        < Special Issue> : Governing the Mobile Broadband Ecosystem

        The number of users accessing the Internet via mobile devices and mobile broadband is increasing rapidly. Keenly aware of the considerable economic and social effects of mobile broadband many countries are searching for policies that can boost their benefits for society. Designing such a framework is complicated by the dynamic technological change and pervasive interdependencies among players in the advanced mobile communication system. Established regulatory theory and practice may not provide reliable guidance because they are rooted in assumptions and conventions that do not appropriately reflect these new technological and economic conditions. Moreover, how government and nongovernment forms of coordination (“governance”) affect outcomes is complicated by the existence of non-linear direct and indirect effects whose net impact on performance is not well understood. This article explores these challenges conceptually and outlines a roadmap for rethinking the governance of mobile broadband.

        Current and Future Perspectives of Stem Cell Therapy in Dermatology

        Stem cells are undifferentiated cells capable of generating, sustaining, and replacing terminally differentiated cells and tissues. They can be isolated from embryonic as well as almost all adult tissues including skin, but are also generated through genetic reprogramming of differentiated cells. Preclinical and clinical research has recently tremendously improved stem cell therapy, being a promising treatment option for various diseases in which current medical therapies fail to cure, prevent progression or relieve symptoms. With the main goal of regeneration or sustained genetic correction of damaged tissue, advanced tissue-engineering techniques are especially applicable for many dermatological diseases including wound healing, genodermatoses (like the severe blistering disorder epidermolysis bullosa) and chronic (auto-)inflammatory diseases. This review summarizes general aspects as well as current and future perspectives of stem cell therapy in dermatology. (Ann Dermatol 29(6) 667∼687, 2017)

        P2P, CDNs, and Hybrid Networks: The Economics of Internet Video Distribution

        One of the challenges of developing a cost effective distribution system that supports the proliferation of video streams is allocating the video files optimally among various means of media storage. In this paper we develop simple mathematical representations of the cost characteristics of two internet video distribution systems: Content Delivery Networks (CDNs) and Peer-to-Peer (P2P) networks and identify conditions under which each or a blend of the two proves most cost-effective. Our analysis shows that in many cases a hybrid system is likely to have lower costs than either a pure CDN or a pure P2P network. We identify the personal computers that form the backbones of P2P networks as a largely untapped network resource and suggest that potentially very large economic gains might be realized if policy makers can develop policies that effectively address some of the security and transaction cost problems that discourage PC owners from contributing capacity to P2P networks.
