      • 22.9kV 다중 접지 지중 전력 케이블의 가압 상태 진단에 관한 기초 연구

        An experimental study to identify the energized status of the 22.9kV underground power cable by the detection of vibration has been performed. We have derived that there exists vibration at double the line frequency in live cables by electromagnetic force. The relative amplitudes of the cable vibration according to the energized status of the cable were calculated by computer simulation. The cable vibration can also be picked up by accelerometer. A prototype was tested on the underground distribution system in Chonan substation, KEPCO. Comparison between simulation results and field test results was performed. The results showed that the energized status of the calble can be identified by measuring the vibration of the cable using accelerometer.

        국내 건설사업관리자(CMr) 자격인증의 현황 및 개선방안

        The certification system of our national construction industry is operated by the Ministry of Labor subjective national technical qualification law, as the architect, the professional engineer. The construction management(CM) which is introduced on middle 1990 activates a building industry the condition of the essential indispensability for is becoming, is not officially recognized with national qualification to be, that as pending issue it is most urgent, the specialty manpower positivity which is judged as the nostril people for qualification of the civil CM educational institutions has the certification which is a each educational program and a separate way and it is the actual condition which is become accomplished. The problem when as international certification the CMAA and PMI which is only it secures a reliability certification which is a CCM and PMP compares in the foreign nation and the CM certification is excessive, it does not secure a reliability and an efficient characteristic to give a confusion to the capital increase lattices which in a condition are, it is mass produced it is a point. It saw from, it observes the capital increase reserve problem point which is a domestic CM and the certification integration which is a report and system anger it leads and with national certified qualification it develops to present the improvement program for, it does to sleep.

        국내 건설산업의 기수자격제도는 노동부주관 「국가기술자격법」에 의하여 운영되며, 대표적인 국가자격은 건축사, 기술사 및 기사 등을 들 수 있다. 1990년 중반에 도입된 건설사업관리(CM)는 건설산업을 활성화하기 위한 필수불가결의 조건이 되고 있으나 국가자격으로 공인되지 못하고 있으며, 현안문제로서의 가장 시급하다고 판단되는 전문인력 양성은 민간 CM교육기관들의 "비공인민간자격"으로서 각각의 교육프로그램과 별도의 인증자격을 가지고 이루어지고 있는 실정이다. 문제는 국제공인자격으로서 신뢰성을 확보하고 있는 유일한 미국CM협회(CMAA)의 "CCM"인증자격과 미국VE협회(SAVE)의 "CVS"인증자격의 사례로 볼 때, 외국에 비하여 CM인증자격이 과다하며, 신뢰성과 효율성을 확보하지 못한 상태로 인증자격자들에게 혼란을 주면서 양산되고 있다는 점이다. 본 고에서는 국내CM인증자격의 문제점을 살펴보고 인증자격의 통합 및 체계화를 통하여 국가공인자격으로 발전하기 위한 개선방안을 제시하고자 한다.

        공공발주자의 발주체계 결정에 미치는 영향요소 분석

        In the national construction industries the public projects hold 30 percents of the total projects in prorata the public facilities. buildings and etc. are as the national assets linked directly to the national life but also one of the elements of increasing the national competitiveness and phase. The public employers are faced the mounting importance of decision process to settle the optimum delivery system of such public facilities buildings and etc. The elements of decision process of the public employer are formed in the various relationships of the concerned and when the projects are coming into effect, the decision process in the delivery method and the selection of contractor will be the name of the game. The decision process in the delivery method and the selection of contractor are created a case to be one and the same as well as initiates a consistency for the performance. However, the function and role of the public employer are projective accordingly to the organization of employer and the employer especially no system is equal to the capability of perfect evaluation and verification of the ability of the employer. Especially the lowest bidder policy that started with justification to increase the competitiveness and technical capability of the contractors through the completion in between contractors has been providing the hotbed for insolvency, irregularity and irrationality as a result. From this point of view it is declared that the buildup the edifice of supporting system in the process of decision to recover the mutual trust and respect of the concerned in the delivery system with the technostress and the systematization based on drawing the elements which affect the decision process of public employer.

        발주자의 요구사항을 고려한 발주방식 선정 방법에 관한 연구

        현행 공공공사에서는 예산에 맞추어 공사를 진행하는 방식을 취하고 있기 때문에 발주자(발주기관)의 요구사항을 충분히 만족시키지 못하고 있다. 따라서 발주자의 요구사항에 맞춘 발주방식 선정에 관한 연구가 필요하다. 이에 본 연구에서는 우선, 발주방식의 정의 및 특성과 미국, 영국, 일본 등 국내 외의 발주시스템을 고찰하였다. 이를 통해 발주방식을 선정하기 위해서는 최고 가치를 지향해야 된다는 결론을 도달하였다. 최고 가치를 지향하는 발주방식을 선정하기 위해서는 가장 우선적으로 발주자의 주요요구사항인 비용, 품질, 일정에 대한 고려를 해야 한다. 이에 본 연구에서는 발주자의 주요요구사항인 비용, 품질, 일정의 상관관계를 분석하였으며, 이를 통하여 여러 가지 발주방식 중 성능발주, 대안발주, Turn Key, 사양발 주의 주요선정요인을 비용, 품질, 일정으로 분류하였으며, 이에 대한 발주방식 선정 방법을 제시하였다. Recently, operation of highway is the complex digital Infrastructure based on complicated IT. The application of IT is increasing more and more in digital Infrastructure. Though IT is very convenient, if unpredicted operating risk of highway occurs, widespread damage can be large. When operating risk of highway occurs, road users are out of smoothly-run service because of the operating interruption. This risk causes unpredicted operating management cost and additional maintenance cost. It will excess over the planned operating cost, which may leads to users's unsafety and operator's insolvency because of income loss. Until now, related studies to find out the risk are not sufficient. The purpose of this study is to suggest risk cost items and to estimate the reasonable risk cost by using simulation method in case of occurring the huge power failure at the operating digitalized highway. This study indicates the several plans to hedge against risk cost and the management of highway project. From now on, it will be used as basic data to confirm the soundness of operating system in Digital Infrastructure.

      • 주택재건축/재개발사업의 정비사업전문관리에 대한 CM적용방안

        A new act as an important law, titled "Consolidation Act for Urban and Residential environment" compromised "Professional Consolidation Project Management system" was promulgated by Ministry of Construction and Transportation, entered effective as of July 1, 2003. This system which is improving and leveling-up previous consulting process implements the essential Tasks for housing complex of reconstruction/redevelopment through the processes and procedures. Tasks from them need to be added the construction management tasks on the reasonable, logical, systematic tool. Depending upon joining the Professional Consolidation Project Management, CM will deliver a lot of benefits, greater than to an housing association, to structured many inhabitants in the project.

        Recently, various problems have been occurred in Apartment reconstruction process. Such as, delaying schedule, additional cost increasing, etc. Those were caused by decision making which is lack of professionality in early phase of reconstruction process. Therefore, in this study proposed improvement plan by application of project management and construction management process in Apartment reconstruction project.
