical panel data. The scope of the study will be targeted at the Seoul, as of 2017. The research method includes literature review, statistical analysis, and spatial analysis using QGIS software program. The data used in the research is the Panel Survey of Public Housing in Seoul(2017). The main results of the research are briefly summarized as follows; Firstly, Living in a housing with an increased area compared to the previous housing. Secondly, they can live for a long time with low rent. The burden on housing costs is 71.8% in the case of the deposit. Thirdly, there is little concern about social stigma. Purchased public housing was found to be good in terms of stigmatization due to low-income clusters. Lastly, the accessibility in the city center was good condition. In particular, commuting time was 34.79 minutes on a one-way basis, saving about 4 minutes compared to other types of public housing.

        서울시 무주택 청년가구의 주거지원 정책이용 의사 영향요인 분석: 가구 및 정책특성을 고려하여

        This study investigates what influences the 2030 households' intention to utilize housing support policies for the younger generation. Using the logistic regression model, our empirical results show that the 'the recognition of youth housing support projects', 'the housing occupation', 'employment type', 'housing type', and 'age' factors have a significant effect on the intention to use the housing support policies. Specifically, the intention is positively associated with economic activity, one-room residence, monthly rent, employment status during the Covid-19 period, and policy recognition, while negatively related to age. In addition, willingness to use the housing support policies is greater when respondents lived in a studio, lived on a monthly rent, recognized the policy, and improved their employment status. The results suggest that housing support programs need to be expanded and improved. Moreover, information on housing support policies should be efficiently delivered to eligible households, and more sophisticated housing support policies should be provided for young people early in their careers.

        신경망분석을 활용한 비주택 고령자 1인 가구의 공유주택 거주 의향에 미치는 중요 요인 분석

        본 연구에서는 주택이외 거처에 거주하는 고령자 1인 가구의 공유주택 거주의사에 미치는 중요 요인을 분석하여 고령자 맞춤형 공유주택 유형 개발 및 공급 계획의 방향성과 정책적 시사점을 제시하고자 한다. 이를 위하여 인공신경망(Artificial neural network) 다층퍼셉트론(Multi-layer Perceptron) 모형을 연구의 방법론으로 사용하였으며, 신경망 분석으로 산출한 노드별 가중치 값을 가중치 분할법을 사용하여 중요도 분석을 실시하였다. 분석결과, 주택 이외의 거처에 거주하는 고령자 1인 가구의 공유주택 거주의향에 상대적으로 중요한 영향력을 미치는 요인들은 수도권 거주 여부, 퇴거위협, 점유형태, 공공임대주택 입주의사, 이웃과의 관계 순으로 나타났다. 분석결과를 바탕으로 한 정책적 시사점으로 첫째, 수도권을 중심으로 한 고령자 맞춤 공유주택 공급이 필요한 것으로 판단된다. 둘째, 주거 안정성 측면에서 공공 공유주택 공급이 필요하다. 셋째, 공동체 의식의 회복 차원에서 고령자 공유주택 공급 확대는 필요한 것으로 판단된다. 향후 연구에서는 신경망이 가지는 블랙박스(Black box) 한계를 줄이고 정확도 높은 예측을 하는 방향으로 연구를 추진할 필요가 있을 것으로 사료된다. This study aims to examine the major factors of the intention to live in shared housing while focusing on the elderly single person households who live in non-housing accommodation. As an analysis method, Artificial Neural Network (ANN) multi-layer perceptron model was computed. The major findings are as follows: The analysis found that the important factors that affect the intention to move to shared housings are 'Living in Seoul Metropolitan Area (SMA)', 'Threat of eviction', 'Occupancy type', 'Intention to move to Public Rental Housing (PRH)' and 'Relationship with neighborhoods'. As implications of the results of the study, it might be necessary to provide an elderly-friendly shared housing model in SMA when relating to the 'aging in place'. Finally, the public sectors should focus on increasing the supply of the elderly customized shared housing in order to revitalize the sense of community.

        도시재생활성화 및 지원에 관한 특별법 제정에 따른 서울시 및 SH공사의 대응방향

        The Spatial Act on the Promotion and Support of Urban Regeneration took effect on Dec. 5, 2013. It is a turning point in the urban regeneration initiatives of Seoul that Changshin and Sungin Newtown Release Area is designated as a flagship project in Seoul. The study examines Seoul Metropolitan Government(SMG)’s capability of dealing with urban regeneration initiatives and the role of SH Corporation in their process. It also aims to propose a model of urban regeneration project in Seoul. SMG and SH Corporation can play a significant role in five major areas including increasing Happyhouse supply by utilizing existing housing stock that both SMG and SH Corporation own, establishing and managing the Urban Regeneration Support Center suited for district’s conditions, establishing public service facilities for connecting adjacent areas, providing cooperative rental housing combined with workplace, and making safe communities and managing the SH Housing Management Center. It is expected the flagship project of Changsin and Sungin becomes a catalyst for carrying out the public sector’s urban regeneration projects more reasonably.

        이항로짓모형을 이용한 가로주택정비사업 찬반에 미치는 영향요인에 관한 연구

        1. CONTENTS (1) RESEARCH OBJECTIVES The purpose of this study is to analyze the determinant factors of owner's decision whether they agree or oppose for the block-unit housing rearrangement projects. (2) RESEARCH METHOD This research did a logistic regression analysis based on the survey data collected from Dongdaemun district in Seoul. and using program of SPSS 21. (3) RESEARCH FINDINGS As result of this analysis, the study shows that determinant variables of the promotion decision of owner's in the block-unit housing rearrangement projects; area for exclusive use, age, number of household member, living with children, former real estate value, monthly income, possession of a car, residence period, emotional closeness, resident welfare facilities. 2. RESULTS From now on, ①In order to activate business it needs to improve its business understanding through education and promotion inhabitants briefing session. ②Additional share of the expenses is required for a loan with a lower interest rate that residents want to live continuously. ③The higher the affinity between neighboring showed a positive impact on the project. and it is necessary to consider at the same time during the project such as established community, convenience facility of residents. 본 연구는 소규모 정비사업인 가로주택정비사업의 사업추진 의사결정요인에 대해 분석하였다. 분석방법은 설문조사를 통해 측정변수들의 자료를 수집한 뒤 요인들에 대한 가설을 설정하고 통계패키지 SPSS 21을 이용하여 이항로짓모형 분석을 실시하였다. 그간 정비사업 찬반과 관련한 연구는 꾸준히 이루어져왔으나 대규모 사업방식이 아닌 소규모 정비사업의 토지등소유자 의사결정요인을 살펴본다는데 기존연구와 차별성이 있다. 분석결과는 다음과 같다. 전용면적, 종전부동산가액, 차량보 유여부, 거주기간, 친밀여부가 긍정적(+) 영향을 미치는 것으로 나타났다. 반면, 연령, 가구원수, 자녀여부, 월소득 요인들은 부정적(-) 영향을 미치는 것으로 확인했다. 분석결과를 통해 다음과 같은 시사점을 도출하였다. 첫째, 사업찬반 의사결정 시 자본이득 보다 지역에 오래 거주하고자 하는 주민특성을 고려해야 한다. 둘째, 사업의 재정적 안정성 부분에 있어 기금, 역모기지 등 다양한 금융상품이 소규모 정비사업과 결합이 필요하다. 셋째, 주민참여형 재생사업임을 감안할 때 친밀도가 높을수록사업추진이 원활하게 진행됨에 따라 공동체를 고려한 정비사업 형태로 추진해야 할 것이다.

        서울시 지구단위계획의 운영실태 및 개선방안 연구

        본 연구는 종로 4·5가 지구단위계획을 중심으로 실제적으로 어떻게 운영되고 있는지 알아보고자 한다. 공공부문 및 민간부문의 계획지침 요소들 중 신축건물을 대상으로 계획수립과 실행이 적정하게 이루어지고 있는지 살펴보는 것이 주요 목적이다. 문헌조사, 인터뷰, 현장조사를 통해 1983~2003년까지 건축허가 및 사용 승인 된 89건의 사례와 5곳의 집중 사례를 검토한 결과 ① 건축선후퇴공간의 세부적인 운영 지침 마련, ② 공개공지 등에 관한 지침 및 인센티브제도 마련, ③ 공동건축의 규제를 최소화 하여 불가피한 계획의 변경 최소화, ④ 대지형상을 고려한 단위규모 설정, ⑤ 불허용도에서 허용용도 방식 으로 전환될 필요가 있었으며 무엇보다 이해당사자인 주민이 참여하는 계획으로서 유도정책이 요구 된다. The purpose of this study is to evaluate whether and to operating practically around the targeted designated district unit planning area. Jongno 4 and 5 are looked at district unit planning as the main case. Evaluation was tried to target the private sector and the public sector substantially new building work of planning guidance elements of these characteristics are viewing this empirically examine whether what appears in reality the main purpose. Literature review, interviews with staff, through a field study examined the use and construction permits approved in 89 cases and five cases of intensive practice from 1983 until 2003. ① provided detailed operating instructions of the retreat space of building line ② establish guidelines and incentives relating to public space, ③ the joint construction minimizes changes inevitable plan to minimize regulation ④ Unit sizing considering the ground shape ⑤ disallow usage allowed by the usage to be switched in such a way. and induction policy is needed as a citizen participation plan.

        구미시 하수처리 방류수가 하류 하천 영양염류에 미치는 영향: 부하량 비교

        This study investigated water quality of effluents and stream from the sewage treatment plants located at Gumi Complex 4, Gumi, and Wonpyeong in Gumi. Downstream region was found to increase the concentration of nutrients for sewage treatment plant effluent. Both phosphorus and nitrogen were accounted most as soluble form. In particular, the high ratio of dissolved effluent of sewage treatment plants were investigated. In the streams, Phosphorus concentration was high during rainy season and nitrogen concentration was high in the dry season. Sewage treatment plant effluent was relatively less microbial activity and nutrient concentrations were higher in the winter. TN/TP ratio was the highest in the upstream region and the lowest in the sewage treatment plant effluent. The effect of the nutrient matter from a discharge of a sewage treatment plant on rivers varied depending on the size of the river and the treatment plant. However, the influence of the concentration was greater than that of flowrate. Sewage treatment plant effluent loads phosphorus, nitrogen accounted for 8% and 6% respectively at the point N3 of the Nakdong river.

        장기미집행 도시계획시설의 해지 및 용도변경에 따른 개발이익 추정에 관한 연구

        Urban plan facilities unexpected in long-term is providing violation of the ownership right by the prolongment of the project because of the cost. By the decreasing number of the student because of low birth rate nationally, school facilities has been designated but discharged as urban planning facilities. Comparing with the Regarding negotiation system, betterment based on the case of canceled as school facilities to be developed and the following is the result. First, according to each analysis type, betterment has been analyzed variously from 38.9% to 512.0% comparing with officially assessed land price. Second, analyzed by each method of rezoning was shown from 42.5% to 622%, considering the increase rate of land price by developing was shown from 54.6% to 971.9%. Third, considering the charge for development and the increase rate of land price was shown from 3.5% to 128.9%. It would be used by the basic research about proper betterment estimation rate for the future betterment recapture.
