The purpose of this study lies in investigating the resent state and characteristics of monographs produced by Korea and Japan, which are the research products on each other's political and economic situations for the period of 1901-2000. To this end, we identified the major political and economic events and issues in the Korea-Japan relations, also collected comprehensively the monographs produced by each county regarding earth other, and analyzed the resent state md characteristics of the monographs with a special emphasis on the publication period, subject matter and producer. Also identified was the relationship between the production of monographs and the Korea-Japan political and economic relations from a historical perspective. Finally, we suggested the necessity of a knowledge and information system for both effective management and efficient control of such research products. 이 연구의 목적은 한일 양국이 20세기에 생산해낸 정치.경제 관련 연구의 현황과 특성을 조사하고, 그러한 연구가 양국의 정치.경제관계의 변화와 어떠한 상관관계를 갖고있는지를 \`서지학적\` 관점에서 논의하는데 있다. 이를 위해, 이 연구에서는 \circled120세기 한일간 정치.경제관계를 주요 사건과 쟁점을 중심으로 살펴본 후, \circled2한일 양국이 정치.경제분야에서 서로에 대해 생산한 연구물을 포괄적으로 수집하여 시기별.주제별.생산주체별 현황과 특성을 분석하였다. \circled3나아가, 한일 양국의 정치.경제관계의 변화와 생산된 연구물의 상관관계를 파악하였으며, \circled4마지막으로, 한국에서의 일본연구를 보다 진전시키고 성숙시키기 위해 그동안 생산해온 연구물을 효과적으로 관리하기 위한 제도적 장치의 필요성을 제기하였다.

학교도서관정책의 추이와 과제: 인력정책을 중심으로

이 글의 목적은 한국의 학교도서관정책이 안고 있는 문제의 본질을 밝혀내고 그 원인을 규명하여, 문제의 실효적인 해결을 위한 대안을 제시하는데 있다. 이 글은 특히 교육부가 추진해온 학교도서관 인력정책의 부작용과 폐해에 주목하면서, 인력정책이 파행적으로 추진되어온 배경과 원인을 토착적인 시각에서 밝혀내고, 인력정책의 건강성을 회복시키기 위한 실사구시적인 처방을 강구하는데 논점을 두고 있다. 이를 위해, 이 글은 '학교도서관의 본질적 기능'과 '전담인력의 자격과 역량'에 관한 기존의 주장과 논리에 비판적으로 접근하고 있으며, 인력문제의 합리적인 해결을 위해 한국 고유의 교육문화와 도서관문화 그리고 인력구조를 반영한 전략과 방안을 제시하고 있다. The purpose of this article is to discuss about the progress and problems in Korean school library policies. The emphasis is on identifying both distinctive features and indigenous limitations in policy-making process, and special concerns are with both side effects and backgrounds of its rough-and-ready human resource policy. This article intends to approach the human resource policy issues from the viewpoints of school librarians as well as those of policy makers. The final suggestion includes both strategies and methods to make up and intensify the weakness of Korean school library policies, with focusing on enhancing the work competency of school librarians as well as the policy capacity of school library association.

한국 대학도서관정책의 추이와 과제

The purpose of this article is to discuss about the progress and problems in Korean academic library policies. The emphasis is on identifying both contents and limitations in national plans for developing academic libraries, and investigating the current status and characteristics of major policy driving forces such as national library policy committees, government organizations, and professional associations. Also investigated is the current status and unique features of legal foundations, especially the present Korean Library Act and a tentatively named Korean University Library Promotion Act, which is being prepared for legislation. Finally this article suggests both direction and strategy for a healthy development of Korean academic library policies at national level. 이 글의 목적은 우리나라 대학도서관정책의 외형과 속내를 들여다 보면서, 현재 대학도서관계가 당면해 있는 문제의 본질과 원인을 정책적 관점에서 밝혀내고, 향후 대학도서관정책의 건강성을 회복하기 위해 선결해야할 과제에 대해 논의하는데 있다. 이를 위해 이 연구에서는 첫째, 우리나라 대학도서관정책의 문제점을 정책의 로드맵인 '발전계획' 등을 통해 세밀히 검토하고, 둘째, 문제의 원인을 정책의 근간인 관련 법규와 제도, 정책추진체계의 핵심 요소인 정책기구, 행정조직, 전문직 단체 등의 역할과 기능을 통해 분석하며, 마지막으로, 우리나라 대학도서관정책이 제대로 서려면 정책의 내용과 추진체계에 있어 어떠한 개선책이 필요한지에 대해 제언하고 있다.

이 글의 목적은 우리나라 도서관정보정책이 안고 있는 문제점을 거시적 관점에서 파악하고 향후 개선을 위해 심층적인 논의가 필요한 과제를 발굴하여 체계적으로 제시하는데 있다. 이를 위해, 정책의 근간이 되는 법과 제도, 정책기구, 행정조직, 전문인력, 재정, 그리고 발전계획과 관련하여 추이와 특징 그리고 문제점 등에 대해 살펴보고, 향후 지향해야 할 점에 대해 논의한다. 이 글에서의 논의는 관련 문헌에 대한 조사와 분석에 기초하고 있으며, 논의의 순서는 도서관정보정책에 대한 개념적 정의에서 시작하여, 2006년 이전까지의 도서관 정보정책의 추이와 특징 그리고 한계를 도서관정책과 정보정책의 영역으로 나누어서 살펴보고, 2006년 새로운 <도서관법> 이후의 도서관정보정책에서 나타나고 있는 변혁을 들여다보면서 향후 도서관과 정보문화의 건강한 발전을 위해 보다 심층적인 논의와 검토가 필요한 과제들을 제시하는 것으로 마무리하고 있다. The purpose of this article is to identify the problems that Korean library and information policies (LIP) are facing with and to suggest its future direction for advancement. To the end, discussions include both progress and problems related to legal provision, government organization, administrative staff, professionals, finance, and master plans. Based on a thorough literature survey, this article begins from an analysis on the conceptual definitions of 'library and information policies,' explains the problems and limitations of Korean LIPs before 2006(the year when new 'library act' was established), and introduces major changes in Korean LIPs after 2006. Finally suggested are both strategies and methods to resolve the problems and limitations that Korean LIPs are facing with.

수요자 중심의 '정보요구' 분석을 위한 실험적 모형에 관한 연구

정보학 등 다양한 분야에서 실시되어 왔던 '정보요구조사' 형태의 연구물들을 세밀히 분석해 보면. 기존 연구들은 수요자의 심층적인 '정보요구‘를 파악해 내기에는 그 이론적 틀이나 연구방법에 있어 기본적인 문제점을 지니고 있는 것으로 나타난다. 이에, 이 연구에서는 수요자의 정보요구를 파악하기 위해 그 동안 의존해 왔던 전통적 패러다임에서 벗어나, 수요자의 창된 그러나 내재되어 있는 '정보요구‘를 파악하는데 유용하게 쓰일 수 있는 정보요구조사의 모형을 실험적으로 제시하였다. 구체적으로, 모형의 이론적 근거. 개념적 모형, 실행적 모형 둥을 제시하였으며. 새로운 모형에 따른 정보요구조사의 시행 방법을 실제 사례를 들어가며 설명하였다. The purpose of this study is to develop an experimental model for information needs assessment, which could be utilized to investigate the 'real' information needs of the user(or group). The focus was on the perspectives of users rather than those of system managers. In details, this study identifies the conceptual definition of the keyword 'information need', analyzes the limitation and problems the previously conducted needs assessments in this area, and finally, develops an experimental model based on the cognitive and affective variables which might influence both production and strength of information needs in the user(or group}. The model emphasizes four influencing variable, namely, individual, work-related, organizational(or institutional), and socio-cultural variables. Also discussed is the relationships among these variables.

베이비부머의 정보빈곤과 도서관의 책무

The purpose of this article is to discuss about the service functions and strategies that Korean libraries should develop and practice for the aged baby-boomers, who are going to become an central force among the Korean Elderly. To the end, the first discussion is about the usual problems that Korean baby-boomers are facing with in their daily life. Secondly investigated are the universal characteristics in their information needs and seeking behavior. And the third discussion is on identifying both various cases and structural causes of information poverty that Korean baby-boomers have been troubled with. And finally suggested are strategic guidelines for the librarians who are willing to develop and practice library services specialized for baby-boomers. 이 연구의 목적은 베이비부머의 노후생활을 풍요롭게 만들기 위한 국가적 노력의 일환으로 도서관계가 마땅히 수행해야할 책무와 기능에 대해 논의하는 것이다. 연구의 초점은 노후기에 접어든 베이비부머의 일상을 힘들고 불안하게 만드는 ‘장애물’을 찾아내는 과정과 그러한 장애물을 제거하기 위한 도서관의 서비스 전략을 모색하는 과정에 주어졌다. 이를 위해 먼저, 베이비부머의 의식세계에 내재하는 일상적 고민을 추적하고 그러한 고민에 대처하는 과정에서 불거지는 정보행태의 특징을 파악하였다. 이때 기존의 고령자와는 다른 베이비부머만의 집단적 특징을 밝혀내는데 주력하였다. 이어서, 베이비부머에게서 나타나는 정보빈곤의 보편적 양상과 구체적 실태를 찾아내고 정보빈곤을 유발하고 구조화하는 요인에 대해 분석하였다. 이때 정보의 공급자보다는 소비자의 시각에서 논의를 진행하였다. 마지막으로, 베이비부머의 정보빈곤을 완화하기 위한 사회적 노력에 도서관계가 앞장서야 하는 이유에 대해 설명하고, 한국 도서관계의 역량을 고려한 도서관서비스의 개발 전략을 제안하였다.

日常的 苦悶을 통해 본 在日韓人의 삶 : from the Perspectives of Their Everyday Life

This article investigates both life and agony of Korean residents in Japan from the perspectives of their every life. The discussion begins with exploring the history and various definitions of 'Korean residents in Japan.' Followed is an introduction io their present legal status and situation as 'permanent foreign residents' in Japan. Then this article identifies the types of ordinary agony that Korean residents in Japan have been always facing with. To this end, the types of agony is classified as two groups, namely, survival agony and environmental agony. The first group includes the mental anguish that are related with the 'limited' use of Korean names, racial discrimination in housing, employment, and business. And the second includes the mental anguish resulting from child education, marriage, naturalization, and suffrage rights. Then this article investigates how Korean residents in Japan are coping with the various agony, most of which are caused by the racial discrimination policy of Japanese society. An interesting but melancholy finding from this investigation is the Korean residents' passive and negative mind and attitude in solving such agony. They are dealing with their agony as a personal matter, not as a common issue that the entire Korean ethnic community should meet and overcome. The examples demonstrating such mind and attitude are provided through the interviews that were conducted with major figures in the Korean community. Finally emphasizing the need for establishing information systems or organizations that could activate the interactive communication among Korean residents, this article suggests the korean community s various organizations and institutions should play more active and positive role in order to promote daily communication among the Korean residents in Japan.

대학도서관 전자자료 업무의 현안과 해법: 국립대학도서관을 사례로 하여

이 연구의 목적은 전자자료 구독 업무와 관련하여 한국의 대학도서관들이 당면하고 있는 문제의 실체와 원인을 밝혀내고, 개별 대학도서관들은 물론이고 대학도서관계 전체가 문제의 해결을 위해 참조할 수 있는 전략과 방안을 모색하는데 있다. 구체적으로, 10개의 거점국립대학도서관을 사례로 하여 전자자료 구독 현황과 실태에 대해 조사하였으며, 그들 도서관에서 전자자료를 구독하는 과정에서 드러내 보이는 업무행태적 특징과 한계에 대해 분석하였다. 더불어 기존의 전자자료 구독 행태가 향후 대학도서관과 사서집단에 미치게 될 부정적 영향에 대해 살펴보면서, 그러한 업무행태를 혁신하기 위한 거시적 전략과 미시적 방안을 제시하였다. 이 연구에서 설정한 연구문제를 논의하는데 필요한 데이터는 관련 문헌과 통계에 대한 분석 그리고 대학도서관에서 전자자료 업무를 담당하는 사서들과의 면담을 통해 확보하였다. The purpose of this research lies in exploring both problems in and solutions for developing digital information resource such as e-journal and Web databases, with the case of Korean national university libraries. In details, identified at the first hand is current situations and major changes of digital information resource that Korean university libraries have developed for the recent 10 years(2003~2012). Also investigated is the salient features in the process of selecting and acquiring digital information resource, with emphasis on the work behavioral aspects. In addition this study analyzes the negative impacts which the present digital-centered resource development policy might have on the image of university libraries and the status of academic librarianship in Korea. The final suggestions include both strategies at the national level and practical methods at the library level which might be helpful to escape from the dilemma related to developing digital information resource.

분산체계로 구축된 통합 DB의 품질관리에 관한 연구

이 연구의 목적은 '분산체계로 구축된 통합 DB'의 품질관리를 위한 이론적 실천적 전략 및 방안을 도출해 내는데 있다. 이 목적을 위해, 먼저, DB구축에 있어 분산체계의 의미를 정의하고, 분산체계로 구축된 대표적인 해외 DB인 OCLC Union Catalog의 품질관리 전략을 조사 분석하였다. 다음으로, 분산체계로 구축된 대표적인 국내 DB인 KORDIC의 SATURN DB의 품질을 검증하고, 품질관리 실태를 분석하였다. 끝으로, SATURN DB와 같이 분산체계의 형태로 구축되고 있는 통합 DB의 품질관리를 위한 실무 방안과 정책 조언을 제시하였다. The purpose of this study is to discuss the theoretical and practical strategies for the quality management of a union database built in a distributed system. To the end, this study introduces the quality control methods employed for the OCLC union catalog, which has been built in a distributed system and also known as the most typical union DB. The main discussion is about the quality issue of KORDIC's SATURN DB, the most typical union DB in South Korea. The final recommendation includes the management strategies and practical guidelines for the efficient quality control of a union DB built in a distributed system.

서지데이타베이스의 저작권 문제가 문헌정보의 유통에 미치는 영향

The Library of Congress' proposal to license LC MARC database and the following debate over the proposal shows that the issue on ownership of bibliographic databases, which surfaced as a topic of concern in the international library community with the OCLC's a n.0, pplication for copyright of its databases in 1982, is not fading or dead into the 1990s. In particular, the way that technological developments are outpacing the ability of the relevant organizations and legal systems to make necessary adjustments is giving the library profession a warning that cooperative efforts for further development of the international library systems, such as the UBC program, might be seriously impeded without a swift and amicable agreement on the controversial 'database ownership' issue. Here, the purpose of this paper lies in discussing the 'database ownership' issue from a macro and long-term perspective, with emphasis on its potential impacts on, and implications for, international information flows. To the end, the specific questions covered in this paper include : 1) what are the major causes of the database ownership controversy? 2) what are the potential impacts of the database ownership issue on the library profession's cooperative efforts toward free bibliographic information flows at the international level? And finally, 3) what are the implications of the database ownership issue for the Korean Library Community, which is making efforts toward the establishment of a national library network in near future through linking various library automation systems.
