과학기술외교 관점에서 바라본 유럽의 우주탐사와 우리나라 우주탐사전략

Space exploration is an area where international cooperation takes place more actively than any other space activities such as Earth observation, communication and navigation. This is because a country cannot afford a huge budget to have full infrastructure for deep space exploration, such as a heavy launch vehicle, communication and energy infrastructure, and human habitats, and has learned that it is not sustainable. Korea expressed its willingness to join humanity's epic exploration journey by signing the Artemis Accords in 2021 and launching Danuri lunar orbiter in 2022. The beginning of space exploration means that Korea's space activities have expanded beyond the stage of focusing only on technology development to set norms necessary to accompany other countries and cooperate diplomatically to solve exposed problems. This paper analyzed European space policy and space exploration, which are most actively participating in the Artemis Program and exerting diplomatic power in the space field, from the perspective of science and technology diplomacy. The suggestions for Korea's space exploration strategy from the perspective of science and technology diplomacy were drawn by examining the international cooperation strategies in Europe's space activities ranging from space policy, space strategy, and space exploration program to project units.

NASA가 우주탐사 임무에 있어 획기적인 성공을 거두어왔다. 그러나 많은 NASA의 우주 프로젝트는 예산이 증가했고, 발사 일정이 변경되었다. 비용과 일정 증가는 NASA 프로젝트의 고질적인 문제이다. 본 논문은 미 의회 정부감사원의 NASA 대형 프로젝트에 대한 평가 결과와 NASA의 항공우주프로젝트 일정․예산 변동의 요인 분석을 소개하였다. 또한 우리나라 항공우주 프로젝트 경영에 대한 시사점을 제시하였다. 우리나라 우주 프로젝트 경영의 거버넌스, 제반 환경 및 평가 방법 등은 미국과 차이가 있지만 우주프로젝트의 기술적 복합성에 따른 프로젝트 관리의 어려움은 공통적인 바, 미국 NASA의 프로젝트의 평가로부터 얻은 교훈은 우리나라 우주프로젝트의 경우에도 의미가 있을 것이다. NASA has successfully accomplished lots of forefront space exploration missions. Yet, many NASA space projects experienced cost increases and schedule delays. Cost and schedule growth on NASA’s projects is long-standing issues for the Agency. This paper will introduce the results of assessments of large-scale projects of NASA performed by the United States Government Accountability Office and analysis on the factors influencing cost and schedule increase by NASA. It will also suggests recommendations to KARI’s space projects’ managements. As the difficulties on managing cost and schedule are common between NASA’s and KARI’s space projects due to the complexity of technology, lessons learned from NASA will be meaningful for our cases, even though the governance, environments and procedures of space project management are different.

대형 체계사업이 주를 이루는 한국항공우주연구원의 유일한 개인 소규모 과제인 항공우주기술시드사업은 출하였다. 최근 수행한 시드사업의 세 가지 대표사례를 선정하여 성공요인을 분석하였다. 공통적인 성공요인으로 동일 주제에 대한 장기적인 연구, 연구책임자의 전문성 및 신념, 창의성을 이끄는 조직의 리더십, 연구그룹 내 수평적 의사소통 및 다양성, 외부 연구 집단과의 활발한 협업이 있었다. 연구원 개개인의 역량과 더불어 조직의 열린 정책 및 문화가 뒷받침 되어야 개인의 창의적 연구도 혁신으로 이어지는 것으로 분석된다. The Seed Project for Creative Aerospace Technology R&D(Seed Project), the only small-scale project for individuals in the Korea Aerospace Research Institute results more research papers, patents, and technology transfer compared to large-scale system projects. Three representative cases of the recent Seed Project were selected and analyzed for success factors. Common success factors are long-term research on the same subject, the expertise and confidence of the principal investigator, creative organizational leadership, horizontal communication and diversity within the research group, and active collaboration with external research groups. Also it is analyzed that a creative research by individual can lead to innovation as open policies and supportive culture of the organization are guaranteed as well as the capabilities of the individuals.

우리나라의 우주활동은 향후 10년 더욱 활발해질 것으로 기대된다. 국가 우주개발 중장기 계획에 따라 지난 10년간 4기의 위성이 발사된 반면, 2011-2020년 간 14기의 위성이 발사될 예정이다. 2021년 발사를 목표로 한국형발사체를 개발하고 있다. 그러므로 우리니라 우주개발의 향후 10년 간 목표달성을 위해서 항공우주개발의 중추적인 역할을 담당하고 있는 한국항공우주연구원의 소요인력을 예측하고 공급 계획을 수립하는 것은 너무나도 당연한 일이다. 본 논문에서는 과거 항우연의 예산과 인력과의 관계를 활용하여, 항우연의 인력을 예측하였다. 2020년 경 인력은 1,000~1,400명 규모에 이를 것으로 예측되어, 향후 10년간 최소 400명의 인원이 필요한 것으로 전망된다. Korea’s space activity is expected more vital in the next decade. 14 Korean government satellites, with 10 satellites more over the last decade, are planned for launch between 2011 and 2020 according to the national space long-term plan. And Korean Space Launch Vehicle 2 has been developing aiming to launch in 2021. Forecasting and supply planning for the Korea Aerospace Research Institute’s manpower could be essential to successfully fulfill the Korea’s next decadal task in the aerospace field. In this paper, KARI’s manpower is forecasted using the relations between KARI’s budget and total personnel. KARI is expected to has 1,000~1,400 personnel in 2020 which is at least 400 personnels more than present.

세계적인 불경기에도 불구하고 세계 우주시장은 전년대비 11% 증가하여 2009년 최대치인 1,609억불에 도달하였다. 세계 각국의 우주 분야 투자도 전년대비 10% 증가한 680억불에 이르렀다. 반면 우리나라의 우주분야 예산은 2009년 2억 1,700억불로 전년대비 24% 감소하였다. 나로호 개발이 완료됨에 따라 개발 주기에 따른 예산 감소의 영향으로 분석된다. 우주시장 역시 불경기에 따른 위성 핸드폰등의 수출 감소로 전년 대비 3% 감소한 8,644억 원으로 조사되었다. 본 논문에서는 세계 각국 및 우리나라의 우주분야 투자와 우주시장 현황을 정리하였고, 우리나라 예산정책에 관한 시사점을 제고해보았다. Despite the global economic recession, the space market has reached a historical peak of $160.9 billion in 2009, a 11 % growth compared to the previous year. The world governments' investments on space programs totaled $68 billion in 2009, 11% growth compared to 2008. However, Korea invested $217 million in 2009, 24% decrease compared to 2008. The completion of the 'Naro' rocket project has an impact regard to the budget cut. The Korean space market decreased 3% to $789 million due to the decrease of the export of satellite phone by economic recession. In this paper the current statuses of world governments’ funding for space program and space market were presented and the current issues on the Korean space budget policy were reviewed.
