재난안전정보 관리를 위한 어휘자원 현황분석 및 활용방안

재난은 국민의 생명 신체 재산에 직접적인 영향을 미치는 사건으로, 재난 발생 시 신속하고 효과적인 대응을 위해서는 관련 정보들을 효율적으로 공유, 활용하는 협조 과정이 무엇보다도 중요하다. 현재 재난안전 유관기관별로 다양한 재난안전정보가 생산 및 관리되고 있지만, 각 기관별로 개별적인 용어와 의미를 정의하여 활용하고 있다. 이는 재난안전정보를 검색하고 접근하려는 실무자 입장에서 큰 걸림돌이며, 기관별 정보 활용도를 저해시키는 요인 중에 하나이다. 이러한 문제점을 해결하기 위해 재난안전정보의 통합적 관리를 위한 어휘자원의 표준화 작업의 선행 연구로, 본 연구에서는 재난안전 유관기관에서 관리하고 있는 어휘자원의 현황분석을 수행하였다. 또한 수집된 어휘자원을 대상으로 정보제공자 및 이용자 관점에서의 활용도 분석을 통해 어휘 그룹별 특성을 파악하고 이에 기반해 재난안전정보 관리를 위한 활용방안을 제안하였다. Disaster has a direct influence on the lives of the people, the body, and the property. For effective and rapid disaster responses, coordination process based on sharing and utilizing disaster information is the essential requirement Disaster and safety control agencies produce and manage heterogeneous information. They also develop and use word dictionaries individually. This is a major obstacle to retrieve and access disaster and safety information in terms of practitioners. To solve this problem, standardization of lexical resources related disaster and safety is essentially required. In this paper, we conducted current status analysis about lexical resources in disaster and safety domain. Consequently, we identified the characteristics according to lexical groups. And then we proposed the utilization plan of lexical resources for disaster and safety information management.

기록물관리 전문요원의 국가기록원 계속교육 전이효과에 관한 연구

본 연구는 국가기록원 계속교육의 전이효과를 향상시키기 위한 목적으로 국가기록원 계속교육의 전이효과와 전이에 영향을 미치는 요인을 분석하고 이에 따른 개선방안을 제안하였다. 이를 위하여 본 연구는 국가기록원 계속교육의 전이효과에 영향을 미치는 요인을 학습자 특성, 교육 프로그램 특성, 조직의 전이풍토로 구분하였으며, 기록물관리 전문요원을 대상으로 설문조사를 실시하였다. 그 결과, 272명의 전문요원이 응답하였고 통계분석을 통하여 전이효과에 유의미한 영향을 미치는 요인을 파악하였다. 이와 더불어, 전문요원들의 요구사항 및 의견을 수렴하여 국가기록원 계속교육의 전이효과를 제고할 수 있는 개선방안을 학습자, 교육 프로그램, 조직의 전이풍토, 국가기록원 측면에서 제시하였다. This study aims to analyze the factors affecting the transfer effect of continuing education in the National Archives of Korea and suggest ways to improve the education. To do that, the study grouped the factors that affect the transfer effect of continuing education into learner characteristics, educational program characteristics, and organizational transition climate. An online survey was conducted with records managers. In total, 272 responses were received and statistically analyzed. Based on the records managers' opinions, this study suggested ways to improve the transfer effect of continuing education from the perspectives of learners, the educational program, the organizational transition climate, and the roles of the National Archives of Korea.

언어네트워크 분석을 통한 재난안전정보와 관련한 국내 연구동향 분석

본 연구는 언어 네트워크 분석을 통해 재난정보와 관련한 국내 연구동향 분석을 목적으로 한다. 이를 위하여 학술연구정보서비스(RISS)를 검색하여 2008년부터 2017년 사이에 발간된 재난정보와 관련한 국내 학위논문 및 학술지논문 312건을 수집하였다. 그리고 논문들의 서지사항을 토대로 통계분석을 실시하였다. 뿐만 아니라 연구논문들의 논문명을 대상으로 키워드를 추출하여 빈도분석 및 언어 네트워크 분석을 실시하였다. 분석 결과, 최근 재난분야에서 빅데이터와 관련한 연구가 급증하였으며, 재난정보 공유 및 활용의 중요성이 증대되고 있다. 또한 재난대응을 위하여 공간정보, 실시간정보, 지리정보 등 다양한 유형의 재난정보가 활용되고 있었다. This study aims to investigate research trends on disaster safety Information based on the language network analysis methods. To accomplish it, we collected 312 Korean thesis and scholarly articles on disaster safety information published between 2008 and 2017 from RISS (Research Information Sharing Service) site. With the collected data, this study performed the statistical analysis based on bibliographic data. Also, this study performed the analysis of frequency and language network on keyword extracted from titles on the collected scholarly articles and thesis. This study found out that researches recently on Bigdata related to disaster safety information have been rapidly increased. Also, the needs of sharing and utilizing disaster safety information have increased. Also the various types of disaster safety information such as spatial data, real-time information, geographic information has been used for the disaster response.

This study examined the characteristics of the records produced by the National Election Commission, which is designated as a constitutional institution in Korea, and derived problems by analyzing the status of its records management. This paper suggests improvement plans based on the findings. First, it investigated records and their features since the National Election Commission has been in service. The differences between works in the field and legislation were analyzed through literature surveys and staff interviews. The improvement plans were presented in terms of systems, facilities, human resources, and services. In particular, this study suggests focusing on the production of a large amount of the same records of the National Election Commission. 본 연구는 헌법기관으로 지정된 선거관리위원회의 특수한 가치에 주목하여 선거관리위원회에서 생산되는 기록물의 특성을 연구하였고, 기록관리 현황을 분석을 통해 문제점을 도출하였다. 나아가 이를 바탕으로 선거관리위원회의 기록관리 개선방안을 제안하고자 했다. 이를 위해 먼저 선거관리위원회의 단위업무를 분석하여 생산기록물을 조사하고 그 특성을 파악하였다. 선거 상황별 기록관리 현황 분석하여 문제점을 도출했으며 처리과 직원과 기록관리 담당자 면담을 통하여 실무와 법제간의 차이를 분석하였다. 개선방안은 제도와 시설, 인력과 활용 및 서비스 측면으로 나누어 제시하였고, 이를 통해 선거관리위원회에서 생산되는 기록물의 고유한 특성을 규명하고 효과적인 기록관리 방안에 대하여 제언하였다.
