        The municipal police system is one of the essential parts of local autonomous system and decentralization. It's not exaggerative to say that the very starting point of local autonomous system is autonomy in education and security. In this sense, the municipal police system is a sufficient condition for the settlement of local self-government system. This study focuses on the current state and domestic and foreign policies of the introduction of the municipal police system following decentralization and administrative system reorganization. Since this nation's decentralization, there were constant requests for the introduction of the municipal police system, but they failed. To determine why the system couldn't be introduced, this study identifies and analyzes factors that brought the policy failure and make political suggestions for a successful settlement of the municipal policy system. For its objectives as foresaid, this study consists of 5 chapters whose coverage is as follows. First, the lst chapter discusses the purpose, range and method of this research on the introduction of the municipal police system under an assumption that more and more attention will be paid to such police system in keeping pace with the implementation of local autonomous system and decentralization. Second, the 2nd chapter provides a theoretical discussion of the municipal police system in which the very significance, nature and idea of the system is described. This chapter also examines the types and organization of the municipal police system with references to domestic and foreign relevant literatures. And the chapter discusses the legal bases and issues of the system. Third, the 3rd chapter discusses the current state of the municipal police system. Specifically, the chapter discusses foreign developed countries' police systems which are already municipal and compares and analyzes the previous Korean governments' political attempts to implement the municipal police system. Fourth, the 4th chapter set sort of performance indicators which would be used to determine why previous deliberations on the introduction of the municipal police system failed. With the indicators, the chapter found there were conflicts over the introduction between concerned policy participants and governmental organizations and then investigated what caused the disputes. Fifth, the 5th chapter provides a conclusion and political suggestions. Considering the reasons why the previous governments failed to implement the municipal police system, the chapter make some political suggestions that focus on issues which the present Lee Myeong Bak administration has to discuss in advance in order to introduce the municipal police system. Findings of the study can be summarized as follows. First, this nation's former presidents of the civilian, the people's and the participatory governments They directly participated in making a policy for the introduction. There were lots of conflicts among participants of the policy over the acceptance or non-acceptance and priorities of the system. Especially, there were serious disputes among concerned authorities over the level to which the municipal police system were to be introduced and the organizational structure of the system. Second, the foresaid policy was not made in time, resultantly contributing to failure in the introduction of the new police system. Both the civilian and the people's governments didn't succeed in introducing the municipal police system. Also in the participatory government, the system failed to be introduced as the term of the 17th national assembly terminated. The failure was partly because it was not finally supported. Third, the municipal police system couldn't be legislated because negotiations over the level to which the system was to be introduced and the organizational structure and personnel management of the system were not successful. Recently, the present government announced that the municipal police system would be introduced to local self-governing regions that were created through the integration of smaller local autonomous regions. But substantial plans and method of the introduction has been not yet prepared. Under this circumstance provides some political suggestions as it takes for granted that this nation's policy system should become municipal.

      • 에디 공분산 방법으로 측정한 에너지 및 이산화탄소 플럭스의 불확정도 정량화

        Quantification of random uncertainty in energy and CO2 fluxes by eddy-covariance method The energy and CO2 fluxes transported by the turbulence between the surface and the atmosphere are used as basic data for numerical forecasting and physical parametrization development and validation of the climate prediction model. Turbulent fluxes are generally measured by the meteorological method, such as the eddy covariance method, and the uncertainty quantification of the measurement data should be prioritized for understanding the process of surface - atmosphere interaction and for the data assimilation process. In this study, the characteristics and distribution of the random measurement error of energy and CO2 fluxes measured by Eddy covariance method are verified and quantified by using paired observations data (separated by exactly 24-hour, under similar environmental conditions). And observation data from five sites (forest, agricultural, urban forest, suburban, and urban site) in South Korea are used for quantification of random uncertainty. The distribution of the random measurement error is more closely follows a Laplace distribution (double-exponential), and the random measurement uncertainty has a linear relationship proportional to the magnitude of the fluxes value. We also used the Markov Chain Monte Carlo (MCMC) method to calculate the uncertainty of annual NEE. 에디 공분산 방법으로 측정한 에너지 및 이산화탄소 플럭스의 무작위 오차 정량화 지면과 대기 사이에서 난류가 수송하는 에너지 및 이산화탄소 플럭스는 수치 예보 및 기후 예측 모형의 물리 모수화 개발 및 검증에 기초적인 자료로 활용된다. 난류 플럭스는 일반적으로 에디 공분산 방법과 같은 미기상학 방법으로 측정하며 이렇게 측정한 자료의 불확정도 정량화 작업은 지면-대기 상호 작용의 프로세스를 이해하고 자료 동화 과정을 위해 우선적으로 선행해야 한다. 본 연구에서는 다양한 지표 피복을 대표하는 5개의 국내 관측소에서 유사한 기상 조건 하에서 관측한 복수의 관측 자료를 이용하여 에디 공분산 방법으로 측정한 에너지 및 이산화탄소 플럭스의 무작위의 특성과 분포의 확인 및 정량화를 실시하였다. 무작위 오차의 분포는 라플라스 분포(Laplace distribution)에 가까운 형태로 분포하고 있었고, 무작위 오차에 의한 불확정도의 크기는 플럭스 값의 크기에 비례하는 선형적인 관계를 보였다. 또한 마르코프 연쇄 몬테 카를로(Markov Chain Monte Carlo, MCMC)방법을 사용하여 장기간의 적산 값의 불확정도 값의 계산을 실시하였다.

      • 발열체용 연성인쇄회로기판 회로 폭 설계에 관한 연구

        본 연구에서는 반도체 산업과 함께 급속히 발전하고 있는 F-PCB를 사용하여 소형 가전 기계와 미용 기계의 발열체 금속 대체 대해 확인하였다. 일상 생활에 널리 보급 되고 있는 AL 발열체를 CU 발열체로 바꾸어 다양한 크기와 낮은 요구 저항에 따른 회로 폭을 연구하고 설계하였다. 여러 가지 TYPE의 F-PCB로 제작 하여 금속의 저항과 비저항, 도체 길이와 단면적에 따른 다양한 전기적 특성에 미치는 영향에 대해 확인하였다. 나아가 초소형 전자 기계의 산업에 널리 보급 되었으면 한다. In this study, Using F-PCB which is rapidly developing with semiconductor industry, was confirmed it replacement to small appliances and beauty of the machine for heating metal. AL heating element pervasive in everyday life but we changed this to CU heating element eventually we were designed to study the pattern width of the circuit as a variety of sizes and low resistance. The F-PCB made by various type and it confirmed to effect which resistance and resistivity of metals, various electrical characteristics as conductor length and cross-sectional area. Furthermore, if it is possible, we wish to this study widespread in ultra-compact electro-mechanical industry.

      • 지방 농촌지도사업 활성화 방안에 관한 연구

        I . Introduction Lately, globalization and intensifying competition has made policy makers to consider the stability of agricultural products and the regulation of pollutant distribution when making sound decisions for a long-term land and other natural resources planning. Integration of technologies such as BT and NT has also become trend. Moreover, nations are demanded to manage their agriculture in line with Green Round which will come into effect due to international agreements. Since 1997, local agricultural extension service has been localized. Localization has a positive side in that the extension service can be designed to meet specific local needs. However, there are problems as well. A structural instability and a limited personnel exchange program at regional agricultural technology centers are among them. Other problems include the imbalance of local agricultural extension service among regions, lack of cooper띠ion among agriculture-related institutions, and limited access to agricultural coordinators. Therefore, in order to find strategies to vitalize local agricultural extension service, this paper examines Rural Development Administration as well as Centers for Agricultural Promotion and extension service in 16 cities and provinces as objects of analysis. To analyze the status of local agricultural extension service, I have utilized the following methods. Firstly, chapter 2 examines the significance of policy evaluation and the access method. The significance of policy evaluation is further examined to include the concept, the purpose, and the types of policy evaluation model. Access method is further examined to include the meaning, the purpose, access method to evaluation, major evaluation models. In order to analyze the status of local agricultural extension service, I have set the analytical map using a logical model, an evaluation theory, and other analytic tools that scholars have suggested. Secondly, chapter 3 analyzes the current state of local agricultural extension service and proposed the achievements and the tasks of public coordinators. Thirdly, chapter 4 derives strategies to vitalize local agricultural extension service based on info1111ation analyzed in chapter 3. Lastly, chapter 5 summarizes this paper and made constructive proposals. The conclusions drawn from this paper on strategies to vitalize local agricultural extension service can be summarized as following. Firstly, organizational stability and the expertise of coordinator should be guaranteed. Organization and workforce is often poorly managed due to lack of understanding in agricultural extension service and local officials' abuse of power. There should be laws guaranteeing the successful implementation of strategies withstanding any kind of political changes. Secondly, laws that define the meaning of agricultural promotion centers and their workforce and regulate the establishment and operation of those centers are required. Presently, laws are not adequate to efficiently provide agricultural extension service. In order to overcome these limitations, laws on local agricultural extension service apart from laws on agricultural promotion should be enacted within the boundary of maintaining the integrity of local institutions based on Local Government Act. Thirdly, the agricultural extension services should now provide agricultural professionals skills that are practical and help them accustomed to the environmental and technological changes in agricultural business. In other words, agricultural extension service should be transformed so that it can offer agricultural professionals practical programs. Fourthly, the strengthening of cooperation among agriculture-related institutions are necessary. Strengthening the on-site education based on the cooperation among agriculture-related institutions whether they are central, provincial, or local. In order to strengthen the cooperation, joint programs run by agricultural research center, policy center, education center should be analyzed. Also, information system on rural agricultural business should be established. In order to achieve successful outcomes based on strategies suggested in this paper, promoting the interest among and bring out the official support from CEOs of related-institutions such as agricultural education centers and policy centers are crucial.

        Korean contemporary society has characters of average life increasement in the human being owing to the advancement of scientific technique, medical science, society and economy follows in quality and quantitative improvement. It soaks but became the society which has the feature of becoming older in age. The increase of the advanced age population raising its head with social phenomenon, the traffic accident of the reasoning being caused by advanced age driver is appearing with social problem. When in the driver, where the driving time which it follows in, increase of age decreases while driving, it accepts information of 90% over it has a body quality. It considers the result of research from time, case of the driver when the driving time which it follows in increase of age decreases, the quality time line against specially has the meaning which is important from the traffic immediacy side of the advanced age driver. It will be able to measure a sour each activity from the straight line department and turning to the right where becomes the head of a family basic of the road from the research which consequently, it uses the point record clerk, time line of the advanced and twenties age drivers with multi index (right and left scope and fuselage speed under at of staring point) it shows a change and traffic information probably is the time function 90% hold has a difference on gap of the advanced age drivers and twenties and the place objective which grasps to let, it provides a fundamental informations to advanced age driver research and it does to. This concerte research results can be informed in result part.

      • 동중국해 안정적 해상교통로 확보를 위한 해군전략 연구

        우리는 ‘해상교통로’의 중요성을 모두가 절실하게 공감해 주길 바라지만, 아직도 많은 수의 비 관련자들은 ‘바다에도 길이 있나? 또는 평시에 해상교통로를 사용 못 할 가능성이 과연 있을까?’ 라는 정도의 인식에 머무르고 있다. 한국은 삼면이 바다로 둘러싸인 반도국가지만 남북대치라는 현실을 감안할 때 실제로는 도서국가와 전혀 다를 바가 없다. 따라서 대외교역량의 99.7%는 해양을 통해 이루어지고 있으며 이러한 해양의 자유로운 사용 불가는 곧 국가의 존망과 연결된다고 할 수 있다. 하지만, 이렇듯 ‘해양의 자유로운 사용 보장’은 우리에게 국가 사활적 이익이지만, 평시 해양은 ‘언제나 자유롭게 사용할 수 있는 것’으로 인식되고 있는 실정이다. 본 연구는 이러한 현실을 인식하고 ‘우리들만의 생각’이 아닌 모두가 쉽게 해상교통로의 중요성에 대해 공감할 수 있도록 하기 위한 방안의 모색에서 출발하였다. 상황에 대한 인식은 개인의 경험과 환경에 따라 절대적으로 영향을 받으며, 이를 극복하고 협상 또는 경쟁에서 원하는 바를 성취하기 위해서는 논리적인 준비가 필요하다. 철학적 수준의 관념적 논리가 지성인의 동조를 구할 수 있는 훌륭한 준비이지만, 때때로 단순한 사례와 객관적 숫자 앞에서 너무나 무력해 지곤 한다. 따라서 본 연구에서는 소수 지식인층 이외의 일반대중들도 쉽게 해상교통로의 중요성을 인식하고, 평시 해상교통로의 자유로운 사용 불가 상황이 발생할 수 있음을 공감하기 위하여 계량적 분석과 사례연구 방법을 사용하였다. 해상교통로의 자유로운 이용은 언제든지 위협받을 수 있다. 한국의 주요항로는 인접하고 있는 다수의 국가간에 영유권, 해상경계획정 문제 등이 진행되고 있어 무력분쟁화 할 가능성이 매우 높으며, 만약 분쟁이 현실화 할 경우 우리는 제3국의 입장이지만 대체항로 사용에 따라 파생되는 직·간접적인 피해를 입을 수밖에 없다. 본 연구에서는 조어도 영유권 문제를 사례로 하여 제3국간 분쟁에 의한 평시 해상교통로 위협 가능성을 분석하였으며, 대응방안으로는 다수의 선행연구에서 유사하게 제시되고 있는 정책적 건의를 가급적 생략하고 군사적 차원의 전략을 도출하고자 하였다. 주변국간의 분쟁에 의한 우리의 피해는 ‘해양의 전면적 사용 불가’를 의미하는 것은 아니며, ‘자유로운 사용 불가’를 의미한다. 즉, 우리에게 나타나는 직접적인 피해는 최단 항로의 사용 불가이다. 하지만, 이에 따른 추가운항비와 시간지연에 따른 각종 손실비용만으로도 우리 경제는 충분히 치명적인 영향을 받을 수 있다. 왜냐하면 한국은 대외무역 의존성이 높고 해양을 통한 교역량이 절대적이므로 해양산업이 국민경제에 미치는 파급효과가 크기 때문이다. 따라서 해양의 자유로운 사용 불가 상황을 해결해야하는 궁극적 수단인 해군은 이에 대한 정책적 대책과 더불어 더욱 중요한 현실적 차원의 미래해군전략 에 기반한 대비가 반드시 필요하다. 본 논문의 주요 구성은 다음과 같다. 제2장에서는 연구의 근간이 되는 기본개념을 고찰하고, 해상교통로의 개념을 ‘평시-최단항로, 전시-안전한 사용’에 중점을 두는 개념으로 재해석 및 정의하였다. 제3장에서는 우선, 한반도 주변의 안보환경을 평가하여 주요한 위협요인을 식별 및 확인하였다. 그리고 사례 연구로 조어도 영유권 문제를 분석한 결과 갈등 및 협력지수는 7-12단계에 걸쳐 집중 분포하며, 심각성 지수는 4.092로 나타나 분쟁 가능성이 매우 높은 것으로 나타났다. 상대적 국력을 통한 분석결과 세력전 이론적 분쟁 양상임을 확인함으로서 향후 중국의 국가위상 상승시는 분쟁 가능성이 더욱 커질 것으로 분석되었다. 제4장에서는 사례 분석과 연관된 남방항로 차단시의 직접적 파급효과를 계량적으로 분석하였다. 간접적 파급효과는 전체 해양산업이 국가경제에 미치는 영향과 원유가 상승시의 경제적 파급효과를 중점 분석하였다. 직접적 파급효과를 체선비를 중심으로 분석 결과 연간 약 570억원의 단순 손실 비용이 발생함을 도출하였지만, 편의치적선박이 많은 해운업계의 현실과 타국 선박들의 운항비 증가에 따른 원자재 등의 가격 인상분을 종합적으로 고려할 때는 천문학적인 손실비용이 발생할 것임을 어렵지 않게 알 수 있다. 제5장에서는 주변국의 군사동향 및 해상교통로 보호전략을 개관하고 이를 토대로 해상교통로 보호를 위한 해군전략을 제시하였다. 한국 해상교통로의 주요한 위협요인이 되는 제3국간 분쟁은 적합성이 높은 시나리오적 접근이 가능하며 궁극적인 대상상황인 해역 봉쇄는 기간, 강도, 범위에 따라 범주화할 수 있다. 따라서 상대적 약소국인 우리의 입장에서는 ‘요망효과’에 중점을 둔 효과기반적인 전략수립이 필요하며 분쟁의 전 과정을 포괄하여 대비하기 위해 해군전략은 대상상황에 따라 단계화 되어야 함을 강조하였고, 이에 따른 전략수립의 단계별 기본 원칙을 제시하였다. 본 연구는 신뢰성 있는 분석도구로 평시 해상교통로의 ‘자유로운 이용 불가’ 상황의 발생 가능성을 검증하였고, 이에 따른 파급효과를 비약 없이 현실적으로 분석하였다는 의의를 가진다. 그리고 해상교통로의 안정적 확보를 위한 미래 해군전략 수립 시 준거의 틀이 될 수 있는 원칙을 제시하였다는 성과가 있으며, 이에 대한 현실적 차원의 배가된 준비 노력이 필요하다는 시사점을 확인 할 수 있었다.

        Forwarding the end of century, the Global community shows the end of certainty, trauma of stagnation, and confusion toward next century. The collapse of Russia and failure of Socialism complete the cold war ear. Getting out of old time, now the world is welcoming the time for reconciliations and compromises aming countries around the world. However, the thought of being equivalent of end of cold war ear and peaceful administrative plans is producing more complicated and awkward situation to global community. Unlike the past, it is because of potential conflicts of race, religion, and territorial area aming countries due to the multipolarized regional order. Even at this moment, the world is keep changing. To be effective and active to changes around the world, the composing units, the compared values, and acmore of organization have to be sysematic and fast under the one fixed point according to taken democratic opinions and participation, Internationally, economic expansion accelerated democracy, and pluralization have caused many changes in society. And, there has always been a mankind in the focus of those changes as an object of discussion. Those changes of society affect military organization. Recently, the soldiers in the age of X-generation, who recently join the corps, have changed existing army life. These soldiers' thoughts to obligation of military service has been weakened, because of the secondary effect of end of cold war. Therefore, the military have to ruminate about commanding ability towards soldiers' weak spirit. However, it is qyite certain that the command ability of leader has been the important factor to the issue of the battle. The war tactic has changed from the old style of battle depending on the number of soldiers unlike the modern war depending on the technology. As the time undergoes a change, the war tactics have also been affected up to certain degrees. However, the final decision making due to issue of a battle subjects to mankind. Therefore, it is unable to tolerate the changes due to accomplishing one's duty which is required to everyone in military organization, because the military exist for nation's absolute defence. This fact is regardless of new X-generation soldiers' changed thoughts about one's value, nationaliy, and military service. The group called X-generation is people who was born in economic growth ear of 1970's and age between 18~24. This generaion's distinct characteristics are self-centered, reasonable, realistic, and highly value the lateral thinking. The pluralistic thinking which refuses uncontrolled thought and customs is also one of the X-generation's characteristics. For these characteristics of X-generaion, many changes have been brought into an army life. These changes have brought the positive side of creating reasonable and opened army life, and also brought negative aspects of individualism and refusal towards system and order. The existing commanding method for leaders which defends on commander's charisma show the limits and troubles. The commander have to create a fighting power to win over enemy regard to subordinate's living conditions and changes of ear. Thus, this is the fundamental duty which is granted to commander. Therefore, the purpose of this research is firstly to study means and composing elements of commanding in more effective way. Secondly, it is lead X-generation soldiers' keeping compound aspects with new commanding method called dutiful command by studying distinct characteristics and changes in one's thinking. On this thesis, for previously suggested debate, I like to go over solution and the problems due to application and examination of general concept of new generation soldier's conscious disposition and dutiful command in the boundary of following method. On chapter 2, as preceded study of this research thorough concept definition of commanding and theories from existing scholars' research paper, the new commanding method has to be strongly demanded by evaluating previous commanding method and the problems occurred. The chapter 3 is focused on the realities and conscious disposition of new generation and this army life. the research was operated through survey.The composition of survey paper included personal social distinction, background, and army life. In order to see the convenient rate of how effective is the survey paper was composed. In chapter 4, the problem and the necessity of the missin type command from the result of Chapter 2 and 3. For the last step of concluding this paper, the next discussed in the thesis was reformed, and the effective commanding method was suggested. The study method of this theory firstly handled result from survey, and it consider theoretical background from survey analysis of medium of press, and published theories and literature.
