UNSCR 1325와 한일 국가행동계획에서 일본군 ‘위안부’ 문제해결로

The United Nations Security Council adopted resolution 1325 on women-peace-security on 31 October 2000 while reaffirming women s important role in preventing and resolving conflicts, peace negotiations, peace-building, and peacekeeping and in post-conflict reconstruction, and requiring their equal participation in the significant process relating to peace and security. This essay aims to introduce the background and contents of UNSCR 1325 and to present a method of solution of the problem of the Japanese military comfort women after comparing the Korean and the Japanese national action plan. As a research method, I study the background of adopting UNSCR 1325 and the following resolutions and the matters to execute and then compare the two national action plans of Korea and Japan while observing the process of establishing and executing them. The conclusion says that the woman representatives of the two countries, according to their action plans, should negotiate the historical problem prior to the governmental officials on the basis of the female fellowship.

이 논문은 자치경찰제의 주민복지 실현을 위해서 그동안 활동이 미미했던 경찰협력단체를 활용해야 할 가치와 과제를 논한다. 이를 위해서 자치경찰제의 도입배경과 사회문제에 주민을 참여시키는 방법에 관한 문제점을 살피고, 이에 대한 유력한 대안으로서 경찰협력단체의 현황을 소개한 후 자치경찰과 새로운 민경협력관계를 구축해야 할 필요성을 강조한다. 2021년 새롭게 시작한 자치경찰제는 검찰개혁으로 인해 수사권을 강화한 경찰의 공권력을 지방분권화함으로써 주민의 삶에 밀접한 치안서비스를 제공할 예정인데, 이미 각 광역시도와 기초시군구에 설립되어있거나 설립할 예정인 경찰협력단체가 자치경찰과 새로운 민경협력을 수행할 수 있을 것이다. 자치경찰제 관련 선행연구가 대부분 국가경찰과 지방자치단체 간 거버넌스에 집중한 반면, 이 연구는 경찰협력단체의 활용을 지역주권자인 주민의 참여를 유도할 수 있는 가장 효과적인 방안이라고 주장하여 자치경찰제 실시 후 결과에 기초한 실증적인 후속연구를 기대한다. This paper discusses the value and tasks of using civilian cooperation groups of local police whose activity has been insignificant so far to realize the citizens' welfare through the municipal police system. This research examines the background of introducing the system of the municipal police and the methodological problems of making residents participate in social issues and emphasizes the necessity of building a new collaborative relationship between civilians and the local police after introducing the current situation of civilian cooperation groups of local police as a powerful alternative. The new municipal police system starting from 2021 is to provide the police service that is bound up with residents' everyday life by decentralizing the power of the police, whose investigative right has been reinforced by reforming the prosecution, and the civilian cooperation groups of local police that have already been or will be established in each metropolitan city and province and primary city, county, district can carry out new cooperation between civilians and the local police. This study looks to the following positive research that is based on the results from conducting the municipal police system while arguing that the utilization of civilian cooperation groups is one of the most effective strategies to induce the participation of citizens who have the local sovereignty, which approach is different from the initial research that is mainly centered on the governance issue between the national police and the local government.

전ㆍ의경의 방사선 검사를 통한 근골격계 질환 현황 조사

본 연구는 전ㆍ의경에 대한 체계적이고 효율적인 인적자원 관리를 위한 기초 자료로써의 성격을 갖는다. 우선 전ㆍ의경과 경찰관을 대상으로 방사선 검사 중 단순 X-선검사, CT 검사, MRI 검사를 시행한 환자를 대상으로 분석을 실시하였다. 질환별 분류에 있어서는 신체부위별로 일반 질환과 근 골격계 질환으로 분류하였다. 근 골격계 질환은 다시 검사 부위별로 세분화하여 분석하였다. 경찰관과 전 의경의 정량적 비교에 있어서는 단순 X-선검사, 전산화 단층 촬영술, 자기공명영상검사의 부위별 평균 인원을 비교하였다. 연구 결과 전 의경은 단순 X선 검사, CT 검사, MRI 검사 등세 검사 모두 Lower extremity 검사가 다른 부위에 비해 가장 많이 차지하고 있으며 Lower extremity 검사 중에서 특히 Knee 검사 비율이 가장 많이 차지하고 있다. The purpose of this study was to use as basic data for the is systematic and efficient facility inventory of policeman and the riot police, conscripted policeman. First, the analysis was performed for the patient implementing the simple x-ray, CT, and MRI examination to the policeman and the riot police, conscripted policeman within the radiologic examination. As to the classification by disease, it classified into the partial body as the common disease and musculoskeletal system disease. As to the fixed quantity comparison of the policeman and the riot police, conscripted policeman the basic X-ray, CT, MRI examination by part average personnel was compared. As to the research result the riot police, conscripted policeman, the Lower extremity examination occupies the simple X-ray, CT, and MRI examination in comparison with the other part altogether much and particularly, the Knee examination ratio occupies much among the Lower extremity examination.
