        ODA사업을 통한 미계측 중소하천 유역 홍수예경보시스템 구축

        As part of the National Disaster Management Research Institute's Official Development Assistance (ODA) projects for transferring new technologies in the field of disaster-safety management, a flood forecasting and warning system was established in 2019 targeting the Borikhan in the Namxan River Basin in Bolikhamxai Province, Laos. In the target area, which is an ungauged small and medium river basin, observation stations for real-time monitoring of rainfall and runoff and alarm stations were installed, and a software that performs real-time data management and flood forecasting and warning functions was also developed. In order to establish a flood warning standard and develop a nomograph for flood prediction, hydraulic and hydrological analysis was performed based on the 30-year annual maximum daily rainfall data and river morphology survey results in the target area. This paper introduces the process and methodology used in this study, and presents the results of the system's applicability review based on the data observed and collected in 2020 after system installation.

      • 하천정비기본계획보고서 정보제공시스템

        지방국토관리청이나 지자체에서는 하천의 관리, 이용, 개발, 치수 및 수질 보전을 위해 매년 국가하천 및 지방 1ㆍ2급 하천에 대한 하천정비기본계획을 실시하고 있으며, 하천정비기본계획보고서와 대장 등이 성과물로써 납품되고 있다. 그러나, 2003년도 이전에 실시된 하천정비 기본계획의 경우, 보고서 및 대장 등 성과물이 체계적으로 관리되지 못하여, 건교부 및 지자체 등과 같은 정부부처와 정부투자기관, 대학 및 연구소와 하천협회 등과 같은 자료의 활용빈도가 높은 전문가 집단에서 본 자료를 활용하는데 많은 제약이 있었다. 본 논문에서는 하천정비기본계획 자료의 데이터베이스 구축을 통한 체계적인 관리와 웹 시스템을 통한 효율적인 정보제공이 가능하도록 2005년에 구축된 하천정비기본계획보고서 정보제공 시스템을 소개하고자 한다. Regional construction management offices and local administrations have set up the fundamental plan for river improvement works respectively for the national level, and local 1st and 2nd level rivers for the purpose of river management, use, development, disaster mitigation, and water quality conservation on the annual basis. Enormous number of reports and river registers have been produced. However, the products before 2003 are not well managed so that frequent users have toubles in using these information. In this paper, Information Service System on the Fundamental Planning Report for River Improvement Works developed in 2005 is introduced.

        Regional Frequency Analysis for Rainfall using L-Moment

        본 연구에서는 L-모멘트법에 의한 지역화 빈도분석에 따른 설계강우량 추정에 관한 연구를 수행하였다. 제주도와 울릉도의 강우관측소를 제외한 분석에 사용된 65개 강우관측소의 강우자료 수집과 선정된 강우관측지점의 강우자료의 지속시간, 즉 1, 3, 6, 12, 24, 36, 48 및 72시간 지속의 연최대치 계열을 구성하였다. 관측지점을 대상으로 Cluster 분석을 실시한 결과 우리나라의 강우관측지점에 대한 합리적인 지역화로 5개의 지역으로 구분되었다. 지역화된 지역에 대한 지속기간별 극치강우자료의 적정분포모형 선정을 위한 6가지 분포모형의 적용하고 적용분포의 L-모멘트비를 산정하여 L-모멘트비도를 도시하고 K-S 검정에 의한 적정분포모형을 선정하였다. 선정된 적정분포는 GEV 분포이며 이 분포에 의해 강우관측치의 점빈도 및 지역빈도분석에 의한 설계강우량을 유도하였다. Monte Carlo 기법에 의해 모의발생된 강우량의 점빈도 및 지역빈도분석에 의한 설계강우량을 유도하였다. 실측치 및 모의발생치의 점빈도 및 지역빈도분석에 의한 설계강우량의 비교분석을 위해 상대제곱근오차와 상대편의오차에 의해 분석한 결과 점빈도분석에 의한 설계강우량보다 지역빈도분석에 의한 설계강우량의 사용이 적정한 것으로 나타났다. This study was conducted to derive the optimal regionalization of the precipitation data which can be classified on the basis of climatologically and geographically homogeneous regions all over the regions except Cheju and Ulreung islands in Korea. A total of 65 rain gauges were used to regional analysis of precipitation. Annual maximum series for the consecutive durations of 1, 3, 6, 12, 24, 36, 48 and 72hr were used for various statistical analyses. K-means clustering method is used to identify homogeneous regions all over the regions. Five homogeneous regions for the precipitation were classified by the K-means clustering. Using the L-moment ratios and Kolmogorov-Smirnov test, the underlying regional probability distribution was identified to be the generalized extreme value (GEV) distribution among applied distributions. The regional and at-site parameters of the generalized extreme value distribution were estimated by the linear combination of the probability weighted moments, L-moment. The regional and at-site analysis for the design rainfall were tested by Monte Carlo simulation. Relative root-mean-square error (RRMSE), relative bias (RBIAS) and relative reduction (RR) in RRMSE were computed and compared with those resulting from at-site Monte Carlo simulation. All show that the regional analysis procedure can substantially reduce the RRMSE, RBIAS and RR in RRMSE in the prediction of design rainfall. Consequently, optimal design rainfalls following the regions and consecutive durations were derived by the regional frequency analysis.

        기본적인 수리학적 자료에 의한 유속의 공간적 분포 특성

        본 연구에서는 Brooks(l954)<sup>[1]</sup> 연구에서 유사가 포함된 경우와 순수한 물인 경우를 다 포함하여 심충적으로 시행한 실험실 실측자료를 사용하였다. 이 논문에서 Manning과 Chiu의 연결고리로 제시한 F(M)과 Manning의 n, R(동수반경), I(수로경사)와 같은 기초적인 입력자료 만을 사용하여, 수로수직단면의 전체유속분포를 잘 표현할 수 있고 동시에 그동안 취득하기 어려운 최대유속(u<sub>max</sub>)도 실측하지 않고 손쉽게 산정할 수 있음을 증명하였다. In this study, Chiu's velocity distribution equation recently developed from the probability and entropy concepts is used to establish a linkage between the mean velocity obtained from the Manning's equation and the corresponding velocity distribution in a channel cross section. The linkage to be established enables computing the velocity distribution along with the mean velocity, from simple hydraulic data such as Manning's n, hydraulic radius and channel slope irrespective of including sediment or not.

      • 밭 토양(土壤)에서의 유효강우량(有效降雨量) 산정(算定)을 위(爲)한 전산(電算)모델 개발(開發)에 관(關)한 연구(硏究)

        To maintain an optimum condition for the plant growth on upland soil, the irrigation planning after the natural rainfall should be given enormous considerations on the rainfall effectiveness. This study has been intended to develop the computer model for estimating the effec-tiveness of the rainfall. The computer model should also estimated the infiltration due to the rainfall and the soil moisture deficiency at the root zone of the plant. For this purpose, the experiments of infiltration using rainfall simulator and the observations of the change of soil moisture content before and after rainfall were carried out. Needed input data for the developed model include final infiltration capacity and field capacity of the soil, porosity of the top soil, root depth of the plant, rainfall intensity and duration, and the Horton's decay coefficient. Among the needed input data for the developed model, final infiltration capacity and Horton's decay coefficient were determined by the experiments of infiltration. And from the result of the experiments, it is found that there is a great correlation between initial infiltration capacity and initial moisture content. And it is also found that the infiltration due to rainfall can be estimated with the Horton's equation. The developed model was tested by the experimental data with two rainfall intensities. Tests were conducted on the different root depths at each rainfall. Observed and estimated effective rainfalls were found to have great correlation. The result of the experiments showed that the effectiveness of the rainfall were 100%, so the comparisons were conducted by the comsumption rates of infiltration at each depth. The developed model can be also used for estimating the deficiency of rainfall, if the rainfall is not sufficient to the needed soil moisture. But, test was not carried out.

      • 有限要素法을 이용한 海水流動解析 (II)

        The TIDE, finite element model for the simulation of tidal flow in shallow sea was tested for its applicability at the Saemangeum area. Several pre and post processors were developed to facilitate handling of the complicated and large amount of input and output data for the model developed. Also an operation scheme to run the model and the processors were established. As a result of calibration test using the observed data collected at 9 points within the region, linearlized friction coefficients were adjusted to be ranged 0.0027~0.0072, and water depths below the mean sea level at every nodes were changed to be increased generally by 1 meter. Comparisons of tidal velocities between the observed and the simulated for the 5 stations were made and obtained the result that the average relative error between simulated and observed tidal velocities was 11% for the maximum velocities and 22% for the minimum, and the absolute errors were less than 0.2m/sec. Also it was found that the average R.M.S. error between the velocities of observed and simulated was 0.119 m/sec and the average correlation coefficient was 0.70 showing close agreement. Another comparison test was done to show the result that R.M.S. error between the simulated and the observed tidal elevations at the 4 stations was 0.476m in average and the correlation coefficients were ranged 0.96~0.99. Though the simulated tidal circulation pattern in the region was well agreed with the observed, the simulated tidal velocities and elevations for specific points showed some errors with the observed. It was thought that the errors mainly due to the characteristics of TIDE Model which was developed to solve only with the linearized scheme. Finally it was concluded that, to improve the simulation results by the model, a new attempt to develop a fully nonlinear model as well as further calibration and the more reasonable generation of finite element grid would be needed.
