Policy evaluation utilization is a critical and social issue. The issue of evaluation utilization has emerged at the interface between science and action, between knowing and doing. It raises fundamental questions about human rationality, decision-making and knowledge applied to creation of a better world. Even though policy evaluation utilization is 11 critical Issue related with Creation of a better world through the effective policy making and implementation. As mentioned above, there -has been no attempt to system atically explore the factors influencing policy evaluation utilization and the types of evaluation utilization in the Korean government. This study explores the factors influencing policy evaluation utilization and the types of evaluation utilization of policy evaluation information resulted from the institutional evaluation carried out by the policy evaluation committee of Korean government. This study assumed government institutional evaluation as a program and developed program logic model as a11 analyzing framework to study the characteristic so the influencing processes among the important factors identified as the critical factors of policy utilization founded as the results of survey of the evaluation utilization literatures the order to collect research data this sttldyihtetviewedprofessionals and high ranking government officials who participated in government policy evaluations and high ranking government officials who ate supposed to Use policy evaluation results.
평가적 탐구로부터의 학습을 위한 정부조직의 준비태세 특성에 관한 연구

This study explores the organizational readiness characteristics for learning from evaluative inquiry in Korean government organizations. Organizational learning in a continuous process of organizational growth and improvement that is integrated with work activities, invoked the alignment of values, attitudes and perceptions among organizational members and uses information or feedback about both process and outcomes to make change. Evaluation conducted in support of organizational learning provides developing a community of inquirers, harnessing the knowledge capital of its members, and addressing problematic issues that face the organization. Based on the review of literatures, this study developed instrument to investigate readiness characteristics discussed above. The items on the instrument reflect the research on organizational learning and evaluation processes and practices. The results from the body of research suggest that an organization must have certain clements of the infrastructure in place if it is to truly support and encourage organizational learning. The instruments include culture, leadership, system and structure, communication, team and expectation for evaluation. By using this questionaire, data was collected from the Korean central government officials and local government officials. The instrument data were entered in a database and mean score calculated for each dimensions and subcategories. The results of analyzed data were interpreted.
