Effect of Gamma Radiation on Growth and Lignin Content in Brachypodium distachyon

Brachypodium distachyon has been highlighted as a model monocot plant with small genome and short life cycle. Biofuels are being developed as renewable energy sources to replace fossil fuels. Bioethanol production is negatively correlated with lignin content. Here, Brachypodium was acutely or chronically irradiated at doses of 50, 100, 150, 200, and 250 Gy. The effect of radiation on plant growth and generation of mutant populations was explored. The lethal effect of radiation was higher in acutely irradiated $M_0$ populations. A dose-dependent negative effect in plant height, tiller number, floral spikelet, and total seed number was observed, with a positive effect in days to heading. The phenotype of 1,773 $M_1$ plants was evaluated, with 417 plants being selected to construct the $M_2$ population. The 31 $M_2$ plants that showed the least staining with phloroglucinol were selected. These mutants could be useful materials for studies such as identification of nucleotide substitutions in genes involved in lignin biosynthesis pathway, monitoring of mutant physiological traits, and evaluation of fitness for bioethanol production. As biological resources, the $M_2$ populations generated in this work will contribute to studies of functional genomics of Brachypodium and to the breeding of grass crops.

The meta-analysis has become a widely used tool for many applications in bioinformatics, including genome-wide association studies. A commonly used approach for meta-analysis is the fixed effects model approach, for which there are two popular methods: the inverse variance-weighted average method and weighted sum of z-scores method. Although previous studies have shown that the two methods perform similarly, their characteristics and their relationship have not been thoroughly investigated. In this paper, we investigate the optimal characteristics of the two methods and show the connection between the two methods. We demonstrate that the each method is optimized for a unique goal, which gives us insight into the optimal weights for the weighted sum of z-scores method. We examine the connection between the two methods both analytically and empirically and show that their resulting statistics become equivalent under certain assumptions. Finally, we apply both methods to the Wellcome Trust Case Control Consortium data and demonstrate that the two methods can give distinct results in certain study designs.
A Study of Unit Commitment Considering Environmental Effects by Fuel Substitution

This paper proposes a new generation scheduling algorithm which can consider total quantity of contamination and energy limits based on Lagrangian Relaxation. First, we formulate a Lagrangian function which consider quantity of contamination including substitution of fuel, and quantity of fuel. Second, we developed Multi-state S.U.D.P. which can treat multiple fuels. Third, we propose an effective generation scheduling algorithm including Multi-state S.U.D.P.. As a results, unit commitment and generating power can be obtained to meet the environmental and fuel constraints with fuel substitution. By applying it to the test system, effectiveness of the method is verified.
가치산정법에 의한 전력품질비용 산정 및 단일화지수의 개발

This paper presents an Unified Index which can evaluate a performance of a distribution system based on value-based methodology. Reliability cost and voltage sags cost are calculated for each load point using Reliability Sector Customer Damage Function(SCDF). Aging cost is calculated for each load point using Aging SCDF. Power loss cost and operation cost are calculated for the system. By summation of each cost of load point and system, power quality cost can be obtained. Finally, this paper developed an unified index which can show the performance of a distribution system. Presented method has been applied to a real system, the usefulness of the method has been verified.
Forming process of unipolar resistance switching in Ta2O5-x thin films

We investigated the film-thickness and ambient oxygen-pressure dependence of the electric field, EF,required to initiate unipolar resistance switching (URS) in Ta2O5-x thin films. We measured the dependence of EF by applying a triangular-waveform voltage signal to the film over a wide sweep-rate range (v = 20 mV s-1 to 5 MV s-1). Our results showed that the URS-EF was not influenced by the Ta2O5-x film thickness nor ambient oxygen-pressure. This suggested that the URS-forming process in Ta2O5x thin films should be governed by thermally assisted dielectric breakdown in our measurement range.

대한민국 법무부는 2020년 9월 28일 집단소송법안을 입법예고 하였는데, 이 법안은 분배절차 중 분배종료보고서가 제출된 경우 남은 금액을 피고에게 지급하게 하였다. 이는 증권관련 집단소송법이 분배종료보고서가 제출된 경우 잔여금이 있을 때 이를 피고에게 지급하게 한 것과 유사하다. 법안은 증권관련 집단소송법을 폐지하여 흡수하므로 남은 금액을 피고에게 지급하게 하는 위 조항은 증권관련 집단소송 사건에도 적용될 것으로 예상한다. 이 조항이 증권관련 집단소송 제도 특성에 비추어 볼 때 정책적으로 바람직한가? 미국 연구자들 다수는 피고에게 남은 금액을 반환하면 위법행위 억제효과를 반감시키므로 바람직하지 않다고 한다. 미국 실무상으로는 남은 금액이 발생하면 이를 사이 프레(Cy Pres) 법리에 의하여 제3자에게 지급하는 방안을 활용한다. 이 논문에서는 미국 사이 프레 법리에 대하여 살펴본 후, 미국 증권집단소송 사건실무상 사이 프레 법리 활용 현황을 본다. 그 후 한국 증권관련 집단소송 사건 분배 절차 및 실무를 살피고 다른 방안들과 비교하여 볼 때 증권관련 집단소송 사건들에서는 남은 금액을 국가에 귀속시키는 것이 바람직하다고 주장한다. The Ministry of Justice of the Republic of Korea announced the Class Action Bill on September 28, 2020, which requires that the left-over funds be reverted to the defendant. This is similar to the Securities-related Class Action Act. Since the Act repeals and absorbs the Securities-related Class Action Act, the provision that requires reversion of the left-over funds to the defendant, will also apply to securities class action cases. Is this desirable in light of the characteristics of the securities class action cases? Many U.S. researchers say that reversion of the left-over funds to the defendant is undesirable, as it diminishes the deterrent effect. In the United States, the cy pres doctrine is used to allocate the left-over funds to a third party if there is any left-over funds remaining. In this paper, I explain the U.S. cy pres jurisprudence. And then I report the current cy pres practice in the U.S. securities class actions. After reviewing the distribution practice of the Korean securities-related class actions, I argue that it is desirable to revert the left-over funds to the State in the securities-related class action context.
