        日本경찰의 체력검정제도에 관한 연구

        This paper presents several conclusions from the study on Japan policemen’s physical strength verification system. First, Japanese police were able to institutionalize the new verification system through a fundamental review of the traditional physical test system. Second, due to the increase of physical strength degradation of policemen and execution of official duties, the police officer with strong fitness training has been an important issue and all police officers became aware of his physical abilities and was to allow a proper enforcement duties by increasing motivation to exercise through a JAPPAT. Third, JAPPAT was developed as a distinctive physical fitness measurement program, which have a meaning such as “Suppress criminal who escape by tracing”. Finally, It is the point that JAPPAT is not developed in order to contend with each other and give any burden to all of police officer. Therefore, Korea policemen’s physical strength verification system is also need to be develop not only in order to Improve it as actual physical exercise for execution of official duties, but also to increase safety and efficiency.

        일제 전시기의 식민권력과 무도교육의 실상(1931~1945)

        The study is aimed at ascertaining the ultimate goals and development process which martial arts carried out by the Japanese governor-general of Joseon planed for building the Japanese ideology and links between Bushido and educational policies for martial arts with the advent of a total war policy. Martial arts were introduced as public education of Japan when Japan started to invade Manchuria and adopted Kendo and Judo as required courses in 1931. Japan revised the curriculum of educational gymnastics and made Kendo and Judo newly added in the curriculum in 1936. While Japan and its society was popularizing the ideology of martial arts, they focused on the characteristic which Bushido involved and extended it into a basis of martial arts establishing the Japanese identity by getting Japan set up as the subject from others. The colonization power of Japan took advantage of martial arts as the optimal educational instrument for training national soldiers, putting more emphasis on martial arts and Bushido as the ideology of self-annihilation for the sake of Japan when defeat seemed certain in world war II. In light of policies set out by Japan like promoting martial arts as the best virtue that every woman at that time should have, the facts that Japan used martial arts as the instrument for training national soldiers under the total war policy has been confirmed.

        경찰공무원 체력검정제도의 개선방향

        A study of the police officer"s physical ability test system resulted in the following conclusion. First of all, physical ability test system must select a series of tests in connection with the performance of the police. Second, it is necessary to reconsider the use of measurement results to reduce the burden on the police officer. Third, it is necessary to abolish some of the test events that are in danger of accidents, and a new set of testing systems is needed to measure the agility, endurance, explosive muscular strength, balance, and coordination abilities associated with the performance of the police officer. Fourth, it is necessary to prevent the decline in performance due to weakened standards of police officer"s physical ability and the need to raise the standards. Fifth, it is necessary to develop a test system to measure the KOPPAT (Korea Police Officer Physical Ability Test); The test system of the Korean police is necessary for carrying out the actual task force by referring to the PAT (Physical Ability Test) test system of the U. S. police and the JAPPAT (Japan Police Physical Ability Test) test system of the Japanese police.

        韓 · 日경찰의 체력검정제도에 관한 비교

        A study of the current status of Korean police officer`s physical ability test system. In addition, research the JAPPAT(Japan Police Physical Ability Test), which was developed in 2002 by the Japanese Police and operated in the last 15 years. Then, compare their systems with us, and find ways to improve our police officer"s physical ability test systems. Policy proposals are as follows. First of all, the number of physical ability test events for recruitment of new police officers should be increased, and those events should be linked to basic physical strength and the performance of the police officer. Second, it is necessary to reconsider the use of measurement results to reduce the burden on the police officer. Third, it is necessary to abolish some of the test events that are in danger of accidents, and a new set of testing systems is needed to measure the agility, endurance, explosive muscular strength, balance, and coordination abilities associated with the performance of the police officer. Fourth, the location of the physical ability test should be found in the inside of each police office.

        미국 경찰의 체력검정제도의 고찰

        This thesis aims to study the Police officers Physical Examination System in the U.S.A and find out what Korean Police can learn from them. Due to the established political environment of local self-government, all police systems, including the Police officers Physical Examination System in the U.S.A, are difficult to define in a single word, but they can be summarized as follows. The Police officers Physical Examination System in the U.S.A is composed of essential events for catch a suspect that are closely related to work, It includes a very difficult set of measurements to measure a variety of capacity for locomotions(Physical ability), including Short Distances Running, Walking Up Stairs, Passing Obstacles, Pushing and Pulling, and Dummy Drag. In particular, 100-Yard Running, Dummy Drag and Dummy wrestling tests are found to be closely related to the work of police officers according to job analysis. In addition, the Montana State`s physical examination ‘MPAT’ and ‘POPAT’ in Springfield, Oregon are complex forms of physical examination that are directly related to their duties, and by performing a sequence of simulations that are necessary to arrest the suspect, a methodology is being implemented to measure the overall time record. In conclusion, Korean Police should especially learn from the Police officers Physical Examination System in the U.S.A when they do physical tests based on proven work directly and some police stations might as well introduce an incentive system to keep the physical strength of police officers.

        신임 경찰 남녀 통합 선발을 위한 체력검사 제도의 개선 방안

        The purpose of this study is to provide a basis for improving the physical fitness test standards for the selection of the new male and female police officers. Therefore, we reviewed literature data such as the new police officer selection physical fitness test statute, and presented the problems of the current physical fitness test system. In addition, we analyzed the physical fitness test system of foreign police who are performing the male and female integration selection, and proposed the improvement plan for us. The problems with the new police officer’s physical fitness test are as follows. First, it is necessary to readjust the standard value of female police officers’ physical fitness test. Second, it is necessary to establish a physical fitness test system suitable for the work. Police officers overpower and arrest the offenders, and additional implementation of physical fitness test events including coordination to prepare for unexpected situations such as the use of weapons on the work is necessary. Third, it is necessary to raise the standard value of police officer’s physical fitness test. Fourth, it is necessary to develop a fair physical fitness test system regardless of gender. In order to eliminate concerns about the recruitment of police officers regardless of gender, for gender equality recruitment in order to develop a reasonable physical fitness test system that is sympathetic to both internally and externally, the physical fitness test system should be established so that it does not have an advantage or disadvantage depending on gender by referring to the foreign police fitness test system of recruitment, which integrates gender.

        美 · 日 경찰 체력검사 제도의 고찰 및 시사점

        Starting from 2019, the system will be first implemented for male and female applicants for the National Police University and the National Police Agency, and it is expected that a combined selection of new police officers will also take place. Therefore, the study wanted to see the status of the U.S. police system, which applies the criteria for gender-unified physical fitness tests in most states, and the Japanese police`s physical fitness test system, which limits the number of female and female police officers, and dual standards for physical fitness tests. Unlike Korea and Japan, which restricts the number of women who hire police officers, in the United States, no policy has been implemented since the 1960s and 1970s to limit the number of female employees. Since it is very difficult to prove whether a Bona Fide Occurational Qualification (BFOQ) in the performance of police duties, the government has abolished the gender limit policy. If the number of female police officers is not limited by the abolition of gender separation, it is important to see whether the standard of employment, especially the standard of physical fitness test, will be equal. The claim that the standard of one-sided physical fitness test will adversely affect women`s acceptance rate has been used as a basis for the recruitment of gender separation. The United Kingdom and Australia, including more than 70 percent of the U.S. National Police Agency, apply the fitness test standards independently of gender. If the government abolishes the policy on limiting the number of female employees, it will apply the one-size-fits-all standard because controversy over reverse discrimination in the physical fitness test standards is growing. JAPPA, a Japanese police official`s physical fitness test system, does not have a standard for each age group of police officers and applies the same standard for all male and female police officers.

        일본 유도의 국제화 과정의 특징에 관한 연구

        This study is processed which way Japanese judo spread and internationalize in terms of historical and social view as a study of bibliography. In 1880’s, Kano created judo and for internationalizing spread, internationalizing of judo was started as he visited France to introduce judo in 1899. In 20th century, it was affected by requesting to each countries to dispatch rank-holding judo expert or foreigners who learned judo as a self-defense martial art to introduce judo into homeland. A fraternal society which impacted oversee-supply of judo was group of rank-holding expert, who became center of that. After foreign-branch was made, Japanese who emigrated from japan to America or their second-generation Japanese American created studio to identify themselves and held tradition-culture such as Kendo, Sumo and refreshment. These activities was affected as a chance to introduce Japanese culture to native itself. Meanwhile, Kano saw through the fastest way of achieving internationalization of judo is Judo should be a competitive game of Olympic, and he tried to make Judo be regular event of Olympic but it was not adopted until his death. After end of World War2 in 1945, European Judo Union was made prior to Japan where Judo originated. The next year, International Judo Federation was made led by Europe, World organization of Judo was created as a form where Japan joined. Although these processes face a conflict Western-rationalism versus Japanese traditional logic, it resulted most arguments of Japan, the homeland of Judo, were rejected, which rose cultural conflicts caused by internationalizing. Popularity of Judo in France turned itself into sports as much as that of soccer and tennis is followed by the popularity of Judo. Especially, Judo has been performed as a exercise good for mind and body of youth so much as eight years old children participating are much.

        성 분할 모집 폐지에 따른 여성경찰 체력시험의 문제점

        The purpose of this study is to find out the problems of the physical fitness test of female police officers in the recruitment of police officers. The following improvement points were presented after studying the problems of the women’s physical strength test. First, it was suggested that the issue of gender equality in the women’s fitness test would have a favorable impact on the male acceptance rate. Second, the need to raise the standard for female police officers’ physical fitness tests is significantly different between male and female police officers, with the highest score in each sport being 50 percent that of men. There is a difference between men and women in push-ups.Third, it is necessary to develop physical fitness test items that are close to job performance. It was suggested that the implementation of non-conforming physical tests, which lack job relevance, could be problematic in itself in dealing with unforeseen contingencies of offenders on the actual security scene after the appointment of police officers, and in arresting criminals. Fourth, the question of legal action against male and female in physical fitness test. In the West, including the United States and the United Kingdom, both men’s and women’s physical fitness tests were conducted, which led to a number of legal lawsuits. The police force needs supplementary measures.
