Recently, the unit cost estimating system which uses previous bid costs of work items has been adopted as a new way to estimate and predict direct cost of public building construction projects in Korea. The new estimating system is not considering the direct labour cost separately. Therefore, the existing indirect labour cost estimating standard, which is based on the proportion of indirect labour cost to direct labour cost, issued by the Korea government in 1989, is facing a major change. This study presents new estimating method for indirect labour cost using regression analysis. The study also presents the proportion of direct labour cost to direct cost to apply the current indirect labour cost estimating standard.

완성된 도면과 시방서를 기초로 산출한 상세한 물량 정보를 토대로 상세 공사비를 예측하는 업무에 비해 도면과 시방서가 완성되기 이전 단계에서 시설제원이나 개략적인 설계 정보 등을 기초로 개략공사비를 예측하는 업무는 공사비 예측 업무 담당자의 주관적인 판단에 의존하는 경향이 크고 객관성이 낮은 실정이다. 본 연구에서는 도로건설공사 초기단계에서의 사업비 예측 모델을 연구하고 이를 토대로 건설공사 개략공사비 예측 시스템을 개발하였다. 이 시스템은 BIM 및 GIS를 이용하여 사업 초기단계 개략적인 노선선정에 따른 개략공사비 추정에 있어 사례기반추론을 기반으로 사업비 예측의 정확성 향상과 업무 선진화에 기여할 것으로 기대된다. 또한 사용자가 인터넷을 통해 편리하게 접근할 수 있고 객관적이면서 일관성 있는 개략공사비 예측 결과를 제공받을 수 있으므로 업무 투명성 측면의 효과도 기대할 수 있을 것이다. While a detailed cost estimation utilizes the comprehensive quantity information obtained from a complete drawing and specification, an approximate cost estimation heavily relies on the subjective decisions. This phenomenon is because the approximate estimation is usually conducted in early stage of the construction phase where the drawing and specification are not available. This study developed a roadway construction cost estimation system which enables users to estimate the approximated cost of the project in early stage. The system identifies the variation of the construction costs due to the road route change using a cased based reasoning(CBR) method. Overall the system is expected to improves the accuracy and effectiveness of the estimation process, because it would provide users with increased accessability and consistent results in early stage of the project which leaded to the increased work transparency.

철근공사의 공장가공 현황분석과 활성화 방안

Rebar work is a labor intensive operation, and with labor shortage and high-wage era, the cost is rising, so re-bar manufacturing system in plant is adapted. However there remains a lot of problems. Although manufacturing system in plant, which greatly effects the building's safety, endurance, and construction time, is an important phase in construction, it holds serious problem of quality and productivity deterioration due to its characteristic of intensive-labor and maintaining of old work methods resulting in poor management, and costs increase. Therefor in this study to investigate current situation and problems of rebar work in plant and to find methods of betterment, a survey was conducted to factory engineers in 18 companies. 철근 공장가공은 현장가공에 비하여 가공의 정밀도를 향상시킬 수 있을 뿐 아니라 철근의 절단 손실을 줄일 수 있는 장점이 있다. 최근 도심지 공사의 증가로 야적장이 부족하고 숙련된 현장 노무인력의 확보가 어려워짐에 따라 향후 철근의 공장가공 방식은 점차 확대될 것으로 예상된다. 본 연구에서는 철근가공 공장방식의 중요성을 인지하고 그간의 연구들이 배근작업과 전문건설업체를 중심으로 이루어졌다는 점에 착안하여 18개 철근가공 공장을 대상으로 실태조사를 실시하였다. 실태조사 결과를 토대로 철근공장가공 활성화를 위한 방안으로 철근가공 형상 표준화, 시공성이 반영된 배근상세도 작성 및 철근 가공형상표 산출 업무 전산화, 배근작업의 표준화와 ADC기반의 철근자재 추적시스템을 개발을 제안하였다.

공공 건설공사 발주방식에 따른 비용성과 비교연구

공공건설공사 발주제도 운영에 있어 기술경쟁을 지향하는 턴키 및 대안방식 등 설계 시공일괄방식의 경우, 시설물의 품질향상 및 건설기술 발전에 기여하였음에도 불구, 계약되는 공사비가 설계 시공 분리발주방식을 적용하는 공사보다 높아 예산낭비 우려가 있다는 지적과 함께 수주독점, 입찰담합, 심의비리 등의 문제가 쟁점이 되고 있다. 그러나 실제 발주방식별 사업성과와 효과에 대해 정밀 비교분석한 사례가 없는 실정이며, 단순히 낙찰률 등 사업의 한정된 일반적 정보만으로 사업효과를 논의하고 판단하는 것은 자칫 오류를 범할 우려가 있다. 이에 공공 건설공사를 대상으로 계약에서 준공에 이르기까지 실제 집행한 공사비 자료를 광범위하게 조사하여 비용의 투입구조 및 변동추세 등 발주방식별 특성을 비교분석하고 공공건설공사 발주제도의 올바른 이해와 효율적 운영을 도모하고자 한다. In the delivery systems for public construction works, design-build methods such as turn-key and alternative have contributed to improving the quality of structures and developing the construction technology. However, it is pointed out that construction based on a design-build method is likely to waste a budget due to its higher contract price than construction based on a design-bid-build method. Other issues such as contract monopoly, bid rigging and deliberation irregularity in design-build. Since there are not much works have been accomplished to comparatively analyze the actual performance and effect based on delivery methods, discussing and judging the performance and effect of each deliver method with limited information could lead to an error. Thus, this study by extensively investigates the actual project cost data, ranging from contract price to the construction cost of the public construction works and comparatively analyzed the characteristics of each delivery method about cost structure and fluctuation trend. This work is expected to assist stake-holders in properly understanding delivery systems for public construction works and promoting their efficient management.

주택원가지수 산정모델 작성 사례연구

주택원가지수는 주택건설사업에 투입되는 각종 자원들의 물가변동을 단일지수 형태로 표현한 자료로 이를 통하여 주택원가의 가격변동 수준에 대한 적정성을 판단할 수 있다. 본 연구에서는 국내 기초 통계자료에 대한 검토결과를 토대로 주택원가지수를 작성할 수 있는 방법을 검토하고 사례연구를 통하여 주택원가지수를 제시하였다 본 연구에서 제시한 지수를 활용함으로써 주택건설 원가의 변동을 용이하게 파악하며 공사비 실적자료의 활용성 제고를 위한 기반을 제공하고자 한다. The Residential Building Cost Index which presents price variation of construction resources required in a residential building project in single value, has been compiled to evaluate appropriate level of the price variation. This research reviewed the compilation methodology for Residential Building Cost Index based on comparative analysis on domestic statistics and proposed the Residential Building Cost Index through a variety of case studies. It would facilitate monitoring the price variation of a residential building cost and contributes to enhancing the applicability of construction cost data.

공동주택 RC 및 PC공법 적용 공사비 비교 및 OSC의 포괄적 경제성 분석 프레임워크 구축

OSC is a type of supply chain and value chain that spans the entire process of construction production (planning, design, construction, maintenance, etc.). It is a method of producing the final object by manufacturing it in a factory, transporting it to the site, installing and construction. This research as is the construction cost was compared for each case A, which applied the PC method, and case B, which applied the RC method. In the case of applying the PC method (excluding the PC design cost), compared to the case where only the RC method was applied, the frame construction cost per unit quantity (m³) increased by about 70% (50% based on the total RC construction type). Of the total frame construction cost of PC method application, PC accounted for 90.2%, 'PC manufacturing cost' 54.8%, 'PC assembly cost' 28.5%, and 'transportation cost' accounted for 6.89%. Also a decision-making framework that can consider both costs and benefits was established. In the case of benefits, the construction period, defect repair, disaster occurrence, energy efficiency, noise/dust/waste, and greenhouse gas emission indicators reflecting OSC technical advantages were presented. It can contribute to providing a basis for helping decision-making on the introduction of PC apartment houses using OSC.

공동주택 OSC공법 적용 확산을 위한 공사비 분야 경제성 개선 요인 분석 - PC 부재 설계, 제작, 운송, 시공을 중심으로 -

최근 건설공사 노동 및 현장 여건 변화에 따라 전통적인 현장 노동집약적 건설생산방식의 문제가 제기됨에 따라 이에 대한 대안으로 OSC 공법이 점차 확산되고 있다. 공동주택에서도 PC공법 적용이 지하주차장을 중심으로 확대되고 있으나 재래식 거푸집 공법에 비해 높은 원가 구조가 문제가 되고 있다. 본 연구에서는 공동주택 공법 결정에 있어 핵심이 되는 경제성 평가에 있어 공사비 산정에 영향을 미치는 요인들을 국내·외 문헌고찰과 전문가자문을 통해 도출하고, PC공사 설계, 제작/운송, 시공 단계별 각 요인들의 중요도를 산업계 전문가를 대상으로한 의견조사를 통해 분석하였다. 공사비 절감 방안들은 설계 및 제작공정 개선에서 주로 도출되었으며, 이를 종합하여 PC공법 적용시 경제성 개선을 위한 주요 전략을 제시하였다. 본 연구에서 도출된 PC공법의 공사비 영향요인 및 개선 방안들은 향후 공동주택 PC공법 적용 확산을 위한 기술 개발에 방향성이 될 수 있을 것으로 기대된다. Recently, as the problem of the traditional on-site labor-intensive construction production method has been raised due to changes in construction work labor and site conditions, the OSC method is gradually spreading as an alternative to this. Even in apartment houses, the application of the PC method is expanding centered on the underground parking lot, but the high cost structure is a problem compared to the conventional formwork method. In this study, factors affecting the calculation of construction cost in the economic evaluation, which are the core of determining the construction method for apartment buildings, are derived through domestic and foreign literature review and expert advice, the importance was analyzed through an opinion survey targeting industry experts. The measures to reduce construction cost were mainly derived from the improvement of the design and manufacturing process. It is expected that the factors affecting the construction cost and improvement measures of the PC method derived from this study will serve as a direction for technology development to spread the application of the PC method for apartment houses in the future.
