Laver aquaculture, which occupies a large proportion in the aquaculture industry in Korea, is still highly dependent on human labor. Therefore, it is necessary to study the development of an automatic system to improve the working environment and increase the efficiency of aquaculture production systems. The purpose of this study is to evaluate the economic feasibility of an improved system in a study for the loading-unloading and automatic weighing systems in laver aquaculture industry. Economic analysis of the developed unloading and automatic weighing system were implemented under various conditions to calculate more accurate benefits and costs. As a result of this study, the economic feasibility was found to be very high in the three models: net present value (NPV), benefit-cost ratio (B/C), internal rate of return (IRR). Moreover, the results of sensitivity analysis showed that the economical efficiency of the automatic loading, unloading, and weighing system in laver aquaculture was very high.
연안도시 저탄소 녹색성장을 위한 도로교통체계개선방안 연구 -연안도시 여수시의 교차로 운영방안을 중심으로-

In Korea, the total number of vehicles was 8,470,000 in 1995, but it has increased to 17,033,715 in June 2009. The massive increase of the number of vehicles on the roads have caused serious social and environmental problems. The major underlying problems which we are now suffering from are traffic congestion, traffic accident and air pollution. The motor vehicles are a major source of common air pollutants, including Carbon monoxide (CO), hydrocarbons (HC), volatile organic compounds (VOCs), and oxides of nitrogen (NOx). Many efforts have been made to find approaches which would lead to the solution of transportation problems. The main approaches are constructing road infrastructure, installing Intelligent Transportation Systems(ITS), and providing an efficient traffic operation. Normally, many traffic problems such as traffic accident, congestion and air pollution on roads occure at the intersections and they can be mitigated by changing Traffic Signal Intersection to Roundabout. In this study, various strategies on facilities improvement, operation and policies, have been considered to construct a "Low Carbon, Green City" and the best efficient method which is cost-effectiveness has been proposed for the intersection in rural cities. According to the analysis, the traffic volumes at intersections costal city of Yeosu are quite small, and most of the current intersections can be changed to the "Roundabout" type. However, there is currently no rule and regulation for driving in roundabout in Korea. It is prerequisite to make a law in which driving rule and the travel priority in roundabout are defined. Moreover, in order for the rules to be effective any proposed rules for driving in roundabout must be advertised to the drivers.
교통분석의 집합화 수준이 교통정책 효과지표(MOE) 계산 결과에 주는 영향분석

교통 분석가들은 교통시뮬레이션 프로그램을 이용한 분석결과로부터 정책의 범주에 따라 교통정책 효과지표(MOE: Measure of Effectiveness)를 계산하여 그 결과는 교통정책 의사결정자의 최종적 판단에 중요한 자료로 활 용되고 있다. 동적 microscopic simulator와 mesoscopic simulator가 세계 여러 연구기관에 서 ATIS와 ATMS와 연관된 교통정책을 분석 하기 위해 최근에 개발되고 있다.

The buyback program for the fishery in coastal and offshore fisheries has been conducted by government since 1994 in order to recover fishery resources. Many fishermen have attended to the program because they have suffered low income due to serious decrease in fishery stock. However, we currently have encountered a situation with unemployment problem occurred from the fishery buyback program. It is very difficult for the unemployed people to have a new job since they have no technical skill and knowledge which are required in the labor market. In this study, we estimated the number of unemployed persons who have lost their job by the buyback program for the fishery in Coastal and Offshore Fisheries. Based on the analysis of the fishermen`s opinion about job preference, we have suggested some efficient strategies for the people who are suffering from loosing their jobs in fisheries. In order to tackle the fishery unemployment problem which has been occurred by the buyback program in coastal and offshore fisheries, this study proposed four strategies that may be efficient and cost-effective. Four strategies proposed in this study are as follows; Firstly, the government should pay the unemployment benefit to the unemployed people who have lost their jobs by the buyback program. Especially, the law and regulation are required for the unemployed people who have lost their jobs by the coastal fishery buyback program. Secondly, reemployment as a fisherman could solve the unemployment problem occurred through the buyback program. Thirdly, the rehabilitation of various economic sectors active in the fishing villages would be helpful for the unemployed people. They could have jobs in the new labor market provided by economic rehabilitation programme in the fishing villages. Fourthly, It is also required to develope a job training and education programme in order to increase the working ability of labor in many types of jobs.
