지속가능개발목표와 관광: 아세안관광표준 내용 분석을 통해 본 표준의 역할

2015년 UN 정상회의에서 채택된 바 있는 지속가능발전목표(Sustainable Development Goals, SDGs)는 관광이 개발도상국의 지속가능한 발전 달성에 기여할 주요한 분야임을 새롭게 강조하고 있다. 기존의 연구는 특히 이론적 개념으로서 지속가능성을 어떻게 관광 산업에 참여하는 다양한 이해관계자들의 시각에서 실질적으로 적용될 수 있도록 할 것인가의 문제를 핵심적으로 지적하였다. 이 연구는 이 같은 간극을 메우기 위한 기제로 관광 표준화에 주목하였다. 특히 관광 목적지로서 개발도상국이 그 대부분을 차지하는 아세안의 지역 표준화 이니셔티브인 아세안 관광 표준의 개발 배경과 그 주요 내용을 질적 내용 분석을 통해 검토하여 아세안의 지역 관광표준이 지속가능성의 세 축인 환경 보전, 경제 성장, 사회 개발을 중심으로 어떻게 지속가능관광을 개념화하고 있으며, 지속가능발전 목표의 달성과 연결되고 있는지를 분석하였다. 분석 결과, 아세안관광표준은 환경, 경제적 지속가능성과 사회개발 측면의 영향력을 모두 포함하여 관광 목적지로서 아세안 지역의 이해를 반영한 지역 차원의 개발 전략으로 이해되고 있음을 확인하였다. 또한, 개발도상지역으로서 환경, 안전 관련 제도의 규범 체계가 비교적 약한 아세안 지역 국가들에 규제 측면의 가이드라인을 제시해 주는 역할 역시 수행하고 있었다. 그러나 운영에 있어서는 아세안 차원의 표준화 및 표준 조화를 담당하고 있는 조직 체계와의 접점이 없이 관광 분야를 중심으로 추진되어, 실행 차원의 효율성을 확보하기 위한 노력이 필요할 것으로 보인다. UN Sustainable Development Goals (SDGs) emphasize tourism as a pathway for sustainable development in developing countries. Existing literature questions how to operationalize the theoretical concept of sustainability in the tourism practice, which involves a diverse range of stakeholders with varying priorities. This study focuses on tourism standards as a mechanism to fill this gap, and analyzes the ASEAN Tourism Standards, an initiative formed and led by the ASEAN where 8 of its 10 members are developing countries. Using a qualitative content analysis, this study explores how ASEAN, a developing region, conceptualizes the sustainable tourism in light of the three pillars of the SDGs, environmental sustainability, economic development, and social development. The result shows that the ASEAN Tourism Standards are promoted as a regional development strategy covering all three pillars of the SDGs, reflecting the interests of ASEAN member countries as major tourism destinations. Moreover, the ASEAN Tourism Standards supplement the relatively weak regulatory systems in ASEAN member countries in areas of environmental sustainability and safety of tourism. However, the ASEAN Tourism Standards currently have limited collaboration channels outside of the ASEAN tourism sector, and need further ASEAN-level institutional support for its effective implementation.

한국의 ICT 국제개발협력 연구 동향 분석 : 2002년-2020년 학술 논문의 체계적 문헌 분석

연구목적: 정보통신기술(ICT)은 국제적으로 정보격차 해소, 사회경제 발전, 지속가능한 개발과 빈곤 퇴치에 핵심적인 수단으로 그 중요성이 강조되고 있으며, 한국도 정보통신기술 강국이라는 특징을 살리기 위해 ICT분야 ODA를 전략적으로 강화해 왔다. 이러한 배경에서 본 연구는 우리나라의 국제개발협력 중에서 ICT 분야의 국내 연구 동향 및 향후 과제에 대해 살펴보고 발전방향을 제언하고자 한다. 연구의 중요성: 국내 ICT ODA의 중요성에도 불구하고 관련 연구를 체계적으로 분석하여 전체적인 흐름을 살펴보고 각 연구의 특성을 추적하여 시사점을 도출하는 시도는 없었다. 따라서 본 연구는 향후 ICT4D 연구의 성숙을 위해 방향성을 제시하고, 더 나아가 국제개발학의 학문적 토대를 닦는 과업에 기여할 수 있다는 함의를 지닌다. 연구방법론: 2002년부터 2020년 상반기까지 지난 19년간 출간된 정보통신기술개발협력 관련 연구 논문 126편을 선정하여 시기, 주제, 학분 분과, 지역, 방법론, 이론적 틀, 그리고 Heeks 가치사슬에 따라 체계적 문헌 분석을 실시하였다. 연구결과: 한국의 ICT ODA의 비중과 기대에 비해 관련 연구는 적은 편이며, 등장 시기 또한 2000년대 초반으로 매우 늦었다. 범분야 이슈로서 ICT의 분야별 적용을 다루는 논문의 비중이 증가하는 추세이며, 특히 공공행정과 교육 분야의 활용이 높았다. 연구 지역은 대부분 아시아에 편중되어 있었고, Heeks의 가치사슬 중 준비도와 가용도에 속하는 논문이 다수를 차지했다. 방법론적으로 경험적 연구가 더 많았지만 이론적 틀에 기반을 둔 논문은 그렇지 않은 연구보다 적었다. 결론 및 시사점: ICT 관련 국내 연구는 2010년대 이후 증가 추이를 보였으나 여전히 양적, 질적 성장이 요구되며, 지역 및 주제의 다양화, 수용도 연구의 확대가 필요한 것으로 나타났다. 나아가 ICT ODA가 독자적인 학문 분야로 발전하기 위해 이론적 토대에 기반을 둔 연구가 강화되어야 하며, 전문 학술공동체를 비롯한 체계적인 연구 인프라가 구축되어야 함을 확인하였다. There is little research on ICT4D in Korea for its significance. This paper conducts a systematic literature review of existing papers in the field. Although research on ICT4D is increasing, it is scattered in various fields. There is a need to build a platform where related researchers from various disciplines share and develop knowledge. Purpose: Information & Communication Technology (ICT) is a key area of ODA in Korea’s international development cooperation strategy. This study aims to investigate domestic research trends about ICT ODA to find issues and provide guidance for future research. Originality: Despite the importance and volume of domestic ICT ODA, there has been no attempt yet to analyze overall flow of the relevant research. This study traces the characteristics of each research to derive implications, and present direction for the maturity of future ICT4D research. Methodology: This study conducted systematic literature review to 126 ICT ODA-related research papers which published over the past 19 years from 2002 to the first half of 2020 according to the time series, theme, academic department, region, methodology, theoretical framework, and Heeks’ ICT4D value chain. Result: The amount of research is small compared to the proportion and expectation of ICT ODA in Korea, and the initial research appeared relatively late. ICT was used in cross-cutting issues, especially in public administration and education. The research area was mostly biased toward Asia, and majority of studies belong to the ‘Readiness’ and ‘Availability’ of Heeks’ ICT4D value chain. In terms of methodology, the empirical research prevail. However papers based on theoretical framework are relatively less. Conclusions and Implication: Domestic research on ICT4D has been increasing since the 2010s, but still requires quantitative and qualitative growth. The study area should be diversified, and “Uptake” level research should be expanded. Research based on theoretical foundations also must be strengthened. Furthermore, in order for ICT4D to become an independent academic field in Korea, systematic study environment such as academic communities and specialized journals is necessity.
