한반도 평화체제 논의의 귀환: 미국우선평화 대 병진평화

2018 was the year of new change in peace on the Korean peninsula. Inter-Korean and U.S.-North Korean Summits produced great achievements and the hope of peace on the Korean peninsula has grown. At the summit meetings, the discussion on the Korean peninsula peace regime resumed first time since 2008. They agreed “to build a lasting and stable peace regime on the Korean Peninsula.” However, discussions on the Korean peace regime are still difficult to resolve. North Korea believes that a complete denuclearization can be implemented only if regime guarantee and peace treaty are prioritized. The U.S. believes, however, that a complete denuclearization of North Korea will be followed by the peace on the peninsula. Because denuclearization and peace regime are connected to each other, one will be in trouble if the progress of the other is delayed. On the other hand, the difference on the concept of peace makes it difficult to achieve a peace regime. While the Trump administration emphasizes the America First, Kim Jong Un regime pursues Byungjin. The future of the Korean peninsula will depend on what kind of peace concept will be made and implemented.

동맹관계와 동반자관계는 개념적으로나 현실 정책적으로나 차이가 있어서 구별되는데, 한미는 1953년 이후 동 맹조약을 체결하였으므로 원칙적으로 동맹관계로 이해하는 것이 적절하다. 하지만 한미관계를 인식할 때 동맹뿐만 아니라 동반자관계를 강조하는 경우가 많으므로 현실적으로 동맹과 동반자를 엄격하게 구분하기보다는 상호보완 적으로 적절히 재구성하는 방안을 모색해 볼 수 있다. 특히 중국이 한미동맹을 냉전동맹으로 비판하고 있는 상황 에서 군사적 동맹과 외교적 동반자 개념을 발전시키는 것이 가능할 것이다. 현재 한미동맹은 포괄적 전략동맹과 글로벌 파트너십 개념으로 동맹의 변환을 꾀하고 있다. 하지만 현재 북핵 문제와 함께 미중관계의 변화 속에서 상 당한 딜레마를 겪고 있다. 한미동맹은 최근 한국의 글로벌 기여를 확대하는 글로벌동맹으로 발전을 지향하고 있지 만, 여러 가지 어려움을 가지고 있다. 한미동맹의 글로벌화도 중요하겠지만, 새로운 안보환경에 적극적으로 대응하 기 위한 정체성 모색이 필요하다. 이러한 관점에서 이 글은 군사동맹으로서의 한미동맹과 함께 동반자관계로서의 한미관계 발전이 동시에 이루어져야 함을 강조한다. 군사적 차원으로서 한미동맹의 목적은 한반도 방어에 특정하 고, 한미관계는 글로벌 파트너십의 방향에 따라 동반자적 관계로 발전시키는 것이 필요하다. Alliances and partnerships are two distinct concepts, both in theory and policy. South Korea and the U.S. have been allies since they signed the treaty in 1953, formalizing the bilateral relationship as an alliance. Still, ROK-U.S. relations have been widely perceived as a partnership as well as an alliance. It would be helpful to reconstruct the terms so that they are considered complementary. Particularly in light of China’s recent criticism of the ROK-U.S. alliance as a Cold War relic, it is necessary to transform the alliance into a combination of a comprehensive strategic military alliance and a global partnership. Currently, the alliance is undergoing a transformation, and it is also facing substantive dilemmas over the North Korean nuclear issue and changes in the U.S.-China relationship. While the recent development of the alliance seems aimed at increasing South Korea’s contribution to global issues, the path is riddled with obstacles. Imperative as the globalization of the ROK-U.S. alliance is, it is equally necessary to define its identity to enable a proactive response to the ever-changing security environment. This paper emphasizes the need for concurrent development of the military alliance as well as the partnership. Militarily, the ROK-U.S. alliance should focus on the defense of the Korean peninsula, with a simultaneous effort to globalize the bilateral partnership.
