        환경적으로 지속가능한 개발을 위한 폐기물의 통합적 관리 방안

        The costs of solid waste management have continued to increase. Stricter environmental regulations have been applied to waste management units. Future integrated solid waste management should be balanced between source reduction, recycling, energy recovery, and land disposal. To achieve more balanced solid waste management programs, more local governments must adopt diversion and recycling goals and finance to meet those goals. The hierarchy of integrated solid waste management must be enforced in a manner that is flexible enough to allow local governments to implement waste management facilities that match the communities' ability to pay for them. In establishing a hierarchy of integrated solid waste management, local governements have difficulties in implementing source reduction and recycling because of a lack of local control and inability to pay for new facilities. Integrated solid waste management involves selecting compatible options for facilities to manage the collection, recovery of energy and materials(transformation), and disposal of solid wastes efficiently. Waste Collection, transformation, and disposal must support source reduction and recycling activities.

        매립지 가스 발생량 평가 - 청주권 광역생활폐기물 매립장 사례연구

        Methane is a potent greenhouse gas and methane emissions from landfills have been linked to global warming. In this study, LandGEM (Landfill Gas Emission Model) was applied to predict landfill gas quantity over time, and then this result was compared with the data surveyed on the site, Cheongju Megalo Landfill. LandGEM allows the input of site-specific values for methane generation rate (k) and potential methane generation capacity $L_o$, but in this study, k value of 0.05/yr and $L_o$ value of $170m^3/Mg$ were considered to be most appropriate for reflecting non-arid temperate region conventional landfilling, Cheongju Megalo Landfill. High discrepancies between the surveyed data and the predicted data about landfill gas seems to be derived from insufficient compaction of daily soil-cover, inefficient recovery of landfill gas and banning of direct landfilling of food garbage waste in 2005. This study can be used for dissemination of information and increasing awareness about the benefits of recovering and utilizing LFG (landfill gas) and mitigating greenhouse gas emissions.

        Post-2020에 연계한 온실가스 항목의 환경영향평가 개선 방안

        파리 협약에 따른 post-2020에 대비하기 위한 환경영향평가(EIA : Environmental Impact Assessment) 측면에서의 온실가스 감축방안을 모색하였다. 2010~2019년 금강유역환경청의 EIA대상사업 중 26건의 환경영향평가서(EIS : Environmental Impact Statement)를 사례분석한 결과로, ‘온실가스 항목’은 대부분 형식적으로 작성된 것으로 분석되었다. 본 연구에서는 EIA시 ‘온실가스 항목’의 형식적 평가를 개선하기 위한 방안으로서, 1) EIA대상사업별 온실가스 배출량에 따른 배출부과금 할당, 2) 『환경오염시설의 통합관리에 관한 법률』에 근거한 ‘허가배출기준 설정’에 ‘온실가스 항목’의 추가, 3)이해당사자들이 EIA대상 개발사업의 초기단계에 참여하는 거버넌스 확립으로 온실가스 감축 등을 제안하였고, 구체적인 내용을 논의하였다. In orderto cope with the post-2020 in accordance with the Paris Agreement, green house gas (GHG)reduction in Environmental Impact Assessment (EIA) and its contributions to post-2020 were discussed. The 26 Environmental Impact Statement (EIS) administered by Geum-River Basin Environmental Office from 2010 to 2019 were analyzed for reviewing GHG mitigation measures. From the case study, it was found that the assessment of GHG emissions reduction and climate change adaptation were not appropriately performed. In this study, the following measures are proposed to improve the inappropriate assessment of ‘GHG subject matter’ associated with EIA according to post-2020, 1) allotment of enforced charge on GHG emission during the EIA process, 2) addition of the ‘GHG subject matter’ in ‘establishing permissible discharge standards’ which is based on 『Act on the Integrated Control of Pollutant-discharging Facilities』, and 3) the participation of stakeholders in early EIA stage for governance.         수자원(水資源) 오염 특성에 의한 불량매립지(不良埋立地) 예비평가모형(豫備評價模型) 정립

        To assess preliminarily the contamination potential of water resources including groundwater owing to the hydrogeological characteristics of landfill site and the potential impact to humans and animals through contamination of water resources by leachate, "Landfill Site Preliminary Assessment Model(LASPAS)" was contrived. LASPAS could help them proritization of remediation of landfil sites by the convenient and relatively simple evaluation method of landfill site features. LASPAS was designd to aliot numerical ratings to landfill site related factors undermentioned; 1) hydrogeological factors such as hydraulic conductivity of aquifer, thickness of confining layer over aquifer, topographical slope, net recharge, and subsurface containment 2) water resources contamination factors of impacts on receptors such as proximity to drinking water supply, substitutability of drinking water supply, type of use of water resources, known impact on drinking water supply, and flood potential.

        대도시 음시물쓰레기 재활용 방안 평가

        Community residents are tend to evade waste treatment facilities such as waste landfills, waste incinerators. Therefore, decision-makers of waste management are concerned about the reduction and recycling of food garbage. As a treatment alternative of food garbage which consists of 30% of municipal waste, producing compost and feed stuff from food garbage is environmentally amenable. In considering the characteristics of food garbage are putrid and high moisturized, methods of landfilling and incineration for food garbage are environmentally inadequate. For the institutionalization of food garbage recycling, separate discharge, establishment of collection system, securing of market for compost and feed stuff manufactured from food garbage, and tax and financial incentives for food garbage recycling facilities are necessary.

      • 환경영향평가 실효성 향상을 위한 공탁제에 관한 연구

        The Environmental Impact Assessment(EIA) has contributed to mitigating the negative effect of the adverse environmental impact of large-scale development projects. However, the reliability of the results of the EIA has been frequently controversial due to the insufficient investigation of the natural conditions for preparing Environmental Impact Statement(EIS). To restore EIA credibility, the Korean government has contrived the institutional establishment of the ‘EIA Depository System’. Various issues resulted from the insufficient environmental awareness of the project developers, and the boss-subordinate relationships between project developers and business agencies as subcontractor in EIS preparations was also studied. To reflect the appropriate expenses of EIS preparation subcontractors, and to compromise the conflicts of various stakeholders in EIA process,‘EIA Depository System’ can be applied to Korean EIA legislation system.
