공간정보데이터의 효율적인 민관 파트너쉽 방안 - 서울시 추진사례를 중심으로 -

본 연구에서는 지자체에서 최초로 공간정보데이터에 대해서 민관협력을 추진한 서울시의 사례를 중심으로 연구를 하였으며, 중앙부처 및 기타 지자체에게 공간정보데이터의 민관협력을 통해서 얻어진 노하우를 제공하기 위한 좋은 참조자료가 될 수 있도록 실질적이고 유용한 연구 자료를 제공하는데 본 연구의 목적이 있다. 공간정보에 대해서 민간과 공공이 협의체를 구성하여 지속적으로 협의를 통해서 개선해야 할 사항을 논의해야 할 것이며, 공동으로 법적 제도적인 사항을 관계기관에게 제출하여서 개선을 해야 할 것 이다. 또한, 민간과 공공기관과의 시각에 대한 전환을 가져야 할 것이다. 서울시에서 추진한 민간과의 협력을 통해 구축된 공간정보데이터를 민관 공동 구축 및 활용 통하여 예산절감 및 효율적인 방안을 모색하고, 제도를 개선하여 활성화할 수 있도록 방안을 제시하는데 있다. 관련된 법령의 미비와 폐쇄적인 제도로 인하여 실무적인 실행에 어려움을 겪는 부분에 대해서, 서울시는 이를 극복하는 노하우를 제시하여 중앙부처 및 지자체에서 참조할 만한 가이드를 제시하고자 한다. This paper is based on the research in the field of geospatial data that Seoul Government has initially promoted with private companies. In order to introduce the knowhow which has obtained through the cooperation between Seoul government and Private companies, several useful and practical materials will be offered in this paper. As for the cooperation on geospatial data, government and private companies should form a consultative group to find the way of improvement and the legal and regulatory details should be summited to related institutions. This paper will offer a proposal about how to improve and invigorate the present system, also, it will help to look for an effective proposal about budget reductions on the geospatial data which Seoul government propelled with private companies through continuous cooperation. Useful guide about how to solve the difficulties due to the imcomplete of legislations and closed institutions provided by Seoul Government will also be mentioned in this paper.

공학인증에 대비한 학부 GIS 교과과정 분석

Rapidly evolving field of GIS and the social demand for university education to address the gap in the training of human resources, and future-oriented, engineering accreditation system based on the introduction of measures in the field of GIS is the need. In this thesis, the domestic and international undergraduate curriculum including University of Seoul's was analysed. A GIS curriculum of the domestic and abroad department course was analyzed. The present status of the domestic engineering accreditation and problems were analyzed and a desirable casting plan was shown through the abroad GIS related accreditation case analysis to analyze the validity of the engineering accreditation introduction of the GIS field. A standardized GIS curriculum was shown through the analysis of the core curriculum and the body of knowledge of the GIS field shown at the advanced of foreign countries all together. The industry-academia cooperation forum which made the Surveying and GIS related society the center by a political alternative, the construction of the caucus and the argument to execute this effectively are needed. 급속하게 발전하는 GIS분야의 사회적 수요와 대학교육간의 괴리를 해소하고 관련 분야의 미래지향적 인재를 양성하고, 공학인증제의 도입에 따른 GIS분야의 대응방안이 필요한 시기이다. 이를 위하여 본 논문에서는 서울시립대학교를 비롯한 국내외 학부과정의 GIS교과과정을 분석하였다. GIS분야의 공학인증 도입의 타당성을 분석하기 위하여 국내 공학인증의 현황과 문제점을 분석하고, 해외의 GIS관련 인증사례 분석을 통하여 바람직한 방안을 제시하였다. 아울러 해외 선진국에서 제시한 GIS분야의 핵심교과과정과 지식체계(Body of Knowledge)의 분석을 통하여 공간정보 표준교과과정(안)을 제시하였다. 이를 효과적으로 수행하기 위한 정책적 대안으로 측량 및 GIS관련학회를 중심으로 한 산학협력 포럼이나 협의체의 구성과 논의가 필요하다.

본 연구는 서울시와 상해시의 GIS 구축에 따른 현황과 문제점을 파악하여 향후 상호 보완적인 구축전략을 제시하는 것을 목적으로 하고 있다. 물론 두 도시의 체제와 성장배경, GIS 구축기반의 차이에 따라 상호 직접적인 비교분석이 어려울 수도 있겠으나, GIS의 구성요소와 발전단계, 조직과 인력 등의 비교분석을 통해 장단점을 찾아낼 수 있을 것으로 판단된다. 이를 통해서 두 도시의 보다 강력한 GIS 발전 전략을 수립할 수 있을 것이다. 조직제도적인 측면에서 상해시측회원과 같은 지리정보와 측량, 더 나아가서 지적관리를 포함하는 관련업무를 담당하는 전문기구의 설립과 전문인력의 지속적인 교육이필요하다. GIS 데이터의 정확성을 확보하기 위하여 데이터의 주기적인 수정·갱신을 통하여 사용자의 신뢰를 확보해야 한다. GIS의 효율적인 구축과 유지관리를 위해서는 정보기술아키텍쳐(ITA)를 이용한 통합 GIS 구축에 대한 연구가 이루어져야 하겠다. 지리정보의 내·외부적인 활용과 유통의 극대화를 기하기 위하여서는 Web GIS를 이용한 지리정보의 적극적인 공급과 홍보가 필요하다. The purpose of this study is to suggest the GIS development strategy for Seoul Metropolitan Government(SMG) an Shanghai. It was conducted by the comparative analysis of the current status and problems of the SMG and Shanghai that are the are the great cities among the east Asian cities. By the different urban system and GLS infrastructure of two cities. it will be difficult to do the comparative study. Through the comparing of two cities' GIS development phase, application and organization. etc., their strength and weakness will be found. The more robust GIS development strategy for them will be suggested. To integrate and utilize the GIS system fully. Spatial Date Warehouse(SDW). Information Technology Architecture(ITA). WEB GIS and special GIS organization. etc. have to be introduced.

참여형 GIS(PPGIS)에 관한 연구

  연구는 참여형 GIS에 대한 기초연구로서 개념정립과 향후 발전방안의 제시를 목적으로 하고 있다. 우리나라의 GIS는 21세기에 들어와서 고도활용단계에 들어서고 있다. GIS의 시각적 표현의 우수성과 인터넷을 통한 정보전달의 용이성을 통하여 각종 계획 및 의사결정에 시민들의 참여가 적극적으로 이루어 질 수 있게 되었다. 아직은 지리정보의 정확성, 적시성에 대한 문제도 있지만, 구축된 GIS의 대내·외적인 활용도의 제고가 요구되는 시기이다. 본 연구에서는 선진국의 사례분석을 통하여 바람직한 참여형 GIS 개념과 모델의 제시하고자 한다.   The purpose of this study is to suggest the future PPGIS model and development strategy. GIS has the powerful visualization techniques and can deliver the geo-spatial information through internet. The effective decision-making and transparency will be realized by access and participatory approaches in geographic information. This study is done by the review of GIS technology, participatory theory, and developed countries" PPGIS-related research articles and cases. The more robust PPGIS development strategy will be suggested. Geo-spatial data integration, Enterprise Architecture(EA), WEB GIS and special GIS organization, and PPGIS PR and education to citizen, etc. have to be introduced to integrate and utilize PPGIS successfully.

지역 호우특성과 재해영향을 고려한 호우재해위험도 분석

호우 예측 정확도의 향상에도 불구하고 호우재해로 인한 사회경제적 비용이 지속적으로 증가하고 있는 것은 기상이 미치는 영향에 대한 이해의 부족 때문이다. 본 연구에서는 WMO에서 제시한 영향예보 핵심개념인 재해, 취약성, 노출 개념을 활용하여 지역별 호우잠재영향을 평가하고 호우발생과 연계하여 호우재해의 위험도를 분석하였다. 노출과 취약성 변수로 호우잠재영향을 구성하였고, 호우재해지수는 호우특보 기준에 따라 선정한 3개의 변수를 선정하여 산정하였다. 호우잠재영향 지수의 가중치는 주성분분석을 이용하여 산정하였으며, 호우재해지수는 동일한 가중치를 부여하여 산정하였다. 호우잠재영향지수와 실제 호우피해액과의 상관분석 결과 높은 상관관계가 증명되어 호우잠재영향지수는 실제의 피해양상을 적절히 반영하고 있음을 확인할 수 있었다. 호우재해위험도는 호우잠재영향지수와 호우재해지수로 구성된 위험도 매트릭스를 이용하여 산정하였다. 본 연구는 시공간적으로 변화하는 호우예특보를 위한 호우영향분석 연구의 토대를 제공하고 지역별 호우방재대책을 수립하는데 유용한 자료로 활용될 수 있을 것이다. Despite the improvement in accuracy of heavy rain forecasting, socioeconomic costs due to heavy rain hazards continue to increase. This is due to a lack of understanding of the effects of weather. In this study, the risk of heavy rain hazard was analyzed using the concepts of hazard, vulnerability, and exposure, which are key concepts of impact forecast presented by WMO. The potential impacts were constructed by the exposure and vulnerability variables, and the hazard index was calculated by selecting three variables according to the criteria of heavy rain warning. Weights of the potential impact index were calculated by using PCA and hazard index was calculated by applying the same weight. Correlation analysis between the potential impact index and damages showed a high correlation and it was confirmed that the potential impact index appropriately reflects the actual damage pattern. The heavy rain hazard risk was estimated by using the risk matrix consisting of the heavy rain potential impact index and the hazard index. This study provides a basis for the impacts analysis study for weather warning with spatial/temporal variation and it can be used as a useful data to establish the local heavy rain hazard prevention measures.

커뮤니티 재생사업 지원을 위한 웹 기반 PPGIS 프로토타입 개발

As public participation in the community issues have expanded, an urban planning paradigm has been changed to the planning with public participation. The role of GIS also expanded to support decision making process for the public in addition to supporting that of decision-makers. Residential Environment Improvement, which is the improvement method of an undeveloped urban area, is to regenerate a community based on public participation. However, the current process of public participation is formal. Therefore the purpose of this study is to lead the public a positive participation in Residential Environment Improvement using GIS. We proposed a web_based PPGIS model including project information service, public opinion expression service, two-way communication service and GIS services, and developed a prototype. This model can be a useful tool to make decision makers, experts and the public share their ideas and communicate each other, and to increase the public participation in planning process. 주민참여의 중요성이 인식되면서 도시계획에서도 주민과 함께 하는 계획으로 변화하고 있으며, 이에 따라 GIS도 주민과 같은 비전문가의 의사결정을 지원하기 위한 도구로 확대되어 활용되고 있다. 한편, 낙후된 도시를 정비하는 방법으로 새로이 등장하게 된 거점확산형 주거환경개선사업은 주민참여를 중심으로 이루어지며 커뮤니티를 재생시키는 것을 목적으로 한다. 하지만 현행 주민참여방식은 형식적 수단에 불과하다. 따라서 본 연구에서는 커뮤니티의 재생을 목적으로 하는 거점확산형 주거환경개선사업에서 능동적 주민참여를 이끌어 내고자 사업정보제공서비스, 주민의사반영 서비스, 쌍방향적 의견교환서비스, GIS 서비스를 제공하는 커뮤니티 재생을 위한 웹 기반 PPGIS 모델을 제안하였으며, 이를 프로토타입으로 개발하였다. 커뮤니티 재생을 위한 웹 기반 PPGIS 모델은 정책결정자, 전문가 그리고 주민이 서로의 생각을 교환하고 이해하는데 유용한 의사소통 도구가 되어 주민의 참여도를 높여 줄 것이라 기대된다.
