코로나19 긴급재난지원금과 복지정치: 복지, 증세, 그리고 기본소득에 대한 태도를 중심으로

코로나19 확산에 따른 경기위축에 대응하고 민생경제의 어려움을 극복하기 위해 2020년 4월 정부는 전 국민에게 긴급재난지원금을 지급하였다. 코로나19 긴급재난지원금은 전국민이 처음 경험한 보편적이고 현금 형태의 복지혜택이었다. 본 연구는 코로나19 긴급재난지원금이 한국의 복지정치에 주는 함의를 논의하였다. 이를 위해 본 연구는 복지정치의 미시적 기반이라고 할 수 있는 복지와 증세 그리고 기본소득에 대한 태도에 코로나19 긴급 재난지원금의 평가가 어떠한 영향을 미치고 있는지 분석하였다. 2020년 9월과 10월에 실시된 ‘사회보장과 기본소득 인식조사’ 자료를 분석한 결과 코로나19 긴급재난지원금에 대해 긍정적으로 평가할수록 복지지출 확대와 기본소득 도입 그리고 복지 확대와 기본소득을 위한 증세에 긍정적인 태도를 가지는 것으로 나타났다. 또한, 이러한 코로나19 긴급재난지원금의 긍정적 영향은 소득계층과 정치이념, 그리고 지지정당과 상관없이 일관되게 나타나고 있었다. 이러한 결과는 전 국민을 대상으로 지급한 코로나19 긴급재난지원금이 향후 한국 복지국가의 발전과 기본소득 도입을 위한 유의미한 지지기반을 만들어 낼 수 있음을 시사하고 있다. In April 2020, the Korean government decided to provide an emergency disaster relief funds to all households in order to cushion the economic difficulties caused by the COVID-19 pandemic. The COVID-19 emergency disaster relief funds was the universal benefits in cash that covered the entire population in South Korea. This study discussed implications of the COVID-19 emergency disaster relief funds for the welfare politics in South Korea. To do this, this study analyzed how the COVID-19 emergency disaster relief funds influence public attitudes toward welfare expansion, tax increase, and introduction of basic income. The analysis found that respondents are more likely to support for welfare expansion, introduction of basic income, and related tax increase, if they take a positive view of the COVID-19 emergency disaster relief funds. This findings was consistently significant across all income classes, political ideologies, and partisanship. These results indicate that the COVID-19 emergency disaster relief funds would create a significant support base for the welfare development and introduction of basic income in South Korea.
무소음화학팽창제를 이용한 구조물 해체시 균열진전 촉진을 위한 천공홀의 배치

해양암반이나 구조물 해체를 위한 전통적인 방법은 다이나마이트를 이용한 발파공법, 잭해머(Jackhammer)를 이용한 공법이다. 이러한 방법은 소음이나 폭발의 위험등으로 인해 사용에 많은 제약이 따른다. 이런 제한된 상황에서 사용할 수 있는 무소음화학팽창제(SCDA)의 사용이 증가하고 있는 추세이다. 그러나 무소음화학팽창제의 사용에 관한 규격이나 설계 및 시공에 대한 제안서는 현재 전무한 상황이다. 따라서 본 연구에서는 다양한 조건(구조물의 구속, 천공홀의 크기, 천공홀의 수 등)에서 콘크리트 구조물에 균열이 생성, 진전될 수 있는 최소요구팽창압을 예측하였다. For demolition of offshore facilities, traditional methods such as jackhammer and explosive methods have been often used in construction industry. However, prohibitions for use of those methods are becoming more rigorous especially in environmentally and historically sensitive areas. It was also reported that the explosive demolition method on maritime bedrock can cause a disturbance of ecosystem. For those reasons, use of soundless chemical demolition agent(SCDA) is getting the spotlight. However, researches regarding the mechanical point of SCDA have seldom performed. There is no industrial standard for use of SCDA yet. In this study, a pilot experimental study in order to measure the required expansive pressure that could be generated from SCDA was conducted. Numerical models were developed in order to estimate the required expansive pressures of SCDA for initiating cracks depending on selected key parameters. Obtained results indicate that the required pressure does not decrease linearly as increasing the hole diameter, the number of holes, and the ratio of hole-distance to hole-diameter.
비폭성 파쇄제를 이용한 구조물 파괴에서 재료강도에 따른 균열 진전 해석

One of traditional method for breaking large structures is the use of dynamite. However, such a blasting method has limitations due to noise and vibration problems. Recently, as an alternative to the blasting method, non-explosive demolition agents are considered to resolve the environment problems, In this study, we conduct a series of numerical simulations of breaking brittle structures that result from thermal expansion of the soundless chemical demolition agent (SCDA), one of non-explosive demolition agents. For two-dimensional semi-infinite structures, we observe the crack paths depending on the SCDA arrangement. Furthermore, we discuss the effect of material strength on breaking the structures.

In the demolition process of brittle structures, non-explosive techniques using expansive agents can be considered. Several holes are drilled, and therein expansive agents are placed. In this paper, the expansive pressure-induced fracture is simulated through finite element analysis. Cracks initiate at each of the holes subjected to high pressure, and then propagate interacting with the other holes and cracks. Therefore, the crack propagation is influenced by the arrangement of the holes. We conduct the finite element simulations, varying the positions of holes. Consequently, we present the hole arrangement for accelerating crack initiation and propagation.

민주주의 국가의 양적 숫자는 늘어났지만, 여전히 많은 국가들은 낮은 민주주의의 수준에 머물러 있거나 민주주의 후퇴를 경험하고 있다. 본 연구는 왜 민주주의의 후퇴가 발생하며 경제적 불평등이 민주주의 후퇴에 어떠한 영향을 미치고 있는지 논의하였다. 본 연구의 실증적 분석은 1973년부터 2019년까지 47년간 전 세계 194개국의 민주주의 후퇴 사례를 대상으로 하였다. 고정효과로짓모형을 통한 분석 결과 경제적 불평등은 민주주의 후퇴의 가능성을 높이는 요인이었으며 특히 완전한 민주주의보다 미흡한 민주주의에서 경제적 불평등은 민주주의를 후퇴시키고 있음을 발견하였다. 이러한 실증적 분석 결과는 민주주의 국가들이 민주주의의 안정적인 유지와 공고화를 위해 경제적 불평등 완화에 노력해야 한다는 점을 보여준다. Although the number of democracies have increased in the world, many countries are experiencing democratic backsliding or still being stuck at a low level of democracy. This study discussed why democracies have regressed and how economic inequality contributes to democratic backsliding. The empirical analysis of this study consists of the 47-year panel data of 194 countries over the period 1973 to 2019. Using the fixed effect logistic model, this study found that democratic backsliding is significantly related with increasing economic inequality especially among flawed democracies rather than consolidated democracies. This finding suggests that it is significant for democracies to alleviate economic inequality to maintain and consolidate democracy.
