Two new species of Camellia (Theaceae) are described from Vietnam: Camellia vuquangensis Luong, Tran & L. T. Nguyen and Camellia hatinhensis Luong, Tran & L. T. Nguyen. The new taxa were col- lected from Vu Quang National Park in the center of Vietnam. The new finds are morphologically dissimilar to all known Camellia species. Recent Camellia discoveries have increased the number of species recorded in Viet- nam from 50 to 75, making Vietnam a center of diversity and a crucial area for more research into the diversity and distributions of Camellia.

The COVID 19 pandemic has led to a new global recession and is still causing a lot of issues because of the delays in the employment of people. This scenario has severe consequences for many countries' labor markets in the world. This problem's complexity and importance requires an integrated method of subjective and objective evaluation rather than intuitive decisions. This research aims to investigate sustainable indexes for assessing the unemployment problem by using a Multi-Criteria Decision-Making Model (MCDM). Grey theory and Decision Making Trial and Evaluation Laboratory (GDEMATEL) are deployed to transform the experts' opinions into quantitative data. The analysis based on 20 crucial criteria is employed to determine the weights of sustainability of unemployment problems. The results revealed that the top ten of determinants are Economic growth, Industrialization, Foreign direct investment, Real GDP per capita, Education level, Trade Openness, Capacity Utilization Rate, Urbanization, Employability skills, Education system expansion, which have the most significant effects on the unemployment rate under COVID 19 impacts. Furthermore, GDEMATEL could effectively assess the sustainable indicators for unemployment problems in "deep and wide" aspects. The study proposes the Grey MCDM model, contributes to the literature, provides future research directions, and helps policymakers and researchers achieve the best solutions to the unemployment problems under "economic shocks."

This paper aims to propose a Comprehensive Decision Support Model to evaluate retail companies' financial performance traded on the Vietnam Stock Exchange Market. The financial performance has been examined in terms of the valuations ratios, profitability ratios, growth rates, liquidity ratios, efficiency ratios, and leverage ratios. The data of twelve companies from the first quarter to the fourth quarter of 2019 and the first quarter of 2020 were employed. The weights of 18 chosen financial ratios are calculated by using the Standard Deviation method (SD). Grey Relational Analysis technique was applied to obtain the final ranking of each company in each quarter. The results showed that leverage ratios have the most significant impact on the retail companies' financial performance and gives some long-term investment recommendations for stakeholders and indicated that the Taseco Air Services Joint Stock Company (AST), Mobile World Investment Corporation (MWG), and Cam Ranh International Airport Services Joint Stock Company (CIA) are three of the top efficient companies. The three of the worst companies are Viglacera Corporation (VGC), Saigon General Service Corporation (SVC), and HocMon Trade Joint Stock Company (HTC). Furthermore, this study suggests that the GRA model could be implemented effectively to ranking companies of other industries in the future research.

Armoured scales (Hemiptera: Diaspididae) belong to the largest scale insect family and are among the mostinvasive insects in the world. Accurate identification of armoured scales is essential for systematic and phylogeneticstudies; biogeography; trade and plant quarantine; and pest management, particularly biological control. Several species are serious pests of citrus. Records of past field surveys conducted in Viet Nam between 1967 and2010 indicated the presence of 28 species on citrus there. Discrepancies in these records, and the retention ofspecimens of only five species in collections, led us to undertake surveys throughout the citrus-growing regionsof the country in 2013 and 2014 to verify previous records and conserve voucher specimens. The presence of 21diaspidid species was confirmed based on morphological and molecular data. The species observed werecommon but rarely abundant. Populations in commercial orchards may have been influenced by use of pesticides,but most species were recorded also in gardens and orchards where pesticide use was uncommon. Naturalenemies were abundant, but were not thoroughly documented for all the diaspidids we observed. An identificationkey to the species collected is provided. Differences between our findings and previous records from VietNam, from Yunnan and Guangxi in China, and from Indochinese countries neighbouring Viet Nam, indicate theneed for extensive surveys to fully document the diaspidid fauna on citrus in the region.
AN EFFECTIVE SEGMENT PRE-FETCHING FOR SHORT-FORM VIDEO STREAMING

The popularity of short-form video platforms like TikTok has increased recently. Short-form videos are significantly shorter than traditional videos, and viewers regularly switch between different types of content to watch. Therefore, a successful prefetching strategy is essential for this novel type of video. This study provides a resource-effective prefetching technique for streaming short-form videos. The suggested solution dynamically adjusts the quantity of prefetched video data based on user viewing habits and network traffic conditions. The results of the experiments demonstrate that, in comparison to baseline approaches, our method may reduce data waste by 21% to 83%, start-up latency by 50% to 99%, and the total time of Re-buffering by 90% to 99%.
Optimal Parameters of Viscous Damper for Hanged Cables in Arch Bridges

Hanged cables of through and half-through arch bridges are vulnerable to dynamic excitation because their intrinsic damping is very low. These components have been exhibiting unanticipated and excessive vibrations, which require more frequent maintenance and affect normal operations of the entire arch bridge. Mitigation of cable vibrations is commonly addressed by using an external damper attached to the cable. In this paper, the vibrations of hanged cables controlled by the viscous damper system was studied in detail using an analytical formulation of the complex eigenvalue problem. Oscillation parameters of the hanged cable-damper systems were analyzed by the exact values of complex eigenvalue. As a result, optimal parameters of the viscous damper could be evaluated and selected in order to reduce vibrations of cable. In addition, a design example was presented to justify the methodology.

Metabolites from medicinal plants continue to hold significant value in the exploration and advancement of novel pharmaceuticals. In the search for plants containing compounds with anti-inflammatory effects, we observed that the ethanol (EtOH) extract obtained from the aerial components of Gouania leptostachya DC. var. tonkinensis Pit. exhibited substantial suppression of nitric oxide (NO) in vitro. In a phytochemical study on an EtOH extract of G. leptostachya, 11 compounds were purified, including one unreported compound namely gouanioside A (1). Their chemical structures were unambiguously determined through the use of various spectroscopic techniques, such as 1 and 2D NMR, IR, and HR-ESI-MS, and by producing derivatives via chemical reactions. The EtOH extract, fractions, and a new compound exerted inflammatory effects by altering NO synthesis in murine RAW264.7 macrophage cells stimulated with lipopolysaccharide. The underlying inflammatory mechanism of the new compound 1 was also explored through various in vitro experiments. The results of this study indicate the potential usefulness of new compound 1 from G. leptostachya as a treatment for inflammatory diseases.

A new compound, 3β-acetoxylanosta-7,9(11),24-triene-26-al (3), and seven known compounds (1 – 2 and 4 – 8) were isolated from Ganoderma tropicum (Jung.) Bres. collected in Tay Nguyen, Vietnam. The structures of these compounds were determined by one- and two-dimensional nuclear magnetic resonance spectroscopy, electrospray ionization mass spectrometry (ESI-MS), and high-resolution ESI-MS, and by comparison with literature data. All of the isolated compounds were tested for nitroblue tetrazolium (NBT) reduction activity in Saccharomyces cerevisiae-stimulated RAW 246.7 cells. Among them, compounds 2 – 4 and 6 – 8 enhanced the NBT reduction in a dose-dependent manner.
