There have been more than 40,000 cases of fires in Korea in the last three years. However, as ‘Accidental Fire Liability Act’ was judged to be non-conform to the Constitution in 2007, the damages by light mistakes should be compensated. Accordingly, disputes such as compensation claims, litigations and indemnification cases of the victims of fire increased. However, it is so difficult for victims of fire cases to take proper action. So, this study is to help victims of fire cases in the disputes and compensation claims of the victims, and to find actual and practical support system based on the analysis of compensation status. To help victims of fire cases, we need to survey about victims of fire cases with multiple victims. That survey is analyzed to find support plan for victims. Furthermore, to find support plan the current law is needed to be analyzed and reviewed to revision. It is also tried to identify problems in the operation of the Center for victims of Fire currently operated by fire stations and to find countermeasures. In addition, the status of subscription and problem of fire insurance for the compensation for the victims and the method to increase fire insurance subscription rate will be studied.

[bmim][Br], [bmim][I], [bmim][BF4] 의 밀도, 점도, 굴절률, 열용량, 희석열, 이온 전도도 그리고 전기화학적 안정성을 상온에서 또는 293.2 K에서 323.2 K 의 범위에서 측정하였다. 밀도와 굴절률은 [bmim][I] 에서 최고치를 나타내었다. 그러나 점도의 실험값은 [bmim][Br]이 [bmim][BF4] 보다 높았다. 반면에 열용량과 희석열은 [bmim][BF4]가 [bmim][Br]보다 높은 값을 보였다. [bmim][Br]와 [bmim][BF4]의 Cyclic voltamogram은 전기화학적인 안정성의 범위를 나타내는데 [bmim][Br] 의 경우 2.7V, [bmim][BF4]의 경우 4.7V의 값을 보였다.

경보설비 비화재보와 관련 기준의 개선을 위한 연구

경보설비 미작동에 대한 발화장소별 화재건수를 분석해 보면 주거시설 26%, 산업시설 23.5%, 생활서비스 16.7%의 순으로 미작동이 발생 하였다. 이는 주거시설, 산업시설, 생활서비스 장소에서 경보설비의 비화재보가 많이 발생한 것으로 유추할 수 있다. 이를 비화재보라고 하며 본 연구에서는 감지기와 수신기, 기타로 나누어 비화재보가 발생하는 원인별 대책과 관련 기준의 개선방안에 대하여 연구하였다. 경보설비의 비화재보를 줄이기 위해 감기지에서는 감도조절장치, 차동식 감지기 유리봉형 리크구멍의 막힘, 광전식 감지기 플라스틱 정전기 방지, 경년변화에 따른 적외선 LED와 포토다이오드와 포토셀의 기능 저하 방지 방안, PCB기판의 수분 함유방지, 감지기의 현장시험기 중 유증기로 하는 시험기 문제 등의 개선과 수신기에서는 수신기의 전원차단 및 경보중지 방지에 대한 개선과 자동화재탐지설비 성능유지를 위한 화재안전기준 개선방향으로 성능위주 설계의 필요성과 지금의 감지기에 추가적인 기능과 감지기의 생산기법의 변경하여야 한다. 경보설비의 관리부실, 설치장소 환경변화에도 기능 및 성능 유지가 가능하도록 화재감지 방법 및 시스템을 건축대상별 폐쇄성을 고려하여 감지기별로 주소를 부여하여 발화지점을 명확히 알 수 있어야 하며, 또한 일정기준에 의한 보수 관리가 이루어 질 수 있도록 이를 제도화하는 것을 제안하고 IoT 사물 인터넷 기반 경보설비관리 시스템의 연계에 따른 선행연구가 필요하다. The result of analyzing the frequency of fire accident caused by non-operation of fire alarm system by the location of ignition showed the frequency of cause in the following order: residential facility 26%, industrial facility 23.5% and life service 16.7%. The result shows that fire alarm malfunction occurred more frequently in residential facilities, industrial facilities and life service provider sites. This paper classified and analyzed fire alarm malfunction in three categories of detector, receiver and other equipment and proposed solutions by each cause as well as suggestions for enhancement of relevant standard. In terms of detection equipment, this paper suggested as solution an enhancement in the followings to reduce the frequency of fire alarm malfunction: sensor control device; automatic detector for detecting glass tube type leak holes; photoelectric detector to prevent electrical static; infrared LED according to age changes; prevention of photo-diode and photo-cell functions; preventing absorption of PCB board; and field site detector using oil mist. In terms of receiver equipment, there is a need for performance-oriented design to enhance electrical power-off of receiver and prevention of alarm stoppage; and fire safety standard to maintain automatic fire detection equipment. Also, additional functions and production techniques should be added for changes in current detector so that the functions and the performances can be maintained intact even after a change in the installation location of alarm facility and the location of maintenance office for alarm facility. Also, in terms of fire detection method and system, an address must be assigned to detector equipment based on consideration for the security need of each building so that the location of ignition can be clearly identified. Also, the research proposed developing an institutional system to facilitate maintenance and repair at a certain level and indicates a need for research in IoT Internet-based security facility management system.

카툴루스의 시에서 여행과 제국

카툴루스의 시는 레스비아로 지칭되는 여성을 소재로 한 사랑시에서 로마 엘리트 남성의 일상적인 생활을 다룬 시들, 그리고 카이사르와 같은 당대의 유력자들의 탐욕과 부패를 꾸짖는 비난시, 거기에 더하여 신화적 소재를 활용하는 소서사시까지 다양한 영역에 걸쳐 있다. 이 논문에서는 여행과 제국의 주제가 다양한 카툴루스의 시적 세계를 관통하고 있는 주요한 주제 중의 하나라는 것을 지적하고, 이러한 성격을 지닌 카툴루스의 시들을 역사적인 맥락에서 독해하는 것을 시도할 것이다. 폼페이우스와 카이사르의 정복 활동에 따른 제국의 지리적 확장은 로마 엘리트에게 이방의 다양한 문물들을 접할 기회를 제공하고 제국의 변경으로 떠나도록 호기심을 자극했다. 여행과 제국을 소재로 다루는 시들의 독해를 통해 이 논문은 공화정 말기의 제국이 제공하는 로마 엘리트의 경험이 카툴루스의 시에서 다루어지는 방랑과 귀향, 도덕성의 후퇴, 정체성의 혼돈과 같은 문제들과 긴밀하게 관련되어 있음을 지적한다. Catullus’s poetry ranges from love poems about a woman called Lesbia to those that deal with the daily lives of the Roman elite, to invective scolding the greed and corruption of influential figures such as Julius Caesar, and epyllion that uses mythological subject. In this paper, I point out that the theme of travel and empire is one of the major themes that run through the diverse poetic world of Catullus, and attempt to read these poems in a historical context. The geographical expansion of the empire following the conquests of Pompey and Caesar provided the Roman elite with opportunities to encounter various foreign cultures and stimulated their curiosity to travel to the frontier of the empire. This paper will show that the experiences of the elite provided by the Roman empire are closely related to issues such as wandering and homecoming, moral decline, and identity confusion, which are addressed in Catullus’ poetry.

건축물 실내화재의 단계에 대한 연구

기존의 문헌들은 화재시 화재단계, 피난, 건물구조, 화재감지 등을 별개의 개념으로 정리하였으나 이 논문에서는 건축물 실내화재의 단계를 초기-성장기-Flash Over-감쇠기로 나누고 그에 해당되는 화재의 단계, 연소의 진행특성, 인간의 대응 특성, 화재의 동적방호, 화재감지를 정리하고 그로 인하여 인명보호, 재산보호를 실현할 수 있고, 나아가 경제성 측면에서도 검측할 수 있도록 연구를 하였다. The purpose of this paper is to summarize characteristics of fire growth stages, combustion proceeding, human behavior factors against fire, fire active protections, fire alarms in order to perform public safety and protection, personnel property protection, with identification of economic analysis aspects based on respective stages classified as fire generation- fire growth- flashover- fire extinction, which is differ from previous studies that based on distinct concepts such as fire stages, escapes, building construction, fire sensing.
