        보건의료서비스 공급의 협력체계에 관한 연구 : 지역사회 네트워크의 관점

        거버넌스 모형은 공공문제를 해결함에 있어 정부, 시장, 비영리부문이 자율적이고 상호의존적이며 안정적인 협력관계에 기초한 새로운 조정양식은 활용할 것은 요구한다. 이 새로운 사고에 의하면 지역사회에서 공공서비스 공급의 개선을 위해서는 협력체계를 통한 지역사회 네트워크를 구축하는 것이 필요해진다. 특히 보건의료서비스에서와 같이 정보의 비대칭성에서 기인한 권력의 불균형이 존재하는 경우 공급 주체의 다원화에 기초한 네트워크적 관점은 보다 중요해진다. 선진국들은 공공의 실패에서 기인한 보건의료체계의 개혁을 위해 민간에의 의존을 강화하고 있다. 민간 의료기관 위주의 발전을 보여 온 한국의 경우 시장의 실패가 두드러지나, 이것을 공공부문의 강화를 통하기보다는 지방정부, 기업, 그리고 지역사회조직 간의 협력을 강화하는 등 지역사회 네트워크를 구축함으로써 해소해야 한다.

        The office of today is changing at an alarming rate. In many business, knowledge of automation is now preferable and sometimes necessary for success. Work that secretaries perform is being transformed by this wave of new technology. Today in Korea, many major companies and colleges are now responding to the needs of period by offering secretarial training and education. Furthermore certification examination in the secretarial area will give an opportunity to secretarial profession from 1992. The purpose of this study is to show the right way to secretarial profession through certification examination by describing other contries'-the United States, Japan, and England-institutions. Of course, certifiction examination for secretarial profession is the beginning, not the end. Further advancement of the emerging secretarial profession depends to a large extent on revision of current program, introduction of recertification requirements, and multidimensional examination course as professional job areas of secretaries. An then, secretarial occupation group becomes recognized by society as a real profession.

      • 복지국가의 형성, 위기, 그리고 재편 : 이념적 함의 Ideological Implications

        Human beings have always been looking for freedom and justice even though it is not easy to persue these two values at the same time. In reality, our history has been filled with repression, injustice, and poverty ; nevertheless, we have continued desiring the two values. We gained confidence that our ideal will be realized when we saw the birth of the welfare state. Since its formation in the late 19th century, the welfare state had florished so fast until the oil shock of 1973 and the following economic depressions. We could see the harmony of freedom and justice, growth and stability during those days. The crisis of the welfare state, however, represented the fundamental conflict between freedom and justice in the capitalist societies. Freedom which dominates economic institutions creates disparities among citizens in living standards and material welfare, with efficiency and profit maximizing as guiding principle. Yet justice which dominates political and social institutions proclaims the equality of all citizen. This conflict is inherent in the capitalist societies. After the crisis of the welfare state, Each country came up with its own alternative, mainly neo-conservatism and corporatism, to manage the problems which were caused by the crisis of the welfare state. These alternatives, however, were in violation of the harmony of the two values which was the object of the welfare state. That is, each alternative emphasized one value at the expense of the other. Now, these alternatives are in retreat, and we are looking forward to the renewed welfare state, persuing justice and freedom more eagerly. The persuit of the welfare state should never be stopped in that the welfare state can guarantee common values for human beings, freedom and justice, more than anything else.

        The purpose of this study is to examine the relations between public sector and private sector - including citizen - in urban public service. The case to be adopted here is that of the solid wastes. The processing of urban solid wastes is divided into generation, collection, and disposal. In each phases the relation of two sectors (public, private) must be set differently. In the generation phase, citizeris role is very essential. In the second phase of collection, the role of private company must be emphasized. Finally, the role of urban government is important. Consequently, the case study of urban solid wastes reflects that in order to understand the public service, the role between public and private sectors must be treated organically.

        The purpose of this study is to investigate the implications of public choice theory of Vincent Ostrom, especially relating to the Korean local elections in 1995. There are many limitations in adoption of that model. Because public choice theory has been started in America, be deeply rooted in American ideological characteristics, and Korea has little experiences of self-government. But in spite of limitations, the role of public choice theory in analysing local authorities can not be missed. In particular, important variables of public choice model such as 'individual as analysis unit', 'public goods', and 'collective decision-making rule' give implications to the study of Korean public administration

        유아교사의 놀이성과 놀이신념의 관계에서 교수창의성의 매개효과

        The purpose of this study is to examine the mediating effect of teaching creativity on the relationship between early childhood teachers' playfulness and play belief. The instruments were, the Korean version of the adult playfulness scale of Lee Soon-haeng, Lee Hee-yeon, and Jeong Mi-ra (2018), the play belief scale of Lee Seong-hee (2008)'s scale, and the professor's creativity scale of Baek Young-sook and Kim Hee-tae (2008) scale. The study subjects used 293 teachers of kindergartens and daycare centers located in P, K, and Y cities. For the collected data, multicollinearity, Pearson's moment correlation coefficient calculation, path analysis, and VIF index using the SPSS 23.0 program. The conclusion of this study is first, the correlation between playability, professor creativity, and play belief of early childhood teachers showed a significant positive correlation. Second, it was found that professor creativity plays a mediating role in the relationship between early childhood teachers' playability and play belief. Since this study found that teachers' creative teaching behavior is a factor influencing early childhood teachers' play beliefs, appropriate teacher education needs to be conducted to enhance early childhood teachers' positive playfulness and teaching creativity. 본 연구의 목적은 유아교사의 놀이성과 놀이신념의 관계에서 교수창의성의 매개효과를 살펴보는 데 있다. 본 연구를 수행하기 위해 유아교사의 놀이성 척도는 이순행, 이희연과 정미라(2018)의 한국판 성인놀이성 척도를, 놀이신념 척도는 이성희(2008)의 척도를, 교수창의성에 대한 척도는 백영숙과 김희태(2008)의 척도를 사용하였다. 최종 분석에 사용된 연구대상은 P, K, Y시(군)에 소재한 유치원과 어린이집 293명의 교사를 대상으로 하였다. 수집된 자료는 SPSS 23.0 프로그램을 사용하여 VIF 지수를 통해 다중공선성을 확인하고, Pearson의 적률상관계수, 경로분석, Bootstrapping 등을 실시하였다. 연구결과는 첫째, 유아교사의 놀이성, 교수창의성과 놀이신념의 상관관계는 유의한 정적 상관을 보였다. 둘째, 유아교사의 놀이성과 놀이신념의 관계에서 교수창의성이 매개적 역할을 하는 것으로 나타났다. 본 연구를 통하여 교사의 창의적 교수행동이 유아교사의 놀이신념에 영향을 미치는 요인으로 밝혀졌기에, 유아교사의 긍정적인 놀이성과 교수창의성을 높이는 적절한 교사 교육들이 이루어질 필요가 있다.

        준정부기관의 미션과 조직구조 : 공공 거버넌스 구체화 사례분석

        준정부기관은 중 앙 부처와 일정하게 연계되어 있으므로, 공 공 거버넌스 구체화의 관점에서 준정부기관의 위상을 재정립하는 것 은 매 우 중요한 일이다. 이 와 관련하여 준정부기관은 신공공관리의 실행이라는 역할을 수행하기 위 한 수단으로서 자리매김하였다. 공 공 거버넌스 의 대두는 준정부기관의 책임성 문제를 제기하는데 개 별 기관의 책임성을 확인하기 위 한 분석을 위해서는 미션과 조직구조의 파악이 중요하다. 분석결과 우체국예금보험지원단은 미션의 재정립과 조직구조의 재설계가 필요한 것으로 나타났다. 나아가 본 연구는 공공성의 확대, 지속적 구조조정 등 전체 준정부기관에 대해서도 적용할 수 있는 함의를 발견하였다. The purpose of this study is to reestablish the status of quasi-government institution in view of public governance. In Korea, quasi-government institutions are fulfilling their own roles about new public management. The rise of public governance brings about accountability problems of quasigovernment institution. The careful understanding on the mission and organization structure is necessary for the affirmation of accountability of quasi-government institutions. It is detected that the reestablishment of the mission and the redesign of organization structure is essential for the development of Postal Savings and Insurance Associate Corporation. Furthermore this study gives some implications about publicness enlargement and structure readjustment of whole quasi-government institutions.

        외국인 노동자의 특성과 의료이용 실태

        This study deals with the current medical utilization for migrant workers and the characteristics of them. The purpose of this study is to provide the basic information to establish proper medical policy. For the study self-made questionnaire was used which was answered by 453 migrant workers working in the area of manufacturing and non-technical work in 10 cities like Seoul, Inchon, Namyangju, Sngnam, Kwangjti, Pyungchon, Kunpo, Kimpo, Masuk in Kyungki -do and Chunan in Chungchung nam-do. Besides, 303 medical records of those who had visited tree medical check-up center were analyzed. The period of accumulating data is 6 months, from November 1st, 1996 to April 30th, 1907. The characteristics of migrant workers and current medical utilization are analyzed by percentage and the relation between characteristics and current medical utilization were analyzed using X2 -test, t-test, ANOVA. The finding of this study was as follows 1) The number of nationality was 16. The first ma Jority was Philippians as 32.0%. Among 16 nationalities Southeastern and Northern Asians were 48.9%, Southwestern Asian was 46.5%, the rest was 7.3%. Men were 81.0%, those who are aged from 26 to 30 were 39.0%. Graduatee from high school 92.7%, Christians 56.3%, unmarried 554% and salary from 600,001) Won to 800,000 Won 53.8% averaging monthly payment 669.810 Won. As for their residence, those who resided over 3 years were 31.9% and the illegal residence reached 77.4%. As for Korean language, those who speak in middle level were 5.6%. 2) As for kind of work and circumstances, manufacturing was 811%, 4 off-days per month 72.2% and 9-10 working hours per day 42.1%. As for ac- commodation, residence in fabric was 62.6% and one or two members as roommate 40.2%. 3) The characteristics of health behavior showed that 89.4% of migrant workers had 3 meals, 70.9 % of them did not drink alcohol, 73.5% of them did not smoke. 4) As a characteristic of health status, 71.80o of them perceived of their health .76.1% thought that they had no illness before coming Korea Among them who recognized their illness, those who had problem in circulatory system was 35.3 - a, respiratory system ENT 19.1% and nervous system 19.1%.66.2% of those having illness had already had sickness when coming to Korea. 5) During last one month, 79.2% of them were known as ones having no illness. Among the sick, those who had problem in circulatory system was 31.6%, nervous system 232% and respiratory system 21.1%. 60.3% of the sick were not cured at that time. 6) Sorting the symptom of those who visited free medical check up, dental care was 24.200, orthopedic 14.0% and digestive system 13.800 Teethache was 34.4%, stomach problem 11.6%, upper respiratory inflammation 10.2% and back pain 5.9%. Averagely they visited free medical check up 1-2 times. According to symptom, epilepsy 25.5 times, heart and vascular disease 9 times, constipation 2.8%, neurosis 2,38 times and stomach problem 234 times 7) The most frequently visited medical service by migrant workers was hospital, The most mentioned reason was good healing as 36.300 The medical service satisfied migrant workers mostly was hospital as 64.3%. The reason of satisfation was also good healing as 45.9%. 8) 77.2% of respondents did not spend money for medical check. Average monthly medical cost was 25,100 Won, 3.7% of income. Those who had no medical security was 73.400. In their case, 67.70o got discount from hospital or support from working place and religious organization. 9) As for the difference of medical utilization according for the characteristics of migrant workers, legal workers and no Korean speaker used hospital more frequently 10) Those who were satisfied most of all with the service of hospital were female workers, hinduists and buddhists, legal workers or manufacture workers. 11) Christians, those who have 3 meals or recognize themselves as healthy ones mostly had no illness, As a result., the most of migrant workers in Korea are from Asia. They are good educated but are working in manufacturing and illegal. Their average income is under 700,000 Won which in not enough for medical cost. They have no medical security and medical fee is supported by religious organization or discounted. Considering these facts the medical policy by government is to be established.
