양자간 경제협력의 새로운 실험: 한,알제리 Task Force 활동과 경제협력관계 변화

Korea and Algeria declared a "Strategic Partnership" during the state visit of Korean President Roh Moo-Hyun to Algeria in March 2006. Then the two countries established Korea-Algeria Task Force (hereafter the TF) to promote bilateral economic relationship. The TF, comprising specialists from the government and private sector of both countries, took charge of the task to discuss and prepare the strategies to promote bilateral economic cooperation. This paper examines the activities of the TF during the last two years, and analyses the recent changes of bilateral economic relationship between Korea and Algeria. The baseline of the question is the recognition that the relationship between Korea and Algeria, which has been intensively pursued through the TF, is a special case of experiment in bilateral economic relationship of Korea. Based on this recognition, it tries to answer whether this experiment has led to a successful result, by analysing the recent trends of bilateral economic activities, including trade, construction, and investment. It concludes that the rapid expansion of bilateral trade and other activities between the two countries supports a positive evaluation of the experiment.

Dubai in the recent years has undertaken massive development projects, which have prompted great interest from the mass public and press throughout the world. However, academic study on this peculiar pattern of development of Dubai is not sufficient yet. As a result of intensive development efforts, the Dubai economy has changed remarkably. It has recorded an average 13.5% real GDP growth annually during 2000-05, which was the highest in the world, surpassing that of China and India. Trade, finance, and real estate development especially led the changes. However, Dubai economy has received serious shocks from the global financial crisis that broke out in the late 2008, and questions arose about the sustainability of such aggressive development policies in the meantime. This study explores the changes of Dubai, and tries to capture the characteristic features in the development policies and the development process Dubai. It presents the following points as the distinctive characteristics of Dubai development model. 1) Development strategy relying on the vision and ideas of the ruler 2) Market-oriented developmental state 3) Service-oriented unbalanced growth and discontinuous spurt 4) Supply-led development relying on external financing 5) Forming an abnormal double-tier society depending on majority foreign labour
