기후변화협약에 대응한 해외조림사업 추진체계 개선방안

With the effectuation of United Nations Framework Convention on Climate Change(UNFCCC) and Kyoto Protocol in 2005, ever growing concern on the importance of overseas forestation is diffusing worldwide. However, fierce international competition to secure overseas forestation sites, inherent uncertainty in UNFCCC or overseas forestation projects, and imbalances among policies on overseas natural resources development make it difficult to realize Korean long-term overseas forestation objective to secure 1 million ha by 2050. In view of necessity of overseas forestation projects for sustainable forest management and securing sinks of carbon to mitigate climate change, various efforts to reform current Korean overseas forestation systems are required. This study suggests several alternatives to improve current Korean overseas forestation systems including expanding financial support for overseas forestation projects, cultivating overseas forestation experts, establishing official organization for overseas forestation, constructing effective support system for overseas forestation projects, fostering international cooperation in the field of forest resources, and so on. Many theoretical, empirical or policy-oriented studies on the influences of UNFCCC and countermeasures on it in various Korean industries should follow this study.

한방간호 관리체계 연구

The purpose of this study is to investigate the present conditions of nursing investment contents, its conversion process, and output in Oriental University Medical Center, Korea to get good qualified Oriental nursing result which is the ultimate purpose of the Oriental nursing management, and to develope a matrix of Oriental nursing management system on the basis of that project. The subjects for nursing investment and output contents were eighteen nursing directors in eleven Oriental University Medical Center and two hundred thirty-nine nurses with three years and over experience in Oriental medical center. The subjects for Oriental nursing organization, human affair management, and control function were nineteen Oriental medical center in Oriental University Medical Center, Korea. Data were collected from November, 2002 to February, 2003 with questionnaire. Data analysis was done by SPSS PC+12 program. Frequency, percentage, and minimum/maximum values were used for investment contents, and frequency and percentage were used for conversion process and output contents.

한ㆍ중 전자상거래정책에 관한 비교연구

IT기술의 급속한 발전 및 전통적인 무역방식과의 비교에서 국제무역 전자화가 지니고 있는 독특한 문제점과 전문성으로 고려하여 볼 때, 그동안 수행했던 무역정책과 방법으로는 더 이상의 발전을 기대하기는 어려운 것이 사실이다. 뿐만 아니라 전자상거래에서 발생할 수 있는 불완전한 인증 및 결제제도, 소비자 보호, 개인정보의 노출 등과 관련한 문제점들이 많이 발생하고 있는데 이는 전자상거래의 환경에 맞는 법ㆍ제도 등의 정비가 시급하다. 이에 본 논문에서는 국제기구에서 주로 논의되고 있는 이슈화되고 또한 네트워크를 통하여 국가라는 장벽을 뛰어넘어 양국 간의 이용자에게 직접적인 영향을 끼치는 분야에 대하여 비교ㆍ분석하여 중국의 전자상거래 문제점과 활성화 방안을 모색하였으며, 더 나아가 정책적 개선방안을 제시하여 양국 간의 전자상거래 활성화에 기여하고자 연구를 진행하였다. Recently, considering the important role of e-Commerce in the national and worldwide economic development, many countries in world and the international institutions have debated actively over the necessity of support or regulation of e-Commerce. In this context, to find solutions to promote e-Commerce in Korea and China, this thesis investigates the status and characteristics of e-Commerce and compares the e-Commerce policies in two nations. Especially, this study focuses on the improvement of policy measures of Chinese government, which drives various e-Commerce related policies to catch up e-Commerce development of advanced countries including Korea. According to the literature survey and analyses of data from the Internet, e-Commerce development in China is still in the early stage compared to that of Korea and has many significant problems. First, e-Commerce related laws and regulations are not prepared well, and policy making process lags behind technological application. Secondly, settlement or security infrastructure for e-Commerce is not constructed yet. Thirdly, China can not adopt timely global e-Commerce standards and lacks new technology standard. Lastly, excessive government regulation" restrict various information exchanges and free business minds of business circles. To solve these problems inhibiting e-Commerce development in China, first of all, Chinese government needs to adopt appropriate laws and regulations covering various e-Commerce issues including tax and customs, electronic signature and certification, e-Commerce standards, and consumer protection and privacy, etc. Secondly, Chinese government hasten to construct settlement or security infrastructure to support various e-Commerce including B2B, B2C and B2G. Thirdly, active participation in international discussions on e-Commerce development in the international institutions is needed, to reflect realities current situations of China to adopt global e-Commerce standards and to standardize new technology. Lastly, Chinese government should moderate excessive regulation on e-Commerce. In conclusion, to promote e-Commerce between Korea and China, governments of two countries need to cooperate closely in various e-Commerce issues, including tax and customs, electronic signature and certification, e-Commerce standards, and consumer protection and privacy, etc. Finally, this study suggests some cooperative policy measures including information exchanges based on tax treaty, exemption of tariffs on e-Commerce, cooperation in adoption of e-Commerce standards, concluding MOU(memorandum of understanding) on mutual authentication of privacy, interoperability of certification system, cultivation of e-Commerce experts in Korea and China, and activation of Electronic Commerce Promotion Council of Korea and China to discuss on the various e-Commerce issues.

배면침하 영향을 고려한 보강토 옹벽의 I 형 연결시스템 강도 평가

본 연구에서는 기존의 보강토 옹벽의 주요부재인 블록과 지오그리드간의 문제점인 파손을 최소화하고 배면지반의 수직변위를 허용한 I형 연결판을 사용해 적용성을 살펴보았다. 접속방법의 변화로 지오그리드를 약 700㎜경감시킬 수 있었으며, 실내역학 실험을 통해 연결부의 연결강도는 실험에 사용한 지오그리드의 최대광폭인장강도의 53%로 나타났다. 이는 실내실험의 한정된 모사로 인한 결과로 현장조건에서 지지부재의 역할을 고려할 때 우수한 연결강도를 나타낼 수 있을 것으로 판단된다. This paper describes the applicability of geogrid with I-type coupling system, which permits vertical displacement on back fill ground of the reinforced retaining wall and also minimize the damage between block and geogrid. The improvement of coupling method allowed the reduction of approximately 700 ㎜ in the existing geogrid, and as a result, the tensile strength at the coupling joint showed approximately 53% of the maximum tensile strength. It is expected from the laboratory investigations that the coupling strength of geogrid with the combination of in-situ supporting material should be predominant in the field condition.

한국교원교육학술지 연구 동향 분석 - 정권별 의미연결망 분석을 중심으로 -

‘한국교원교육학회’는 한국의 교원 교육에 관한 연구 및 협의를 통해 그 개선과 발전을 도모하고자 설립되었으며, 「한국교원교육연구(이하 교원교육연구)」를 연 4회 발간하고 있다. 교육행정 연구의 발전을 위해 설립된 여러 학회 중 하나로서 해당 학회의 정체성을 보다 분명하게 차별화하기 위해서는 발간 중인 학술지의 연구 흐름을 살펴볼 필요가 있다. 이에 본 연구에서는 이전의 선행 연구에서 시도되었던 분석 준거들뿐만 아니라 ‘의미연결망 분석기법’을 적용한 새로운 관점으로 「교원교육연구」의 연구 동향을 분석하였다. 특히, 학술지를 정권 시기별로 나누어 분석하여 각 정권의 교육공약과 실제 한국교원교육학술지에서 다루어지는 연구 내용의 유사성 및 관련성을 추론해보고자 하였다. 분석결과, 「교원교육연구」의 연구들은 각 정권에서 중점적으로 이슈화되었던 교육 주제들을 일부 반영하는 것으로 나타났다. 또한, 최근 현장 교원의 연구 참여가 늘어나는 추세를 보였으며, 이에 따라 실제 현장의 문제를 이론적으로 분석하는 연구의 비중도 함께 늘고 있었다. 본 연구에서는 분석결과를 토대로 한국교원교육학회의 정체성 확립을 위한 제언을 하였다. The Journal of Korean Teacher Education is quarterly published by The Korean Society for the Study of Teacher Education(KSSTE), the research association founded for improvement of teacher education study. There are other institutions established for the similar aim, development of educational administration research. Therefore, it is crucial to differentiate the identity of KSSTE from others, and analyzing research trends of the journal allows us to clarify the identity. This study aimed to look back on the research trend of the journal, especially using semantic network analysis that is allowing new and broaden perspective in reviewing research trends. Furthermore, we analyzed research topics by the regime and reasoned inductively the relation between research topics and educational policies of each regime. The conclusion of the study is as follows. It seems that the research topics of the journal have reflected educational issues at each period, and the proportion of theoretical-practical research was also increasing as the participation rate of field teachers increased recently. Based on the results of this study, suggestions were made for establishing the identity of The Korean Society for the Study of Teacher Education(KSSTE).

다문화관점에서의 탈북청소년에 대한 국가 교육정책 분석: 교육과학기술부를 중심으로

이 연구는 다문화적 관점에서 탈북청소년에 대한 국가 교육정책을 분석하여 교육정책의 방향성과 과제를 제시하는 것을 목적으로 한다. 이를 위해 탈북청소년의 교육적현황을 파악하고, 교육과학기술부와 탈북청소년지원센터의 추진계획과 성과보고서에 제시된 자료를 바탕으로, Banks가 제시한 다문화적 기준을 적용하여 분석하였다. 결론적으로 탈북청소년에 대한 교육적 정책 지원이 교육목표와 체계, 심리·정서·진로 상담에 대한 지원, 학습결손에 대한 지원, 교육과정과 교재의 개발, 교사의 연수, 학부모 참여, 지역사회 및 단체와의 연계 등에 대해 다문화적 관점에서의 방향성을 제안하였다. The purpose of this study was to analysis educational polities for the youth of North Korean immigraints and searched current status of this group, and then propose a conversion of direction and subject in the multicultual perspective. This study was searched current status of the youth of North korean immigraints and done by analyzing current polities with report of Ministry of Education, Science and Technology and The KEDI Educational Support Centre for North Korean migraints. in order to analysis, this study was based upon multicultual standard of Banks. As a result, this study was propose that educational polities for the youth of North Korean immigraints, there need to convert at educational aim, support system, psychological·emotional support and career counceling in the early stage of a adaptation, curriculum and textbook development, teacher tranning, program for parents, connection of local community and assocoation in the multicultual perspective.

무인자동차의 주행을 위한 국부지도 생성방법에 대한 연구

This paper deals with local map building method using obstacle detecting sensors such as laser scanner, camera, and ultra sonic sensor for unmanned ground vehicle(UGV). The UGV is consists of several systems. For example navigation system, obstacle detecting system, vehicle control system and arbiter system. Among the systems, obstacle detecting system is to detect obstacles in front of the vehicle using obstacle detecting sensors. These sensors generate various types of output data. So fusing sensors data is vary important. The local map is good for adding the sensors data. In this paper, we introduce our UGV systems and local map building method for sensor data fusing.

This article reports the results of a study investigating critical success factors for the development stage of e-business in venture firms in Korea and Taiwan. For Daedeok Valley Venture Firms, there were statistical significance found in the top management support factor, ability of organizational learning factor. It resource factor and competitor orientation factor according to the development stage of e-business. However, for in Hsinchu Science Park Venture Firms, there were not statistical significance found in the top management support factor, ability of organizational learning factor, customer orientation factor and competitor orientation factor according to the development stage of e-business.
