외국의 사회정서학습이 우리나라 인성교육 정책에 주는 시사점: 미국·영국·싱가포르 사례를 중심으로

우리나라의 인성교육은 학교폭력, 학업중단, 청소년 자살과 일탈행동 등의 문제를 근본 적으로 해결하기 위해 도입·시행되고 있다. 이러한 청소년 문제는 모든 국가가 직면하고 있으며 이를 해결하기 위해 각 국은 사회정서 역량을 강화하는 교육과정을 운영하고 있다. 사회정서학습은 학생들의 자기 인식·관리 및 타인 인식·관리 역량 강화를 통해 의사소 통과 갈등해결 능력을 향상시키는 프로그램으로 학업성취도 향상에도 기여한다. 사회정서 학습이 추구하는 핵심 역량은 우리나라의 인성교육이 지향하는 역량과 궁극적으로 일맥 상통한다. 따라서 미국, 영국, 및 싱가포르의 사회정서학습 도입과정과 추진 현황 그리고 교육과정 사례에 대한 검토는 우리의 인성교육 정책 추진에 많은 시사점을 준다. 먼저 외국의 다양한 프로그램의 운영처럼, 우리 실정에 적합한 인성교육 역량 개발을 위한 프로그램의 계발과 보급이 시급하다. 다음으로 인성교육의 방향은 사회정서학습 역량을 강화를 중심으로 전개되어야 한다. 셋째, 인성교육은 별도의 교육활동이 아니라 기존의 관련 교과나 교육과정 속에서 실시되어야 효과적이다. 넷째, 학급운영 및 학급훈육도 인성교육의 중요한 영역이다. 다섯째, 인성교육은 학교뿐만 아니라 가정과 지역의 협력적인 관계 속에서 이루어져야 한다. 여섯째, 취약계층 및 학교 밖 학생을 대상으로 한예방적 차원의 인성역량 강화 교육도 절실하다. 끝으로 인성 역량 중심의 교육과정 개편도 고려해야 한다. The character education has been introduced and implemented to solve the fundamental social and school problems: bullying at school, suspension of studies, adolescences suicide, misbehavior, and so on. Not only in Korea but also in all countries around the world are faced with these student-related problems. More and more foreign countries are grappling with the subject and running a high specialized curriculum in oder to strengthen students SEL(Social Emotional Learning) competencies. SEL is a program for developing and enhancing students self-awareness and self-management, social awareness and relationship management, and communication and conflict resolution ability. It has proved to be very conducive to improving academic achievement. Core competencies which SEL seeks to improve are very similar to those which Korean character education does. Thus, many implications are provided by the current state and curriculum of foreign SEL programs: the SEL program in US, the SEAL program in UK, and the CCE program in Singapore. These implications are summarized as follows. First of all, it is an urgent matter to develop and expand programs for character education competencies that best suits our student and school in reference to foreign SEL programs. Next, character education should be implemented for the purpose of intensifying students SEL competencies. Third, it is more effective to execute character education in the relevant subjects or curriculum. Fourth, classroom management and classroom discipline are significant areas of character education. Fifth, the cooperative relationship between family, school, and community for character education should be forged in advance. Sixth, vulnerable and out-of-school students ought to receive special education for improving character or SEL competencies. Finally, the reconstruction of curriculum is required and should be based upon the character competencies.

인성교육의 실천적 방법으로서 학급훈육 결정 모형 연구: 학급훈육 이론을 중심으로

이 글의 목적은 인성교육을 위한 실천적 방법으로 다양한 학급훈육 이론을 검토하고 학급훈육방법 결정모형을 제안하는 데 있다. 이를 위해 먼저 연대순으로 학급훈육의 특징과 학급훈육의 발전에 기여한 훈육이론을 개괄적으로 탐색하였다. 다음으로 이 연구는 교사 각자에게 적합한 학급훈육방법 결정을 위해 자주 논의되는 외국의 8가지 모형을 제시하였다. 마지막으로 이들 모형 중에서 Edwards & Watts의 모형을 보완하고 학교를 사회체제로 간주한 Hoy & Miskel의 모형의 특징을 반영한 학급훈육의 방법결정을 위한 ‘종합적인 사회체제 모형’을 제안하였다. 본 모형을 통해 교사가 자신에게 적합한 훈육방법을 합리적으로 결정하게 되면 학생의 문제행동 감소와 학급분위기 향상에 기여할 것이다. 아울러 이 글은 연구자들이 다양한 학급훈육이론에 관심을 가지고 국내의 교육환경과 풍토에 적합한 학급훈육이론과 학급훈육 결정모형을 연구하는 계기를 제공할 것이다. The objective of this article is to review various classroom discipline theories as a practical method for character education and to develop an effective discipline decision model. To this end, this study first explores the characteristics of classroom discipline chronologically and researches discipline theories that have contributed to the development of discipline. Next, this research presents eight models that are frequently discussed to determine an appropriate discipline method for each teacher: Lewis' Philosophical Perspectives, Konza, Grainger, & Bradshaw's Behavior Management, Edwards & Watts' Comprehensive Discipline Model, Richmond's Four Behavior Management Approaches, Porter's Discipline Theory Continuous Model, Miles' Leading Philosophical (theoretical) Foundation Model, Burden's Classroom Management Taxonomy Model, and Lyford's Classroom Management Model. Finally, this paper proposes a comprehensive ‘social system model’ of classroom discipline that supplements Edwards' model and reflects the characteristics of Hoy & Miskel's model which regards school as a social system. This study, which determines the method of discipline that is beneficial for both teachers and students, will not only improve the teaching and learning environment, but also improve academic achievement and reduce disruptive behaviors in the classroom and the school. In addition, this paper will give researchers an opportunity to study the discipline theories and discipline decision models suitable for domestic education environments and climates with interest in foreign discipline theories.

사회정서 관계에 기반을 둔 학급운영의 접근방법 연구

이 글은 20세기 중반부터 중요성이 강조되고 있는 학급운영 의 다양한 접근방법에 주목한다. 학급운영의 다양한 접근방법이 실제 수업에서 어떻게 적용되는 지를 검토해 봄으로써 학급운영의 발전 방향을 모색하는 것이 본 논문의 목적이다. 이를 위해 서론에서는 학급운영과 학급훈육의 개념 및 관계를 검토한다. 본문의 주요 연구 내용은 다음과 같다. 첫째, 학급운영의 다양한 접근방법은 크게 세 유형으로 분류된다. 그 세 영역은 교사의 직접개입, 교사.학습자의 상호협력과 존중, 그리고 학습자의 존엄과 자율성 인정으로 구분된다. 둘째, 학급운영 접근방법들이 실제 수업에서는 종합적이고 절충적으로 사용된다. 셋째, 교사와 학습자의 사회적 관계 및 정서적 관계가 점차 중요해 지고 있기 때문에 효과적인 수업을 위해서 사회정서 관계에 기반을 둔 학급운영 접근방법을 제안하다. 국내에서는 학급운영에 대한 연구가 미흡하다는 점에서 이 글은 학급운영에 대한 실천적이고 질적인 연구와 논의를 확산시키는 계기를 제공할 것이다.

Current status of the resource circulation system in industrial complex has been investigated and the suggestions for its improvements are presented focusing on the EIP. In order to set up the resource circulation society, a new approach is preferentially required. One of the laws of ecology is that everything is concerned to everything else. An approach that is based on an ecological framework and incorporates economic and environment dimensions would provide a different and comprehensive view of the huge flows of materials among the industries and industrial complex. We take aim at introducing the practical uses of EIP technology to improve the environmental problems from industrial complex. This study consists of four sections. Section 1 focuses on the background of the EIP. Section 2 outlines the concept of EIP and the successful cases of developed countries. Section 3 examines the opportunities that are currently available for the North-Kyungpook province. This section also outlines the government's policies for the EIP. The following recommendations were developed as a result of the study: ① common vision, ② partnership, ③ clustering and ④ netwoking. These recommendations could form the starting point for EIP. The final section deals with overall conclusions and a brief summary of the recommendations mentioned in the previous sections.
